The main aspects of regional development of the mineral base of Ukraine are defined. The structure of regional development of the mineral base of Ukraine was investigated by grouping administrative and territorial units by the activity of subsoil work, by the degree of industrial development of available proven reserves of minerals, by quantity and type, by the presence of strategically important minerals. It is established that balanced development of the mineral base of individual regions is complicated by the uneven distribution of studied and forecast mineral resources within the limits of separate territories, as well as the peculiarities of distribution of consumers of mineral raw materials. The main disadvantages in the regional structure of the mineral base were identified and the main directions of their optimization were determined in order to achieve balanced development indicators. The state of national programs development of mineral base of Ukraine for period to 2010 and 2030 was adopted for the balanced development of Ukraine’s mineral base. But this program does not include the issue of the regional nature of the development of a mineral base in the conditions of decentralization, which is provided for by the Concept of reforming local self-government and territorial organization of power in Ukraine. The study of official sites of regions, cities and united communities showed a systematic absence of official regional development programs for the mineral resource base.

Abstract The land policy plays a key role in the frame of priorities of the EU and influences the political, economic and social development of countries and regions. The Faculty of European Studies and Regional Development of the Slovak University of Agriculture in Nitra has been active in various aspects of the policy mainly by the support of national and international funding programmes. One of the most actively developed European funding programme at the faculty is the Jean Monnet programme. The structure and priorities of the Jean Monnet programme are sufficiently complemented to the mission and priorities of the faculty at the educational and scientific level. The paper especially focuses on the realization, impact and sustainability of achieved project results.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. The aim of the work is to make a synthetic review of definitions of regional and local development in economic terms in relation to rural development. Rural development is a topic often taken up in scientific research by sociologists, geographers and economists, but it is not defined in a specific way, and is usually understood as development in relation to rural areas. Therefore, the paper presents an overview of various approaches to local development and regional development, using the method of literature studies. The work has reviewed many approaches, features and definitions of socio-economic development as well as regional and local development, which also refer to rural areas and finally proposed a place for rural development in regional and local development.

The results of scientific research on economic security and tax potential are reflected. Also, the example of Kashkadarya region provides an analysis of regional development indicators and tax revenues. Important conclusions and practical recommendations on the subject are formed.

If we make a set of measurements, such as narrow-band or multicolour photo-electric measurements, which are designed to improve a scheme of classification, and in particular if they are designed to extend the number of dimensions of classification, i.e. the number of classification parameters, then some important problems of analytical procedure arise. First, it is important not to reproduce the errors of the classification scheme which we are trying to improve. Second, when trying to extend the number of dimensions of classification we have little or nothing with which to test the validity of the new parameters.Problems similar to these have occurred in other areas of scientific research (notably psychology and education) and the branch of Statistics called Multivariate Analysis has been developed to deal with them. The techniques of this subject are largely unknown to astronomers, but, if carefully applied, they should at the very least ensure that the astronomer gets the maximum amount of information out of his data and does not waste his time looking for information which is not there. More optimistically, these techniques are potentially capable of indicating the number of classification parameters necessary and giving specific formulas for computing them, as well as pinpointing those particular measurements which are most crucial for determining the classification parameters.
