Social security is an important priority of the State policy, embracing other kinds of security as essential prerequisites for its provision. Sociological surveys based on psychosemantic methodology, fulfilled in one of the regions of Russian-Asian borderland (the Altai region, 2019, n = 75) have found that social security in the region is primarily defined by its population through probability of realization of economic risks — loss of income, livelihoods and creditworthiness, and depends on expression of nutritional and transport risks, risks of fatal diseases, negligence or incompetence of specialists in different fields of social practice. Social-economic instability and distrust towards basic social institutions, responsible for the security and safeguarding the life and health, form negative attitudes of population about social security.

The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence

The paper addresses the social, economic, environmental and legal bases of the modern Environmental state formation and prospects of this state's construction in Ukraine on the grounds of realization of the state policy. Peculiarities of realization of separate principles of the state policy, capable of promoting the formation of the environmental state, are considered. Based on the analysis of the formation of such states in some countries, the paper studies the ways to improve the legal framework for the formation of an environmentally friendly society, environmental partnership, as the main way to build an environmental state, and to ensure parity of environmental, economic and social needs in the context of sustaina-ble development. Particular attention is paid to the formation of the ecological paradigm as the basis for environmental legal consciousness of the whole society. This will allow the revision of values in relation to nature and recognize nature at the level of the Constitution of Ukraine as the basic social value. Attention is also paid to the structure, forms, methods, and content of environmental partnership, which can influence various factors in the formation of environmental state. It is proved that the main form of environmental partnership in modern conditions is a public-private partnership and that the latter is able to ensure the implementation of the effective environmental projects in the areas of natural resources restoration, waste management, eco-tourism etc. According to the structure, the environmental partnership is proposed to be considered as a set of institutional, regulatory, functional and communicative subsystems, possible content of which is also revealed. On the basis of the conducted research, the independent scientific conclusions and judgments on the analysed subjects are suggested and the ways of perfection of the current legislation of Ukraine on the outlined questions are offered. Russia's financial requirements in respect to foreign countries have considerably lowered during recent years without noticeable return for the country's budget. Different assessments of the value of foreign financial assets are considered in the article and main reasons that have led to their lowering are revealed. The state policy in the field is critically analyzed, alternative variants of increasing the effectiveness of foreign financial assets realization are offered.

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.

Subject. This article discusses the practice of ensuring the economic security of oil and gas companies operating under the terms of production sharing agreements, where minerals are the object of security. Objectives. The article aims to justify the need to apply professional judgment in the organization of reliable accounting of minerals, explored and extracted under the terms of the production sharing agreement implementation, to avoid various risks to the entity's economic security. Methods. For the study, I used the methods of deduction and modeling. Results. The article presents proposals to arrange accounting of intangible exploration assets (geological information on mineral reserves) and finished products (the part of the extracted minerals owned by the investor and the part owned by the State). Conclusions. As strategic minerals, oil and gas are the targets of various economic risks. Professionals familiar with the specifics of accounting operations in the implementation of the production sharing agreement should be prepared to prevent these risks. The results obtained can be used to design accounting policies and develop local regulations on the tasks and functions of the economic security service of the organization implementing the production sharing agreement.
