Earthquakes give rise to a significant number of problems that affect environmental, seismic, and economic risks forthelocalsand construction sites. For the first time in the last 40 years, another local zero depth earthquake was registered in the territory of the city of Almaty. In terms of intensity, this was a 3-4-point earthquake. At 100 meters from the tectonic fault, there is a 16-storey building with a stiffening core and an engineering seismometric service station. With the use of AT 1105 sensors and a PCM-8 recorder, instrumental records of accelerations in the basement and on the roof of the building were recorded, and spectral β curves were constructed. The effective duration of the seismic impact in the basement of the building was quite significant, 47-56 seconds. There is undoubtedly an increase in the intensity of local earthquakes compared to 2007-2014. It was found that at the basement level the value of the vertical component is significantly less than the horizontal one. It is assumed that the abnormally high values of acceleration in the horizontal plane are a consequence of the presence of a tectonic fault near the building. Instrumental records of acceleration (accelerograms) can be used in calculations of both the seismic resistance of an object and the assessment of environmental, social, economic, and non-economic risks.

Social security is an important priority of the State policy, embracing other kinds of security as essential prerequisites for its provision. Sociological surveys based on psychosemantic methodology, fulfilled in one of the regions of Russian-Asian borderland (the Altai region, 2019, n = 75) have found that social security in the region is primarily defined by its population through probability of realization of economic risks — loss of income, livelihoods and creditworthiness, and depends on expression of nutritional and transport risks, risks of fatal diseases, negligence or incompetence of specialists in different fields of social practice. Social-economic instability and distrust towards basic social institutions, responsible for the security and safeguarding the life and health, form negative attitudes of population about social security.

This chapter analyzes the electoral successes of anti-system forces, looking at how differences in the social, economic, and political institutions in rich democracies determine the extent and nature of anti-system support. Anti-system politics is stronger in countries that are structurally prone to run trade deficits, have weak or badly designed welfare states, and have electoral rules that artificially suppress the range of political options voters can choose from. The chapter also shows that the ways in which welfare systems distribute exposure to economic risks predict whether anti-system politics takes a predominantly left-wing or right-wing direction. Right-wing anti-system politics is successful in creditor countries with very inclusive welfare states. Meanwhile, left-wing anti-system politics is stronger in debtor countries with “dualistic” welfare states.

The article describes the evolution of accounting from the simple registration technique to economic and social institution in medieval Italy. We used methods of institutional analysis and historical research. It is shown that the institutionalization of accounting had been completed by the XIV century, when it became a system of codified technical standards, scholar discipline and a professional field. We examine the interrelations of this process with business environment, political, social, economic and cultural factors of Italy by the XII—XVI centuries. Stages of institutionalization are outlined.
