Due to increased market orientation and deregulation, welfare services in Sweden have taken on the form of market-based services. The body of research on deregulation and privatization is quite substantial regarding the implications of this kind of development. However, studies of the actual process of how choices are made are less common. This article discusses the implications of greater freedom of choice for Swedish citizens in diverse socioeconomic situations, focusing on factors that limit opportunities for choice. Deregulation and the increasing number of alternatives affect the relationship between the citizen and the welfare state in several ways. The Swedish school system is used here as an example of an empirical field. The analytical focus of the article consists of two different kinds of restrictions on choice: structure-based and agency-based. One conclusion is that both affluent and underprivileged citizens have limited choices. Another conclusion is that social citizenship, when freedom of choice is stimulated, can reproduce and even increase social and ethnic segregation. An additional potential consequence is that, when we consider social rights in their tangible form, the development of greater freedom of choice is focused increasingly on the consumer’s range of choices and less on the quality of the service offered.

The recent waves of privatisation and liberalisation have affected not only forms of economic regulation but also the very nature of citizenship and democracy. It is one thing to privatise a bank or airline; while it is quite another for government to withdraw from directly delivering public welfare services or from the major public utilities. This article analyses the way in which the latest phase of liberalisation and privatisation has transformed the very nature of that citizenship which, in the vision of T. H. Marshall, made it possible to construct a genuine industrial citizenship. To this end we develop the thinking and research which led some to speak of the advent of ‘post-democracy’. The argument that the opportunities granted by ‘exit’ (typical of market choice) are overestimated proves to be the crucial one, especially where the quality of social services are concerned. We therefore revisit Hirschman's well-known ‘exit/voice’ model before, in the concluding section, making a few proposals as to how a fresh approach could be taken to the problem of choosing between forms of regulation, in which a significant role could be played by ‘encompassing’ organisations such as major trade union confederations.

Abstract When governments acquire third-party social welfare services (SWS), they create institutions of acquisition. The rules and practices that governments adopt define who is able to participate, on what basis, and how prices are determined. This paper conceptualizes the institutions of SWS acquisition, their variations, and implications, in order to contribute to a deeper understanding of the link between contracting and nonprofit commercialisation. Institutions of SWS acquisition include rules of entry, participation, and assessment. Resulting acquisition regimes can be marketised to a greater or lesser extent, and this is influential through its effect on nonprofit competition. Drawing on interviews with public servants and nonprofit staff, the paper compares acquisition regimes for homelessness services in England, a regime that closely resembles a market, and Canada, a regime which is not marketised. In contrast to their non-marketised counterparts, this paper finds that marketised SWS acquisition regimes create incentives for participants to reduce prices by loss-leading or ratcheting down service quality.

In-home services represent a wide range of approaches to supporting and strengthening families that child welfare agencies implement to achieve the important outcomes of child and family well-being, safety, and permanency. In-home services are an essential component of the child welfare service system, but often receive less explicit attention in child welfare practice and research than other system components such as foster care, adoption, and child protective investigation. In-home services have been known by different terms over time, from services to children in their own homes, home-based, family-based, or family-centered services, family preservation, or others. Child welfare service systems differ considerably across states and localities, and in-home services probably demonstrate the highest degree of variability in target population, design, and implementation. New federal legislation, the Family First Prevention Services Act (2018), has renewed interest in in-home services. Family First creates mechanisms for states to access federal Title IV-E funds, the primary funding stream for foster care, to use for preventive services, but it also requires that these services demonstrate a sufficiently high level of research evidence of their effectiveness. With increasing emphasis on evidence-based practice, the field is challenged to implement programs and practices that demonstrate efficacy as well as practicality within the budgetary and bureaucratic constraints of public child welfare systems. This bibliography reflects a changing landscape for in-home services. The focus is on specific program models, and the extant evidence base of these models. Most are used with families who are receiving in-home services because the child welfare agency opened a service case due to an allegation of child maltreatment with the goal of preventing repeat maltreatment or the child’s removal from home. Some jurisdictions also use in-home services, including some of the specific program models described in this bibliography, prior to a report of child maltreatment, during the assessment or investigative process, or as part of an aftercare program to facilitate family reunification following a placement. Some attention is also given to in-home child welfare services provided when a child’s behavior, rather than the parent’s, poses a risk for removal. Included in this review are differential response systems, which numerous states have implemented to provide in-home services earlier and without formally opening a child welfare case; however, home visiting and family support programs of a more primary prevention nature are excluded from this review.


This edited collection considers how conditional welfare policies and services are implemented and experienced by a diverse range of welfare service users across a range of UK policy domains including social security, homelessness, migration and criminal justice. The book showcases the insights and findings of a series of distinct, independent studies undertaken by early career researchers associated with the ESRC funded Welfare Conditionality project. Each chapter presents a new empirical analysis of data generated in fieldwork conducted with practitioners charged with interpreting and delivering policy, and welfare service users who are at the sharp end of welfare services shaped by behavioural conditionality.

The article examines the discourses related to gender in interviews with welfare service practitioners and their young, 18- to 29-year-old clients using ‘boy discourse’ as an analytical framework and J. M. Barrie’s story of Peter Pan as a metaphorical framework. Those beyond the reach of the welfare services are referred to by the practitioners as ‘lost young people’. Some practitioners see young men in particular as poor creatures, unable to achieve anything without a girlfriend, whose task is to get these Peter Pans ‘on the right track’ as Wendy does. The ‘Lost Girls’ are in a similar position to the ‘Lost Boys’ but the practitioners are more concerned about the boys. Their assumption is that girls can cope but boys need Wendys in order to succeed in life. As a result, the combined efforts of the female staff and nurturing girlfriends are seen as instrumental in steering ‘failing boys’ towards adulthood.
