Studies on the exploitation and catch fluctuations of pelagic fishes have been undertaken in order to understand the fishery systems, annual and seasonal change of fishing effort and catches, as well as species composition. The study was based on the daily monitoring data of the purse seiners. The results showed that generally the fishing activities is one day fishing, the increase of fishing effort reflected in the number of fishing units and the number of trip, while the trend of production and catch rate were fluctuated by either annual or seasonal; the peak of catch rate was occurred in 2007, 2008 and 2012 periods, during December to June were low catches, and are going in the peak season in September-October. The lowest catch rate is about 100kg/trip and the maximum of 4.3 tons/trip (the average of 1.3 tons/trip), however the fail of fishing was often occurs and reached 30% of the total number of trips; the failed fishing was decline from year to year. The catch rate (kg/trip/day) was showed a pattern fluctuations; the small pelagic fish mainly the scads (Decapterus spp.) and clupeids (Bali sardine, Sardinella lemuru), respectively 33% and17%, whereas the dominan large pelagic fish is ‘tongkol’/frigate tuna (Auxis thazzard). The changes of species domination was occurred either in annually or seasonally.

The coastal of Makassar Strait is one of main fishing grounds for purse seine vessels from northern part of Java which based at the following landing sites, i.e. Pekalongan, Tegal and Juwana. The purse seine fishery predominantly targets small pelagic fish. This paper attempts to present the current condition of small pelagic fishery in the Makassar Strait. Catch and effort (trip) data between 2004 and 2011 from the three landing sites were used to estimate Maximum Sustainable Yield (MSY) using Schaefer & Fox models. The results showed a decreasing trend in the catch rate, from 30.83 tons/trip in 2004 to 12.27 tons/trip in 2011. The estimated MSY is at the range of 34,705- 37,930 tons with optimum efforts for 2,234-2,500 purse seine trips. Thus the level of purse seine fishing effort in 2011, i.e. 3,078 trips, was exceeding the optimum effort. The decreasing trend in the catch rate may indicate overfishing is occurring between 2004 and 2011. For management of the small pelagic fisheries in the waters of Makassar Strait, important action recommended is fishing effort restrictions. The effort allowed would be only in the range of 2,234-2,500 purse seine trips, and the fishing capacity needs to be controled.

Kapasitas penangkapan adalah ukuran kemampuan yang dikerahkan oleh berbagai jenis unit penangkapan ikan yang tergabung sebagai suatu armada penangkapan ikan untuk memperoleh hasil tangkapan. Penelitian ini menganalisis trend dan kapasitas penangkapan ikan pelagis kecil di perairan pantai barat Sulawesi Selatan. Delapan jenis alat penangkap yang signifikan di Selat Makassar, perairan barat Provinsi Sulawesi Selatan adalah payang, pukat pantai, pukat cincin, jaring insang hanyut, jaring lingkar, jaring insang tetap, bagan perahu dan bagan tancap.  Produksi dari 8 unit penangkapan berdasarkan 6 jenis ikan pelagis kecil, yaitu (1) kembung (Rastrelliger sp), (2) layang (Decapterus sp), (3) lemuru (Sardinella longiceps), (4) selar (Selaroides spp), (5) tembang (Sardinella  fimbriata), (6) teri (Stolephorus spp). Total upaya penangkapan ikan tahunan dari kedelapan jenis unit penangkapan ikan tersebut dihitung untuk kurun waktu selama 20 tahun (1987-2006) dengan menerapkan standardisasi berdasarkan kemampuan setiap jenis unit penangkapan ikan.  Analisis dilakukan untuk mengidentifikasi trend CPUE dan kapasitas penangkapan ikan pelagis kecil menggunakan metode Peak to Peak Analysis di tiga zona perairan pantai, yaitu perairan laut dangkal  (zona A), perairan bentuk teluk (zona B) dan perairan laut dalam (zona C), Tren CPUE di ketiga zona menunjukkan cenderung menurun dalam kurun waktu 30 tahun, dimana tren menurun CPUE di zona C menunjukkan lebih besar dibandingkan zona lainnya.  Kapasitas penangkapan di zona A, perlu mereduksi jumlah unit penangkapan sebesar 6%, sedangkan di zona B sebesar 5% dan zona C sebesar 11% untuk mencapai produksi optimal.Fishing capacity can be regarded as a total mobilized capability made by fishing fleet to produce catch. This research analyze trend and fishing capacities of small pelagic fish in off west coast of South Sulawesi. There are 8 significant fishing unit operated in off west coast of South Sulawesi ; these are  payang, beach seine, purse seine, drift gill net, encircling gillnet, fixed gill net, boat liftnet, fixed liftnet.  The fish production data cover 6 types of fish, i.e. Indian mackerel, anchovy, sardines, scads, and trevally caught by 8 types fishing unit. Annual fishing effort and CPUE over a period of 30 years (1977-2006) were calculated after a standardization considering variability in capture capability and fisheries development.  Analysis was conducted for identifyng CPUE trend and fishing capacities of small pelagic fish using Peak to Peak Analysis. The study area was divided into three regions, i.e, around Spermonde Island  (zone A), off Polman and Pinrang district (zone B) and off Majene dan Mamuju district (zone C).  CPUE trend in three water zone showed to decrease for 30 year of period, where decreasing CPUE trend at zone C was higher than other zones.  Fishing capacities in zone A need to be reduced of fishing effort for  6%, whereas in zone B was 5% and zone C was 11%.

Penelitian ini bertujuan untuk mempelajari distribusi spasial kepadatan ikan pelagis serta hubungan dengan kondisi perairan pada musim peralihan di perairan pantai utara Jawa bagian timur dan Laut Flores, berdasarkan pada pengambilan contoh akustik dan 34 stasiun oseanografi pada bulan Oktober 2005. Data target strength menunjukkan bahwa rata-rata ukuran ikan pelagis yang terdeteksi di perairan pantai utara Jawa bagian timur adalah 10 sampai dengan 56 cm. Ukuran ikan di daerah lepas pantai lebih kecil dibanding daerah dekat pantai. Pada musim peralihan, kondisi suhu dan salinitas perairan relatif homogen. Sehingga faktor tersebut kurang signifikan terhadap distribusi keberadaan ikan. Diduga faktor lingkungan lain seperti faktor biologi dan kimia, berperan dalam pola penyebaran ikan pelagis kecil di perairan ini. Di Laut Flores dan sekitar Pulau-Pulau Sunda, densitas ikan tertinggi pada stratum 10 sampai dengan 50 m dengan ukuran 10 sampai dengan 20 cm terutama di beberapa lahan marginal seperti sekitar selat dan kepulauan. Selain merupakan lapisan tercampur di mana kondisi suhu dan salinitas relatif stabil pada kedalaman 10 sampai dengan 50 m, lahan marginal merupakan daerah subur tempat pertemuan 2 massa air yang berbeda yang membentuk front diharapkan merupakan tempat berkumpul ikan. Lapisan termoklin yang bersifat lemah berada di bawah 50 m, hal ini mempengaruhi densitas ikan yang semakin rendah pada kedalaman lebih dari 50 m. Ikan pelagis yang berada pada lapisan termoklin mempunyai ukuran yang lebih besar yaitu 14 sampai dengan 40 cm. Pada musim yang sama, rata-rata kepadatan dan ukuran ikan pelagis kecil di wilayah timur lebih rendah daripada sebelah barat. The aim of this research is to study the distribution of spasial density of pelagic fish with waters condition at intermonsoon in north of Java coast waters part of east and Flores Sea, based on acoustic sampling and 34 oceanography stations in October 2005. The target strength of fish indicated that pelagic fish measure in north of Java coast waters part of east is about 10 to 56 cm. Fish sizes in offshore is smaller than near shore. At intermonsoon, the waters condition of temperature and salinity was homogeneous relatively. Therefore, that are less to distribution of fish density. Anticipated, the others environmental factor like chemical and biological, was influenced to distribution of small pelagic fish in this area. In Flores Sea and Sunda Islands, the highest of fish density at 10 to 50 m and fish sizes about 10 to 20 cm especially in some marginal areas near archipelago and strait. At 10 to 50 m is mixed layer, where temperature and salinity was relative stabilize, the maginal areas is fertility waters which is passage of the shifting by two different water masses and front were formed . The weak termocline was formed below 50 m, maked fish density are progressively lower below 50 m. The pelagic fish residing in termocline layers have larger ones measure than stratum 10 to 50 m is about 14 to 40 cm. On same season, the fish measure and density of small pelagic fishes in east region is lower than at westside.

Lempasing is a Coastal Fishing Port (CFP) which located in Bandar Lampung. It is one of the centers of fisheries activities in the city. One of the fishing gear which operated by most of fishermen in Lempasing is mini purse seine. Mini purse seine fishing activities in the Lampung Bay Area and Lempasing CFP is not in accordance with the conditions of the surrounding waters area. The research was conducted in the Lampung Bay Area and Lempasing CFP, Lampung. This study aims to: 1) determine the status of fisheries resources utilization, 2) to describe the dominant fish caught by mini purse seine.  Analysis methods were used in this study namely: 1) Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and Maximum Sustainable Yield (MSY) to determine the status of fisheries resource utilization. The dominant small pelagic fishes caught were scad fish Selaroides sp., mackerel fish Rastrelliger sp., longnose trevally fish Carangoides chrysophrys. The result showed that Fox model was the best fits models with estimated maximum sustainable yield of 15.5 ton and fishing effort of 992 trip/year for mini purse seine. The longnose trevally fish in lampung bay area in do not exceeded the optimal catch fish condition can be used to sustainably. In these condition is necessary to wisely manage and setting the catches to not exceed the allowable catch of the small pelagic fish, so the stock of small pelagic fish in the Lampung Bay Area can be used sustainably.

ABSTRACT<br />Effort to exploitation the fishery resources can do in various ways, catching effort by use of hand line is one of the efforts in the field of fisherie. The study was conducted in the Sabutung Island Waters of Pangkep Regency, aims was to investigate the effect of different of hook size and the species composition of the catch of hand line using different of hook size. The effectiveness of hook size is determined by the highest of catches.The method used is experimental fishing on the fishing operation of hand line during 30 trips. Data analysis used normality test and ANOVA test done with SPSS 16.0. The results showed that the differences between hook size number 10 with number 8 and 12 gave influences to the amount of catch. It’s showed by sig score hook size no.10 is 0,00 and sig score hook size no.8 and 12 is 0,00 which them have sig score less than 0,05 and it meant H0 pushed away so it concluded that the hook size influenced the fishing catch. The compositions of fish catch during the study based on the amount and weight were short mackerel, Bigeye scad, Indian scad, yellow tail and diodon histrix. Short mackerel were the most species of fish caught during the research that is equal to 41,2% of the 364 tail of the total catch.<br /><br />Keywords: hand line, hook size, small pelagic fish<br />-------<br /><br />ABSTRAK<br /><br />Usaha mengeksploitasi sumber daya perikanan dapat dilakukan dengan berbagai macam cara, salah satu diantaranya adalah usaha perikanan tangkap dengan menggunakan pancing ulur (hand line). Penelitian dilakukan pada September-Nopember 2012 di Perairan Pulau Sabutung Kabupaten Pangkep, bertujuan untuk mengetahui pengaruh perbedaan ukuran mata pancing dan komposisi hasil tangkapan dari tiga ukuran mata pancing yang berbeda sehingga diperoleh ukuran mata pancing yang efektif. Efektifitas ukuran mata pancing ditentukan berdasarkan jumlah tangkapan terbanyak. Metode yang digunakan adalah metode experimental fishing, dengan operasi penangkapan ikan sebanyak 30 trip. Analisis data menggunakan uji kenormalan dan uji ANOVA dengan SPSS 16.0. Hasil penelitian menunjukkan bahwa perbedaan mata pancing no.10 dengan no.8 dan 12 berpengaruh terhadap jumlah dan berat hasil tangkapan pancing ulur. Hal ini dilihat dari nilai sig mata pancing no.10 sebesar 0,00 dan sig mata pancing no. 8 dan 12 sebesar 0,00 yang menunjukan nilai sig kurang dari 0,05. Ini menunjukan H0 ditolak sehingga disimpulkan bahwa ukuran mata pancing berpengaruh terhadap hasil tangkapan. Komposisi hasil tangkapan selama penelitian berdasarkan jumlah dan berat terdiri atas kembung lelaki, selar bentong, layang, ekor kuning dan ikan buntal. Ikan kembung lelaki adalah jenis ikan yang paling banyak tertangkap selama penelitian yaitu sebesar 41,2% yaitu 364 ekor dari keseluruhan hasil tangkapan.<br /><br />Kata kunci: pancing ulur, ukuran mata pancing, ikan pelagis kecil

Pemanfaatan sumber daya ikan pelagis kecil di Laut Cina Selatan wilayah Indonesia (luasnya sekitar 595.000 km2), khususnya di perairan pantai Kalimantan Barat dengan sasaran utamanya ikan kembung (Rastrelliger brachyosoma) pada tahun 1991 telah mencapai 94% dari rata-rata hasil tangkapan maksimum lestari. Perkembangan penangkapan ikan pelagis kecil ke arah lepas pantai yang dirintis oleh armada pukat cincin Pekalongan sejak tahun 1985 di perairan Pejantan telah diikuti oleh nelayan Kalimantan Barat, khususnya di Pemangkat pada tahun 1990. Jumlah kapal pukat cincin Pemangkat yang pada tahun 1995 hanya enam unit, pada tiap tahunnya meningkat sampai mencapai 48 unit pada tahun 2003. Penelitian ini bertujuan untuk memperoleh gambaran perikanan pelagis kecil yang berbasis di Pemangkat dengan alat tangkap pukat cincin. Analisis dilakukan berdasarkan pada data log book tiap trip kapal pukat cincin pada periode tahun 2004 - 2006. Hasil tangkapan pukat cincin didominansi oleh ikan pelagis kecil, terutama 2 jenis ikan layang (Decapterus russelli dan D. macrosoma), bentong (Selar crumenophthalmus), banyar (Rastrelliger kanagurta), dan tembang (Sardinella gibbosa), serta jenis-jenis ikan lainnya yang bernilai ekonomis. Hasil tangkapan ikan pelagis kecil bervariasi menurut musim, yaitu paling tinggi pada musim peralihan 1 dan peralihan 2, serta paling rendah pada musim barat. Catch per unit of effort jenis-jenis ikan pelagis kecil dari tahun 2005 - 2006 pada umumnya cenderung turun, diduga akibat tingginya jumlah upaya dari banyak armada pukat cincin lain, baik dari wilayah Indonesia maupun dari luar negeri. Exploitation of small pelagic fish resources in the South China Sea of Indonesian region (around 595,000 km2) especially in the coastal waters ofWest Kalimantan Province which short bodied mackerel (Rastrelliger brachyosoma) as the main target had reached at a rate of 94% of the average of maximum sustainable yield. The development of fishing on small pelagic fishes toward off shore pioneered by purse seine fleet of Pekalongan (north coast of Java) since 1985 then followed by fishermen of West Kalimantan, especially in Pemangkat in 1990. The number of purse seine of Pemangkat that only 6 units in 1995 increased every year up to 43 units in 2003. The aim of this research was to describe small pelagis fishery in the Pemangkat landing site by purse seine. Analysis was conducted based on log book data of purse seiners during the period of 2004 to 2006. During the period of 2004 to 2006, the catch of Pemangkat purse seine was mostly small pelagic fish mainly composed of 2 species of scads (Decapterus russelli and D. macrosoma), big eye scad (Selar crumenophthalmus), Indian mackerel (Rastrelliger kanagurta), and fringerscale sardine (Sardinella gibbosa), also the other economic fishes. Both the catch varied between moonson. The highest catch was during the two intermoonsons and the lowest catch was during the west moonson. Catch per unit of effort of the small pelagic fishes from 2005 to 2006 mainly decreased, since the high amount of the efforts from purse seine fleets of the other locations of Indonesia as well as foreign countries.

Sumber daya ikan di perairan Indonesia merupakan salah satu modal menuju kemakmuran bagi bangsa, apabila dikelola secara berkelanjutan.Kajian potensi dan tingkat pemanfaatan tahun 2015, merupakan salah satu dasar utama dalam merumuskan pengelolaan tersebut menuju pemanfaatan sumber daya yang lestari bagi kesejahteraan bangsa. Secara keseluruhan komposisi jenis sumber daya ikan di perairan Indonesia didominasi kelompok ikan pelagis kecil sebesar 36 % dan ikan pelagis besar sebesar 25 %. Potensi sumber daya ikan di perairan Indonesia adalah sebesar 9,931 juta ton per tahun dengan potensi tertinggi terdapat di WPP 718 (Laut Arafura) sebesar 1,992 juta ton/tahun (20%), di WPP 572 (Samudera Hindia sebelah barat Sumatera dan Selat Sunda) sebesar 1,228 juta/tahun (12 %) dan di WPP 711 (Selat Karimata, Laut Natuna dan Laut Cina Selatan) sebesar 1,143 juta ton/tahun (12 %). Tingkat pemanfaatan secara keseluruhan terlihat didominasi kondisi overfishing (indikator warna merah) sekitar 49 %, diikuti kondisi fully-exploited (indkator warna kuning) sekitar 37 % dan kondisi moderat (indikator warna hijau) hanya 14 %. Kelompok ikan yang mengalami kondisi overfishing paling tinggi adalah kelompok udang Penaeid, lobster, kepiting dan rajungan, yang mencapai 63 % dari kondisi overfishing saat ini. Dalam perspektif yang demikian, opsi pengelolaan yang harus segera dilakukan adalah mengurangi jumlah upaya penangkapan pada WPP yang mengalami kondisi overfishing serta meningkatkan upaya pada WPP yang tingkat pemanfaatannya masih moderat dan fully exploited.Fish resources within Indonesian waters (i.e. teritorial and archipelagic waters) including Indonesian Economic Exclusive Zone if under sustainably management it would contribute a significant role as a source of nation welfare. Scientific advice on stock status and its exploitation rate are required as an input to support an apropriate fisheries management. Generally, fish resources in these waters are dominated by two main fish groups such as small pelagic fish by 36 % and large pelagic fish by 25 %. Indonesia fish resource in 2015 was estimated for 9,931 million tons/year with comprises of 1,992 million ton/year (20 %) in fisheries management area (FMA) 718 (Arafura sea), 1,228 million/year (12 %) in FMA 572 (western of Sumatera of Indian ocean and Sunda strait) and 1,143 million tons/year (12 %) in FMA 711 (Karimata strait, Natuna sea, and south China sea). Most of fish resources (49 %) were in the status of overfishing with red indicator, folowed by fully-exploited state(37 %) in yellow indicator and only 14 % in the moderate state (green indicator). Among all nine fish groups, the overfishing state (up to 63%) is recorded from group of shrimps (Penaidae), lobster, and crabs. The management options in these prespective is urgently suggested to reduce fishing effort at the level of f.opt (fishing optimum) for overfishing fish groups. Whilts possibly to increase effort for fish groups with fully and moderate exploited state at the level off opt.

The marine area of Tojo Una-Una District has the potential for fishery resources and small islands resources which are used for fishery activities and marine ecotourism. Although most of its territorial waters are a conservation area of the Togean Islands National Park (TINP), in the utilization of fish resources in this area, some still use destructive tools that threaten the habitat and preserve of pelagic fish resources and the economic sustainability of local communities. This study aims to estimate the maximum economic potential of the catch and the level of utilization of pelagic fish resources in Tojo Una-Una district’s sea waters. The research data used combines time-series data from pelagic fish catches and fishing effort (trips) from 2003 to 2015, field survey data, and analyzed using the Gordon-Schaefer Bioeconomic Model approach or the Surplus Production Model. The estimation results show that the total maximum economic Yield (MEY) of pelagic fish resources in the waters of Tojo Una-Una District is quite large, namely 14,950.54 tons per year. Although the potential level of economic utilization of large pelagic fish resources is higher than the use of small pelagic fish, the potential economic rent obtained from the use of small pelagic fish is still higher than that of large pelagic fish. Given that the utilization of pelagic fish resources in the waters of Tojo Una-Una District is under MEY, a careful addition to the capacity of the fishing effort is needed to increase the economic benefits of fish resources for fishermen and the region.Keywords:Estimation,Maximum Economic Yield Pelagic FishABSTRAKWilayah perairan laut Kabupaten Tojo Una-Una memiliki potensi sumberdaya perikanan dan sumberdaya pulau-pulau kecil yang dimanfaatkan untuk kegiatan perikanan dan ekowisata bahari. Penelitian ini bertujuan untuk mengestimasi potensi ekonomi maksimum hasil tangkapan dan tingkat pemanfaatan sumberdaya ikan pelagis di perairan laut kabupaten Tojo Una-Una. Analisis data dilakukan dengan menggabungkan data time-series hasil tangkapan ikan pelagis dan upaya tangkap (trip) dari tahun 2003 hingga 2015. Data survei lapangan dianalisis dengan menggunakan pendekatan Model Bioekonomi Gordon-Schaefer atau Model Produksi Surplus. Hasil analisis menunjukkan bahwa total tangkapan maksimum ekonomi (MEY) sumberdaya ikan pelagis di perairan Kabupaten Tojo Una-Una mencapai 14.950,54 ton per tahun. Namun demikian, potensi tingkat pemanfaatan secara ekonomi sumberdaya ikan pelagis besar lebih tinggi dibanding pemanfaatan ikan pelagis kecil, meskipun potensi rente ekonomi yang diperoleh dari pemanfaatan ikan pelagis kecil masih lebih tinggi dibanding ikan pelagis besar. Kesimpulannya, pemanfaatan sumberdaya ikan pelagis di wilayah perairan Kabupaten Tojo Una-Una berada di bawah MEY, maka penambahan secara hati-hati kapasitas upaya tangkap diperlukan untuk meningkatkan manfaat ekonomi sumberdaya ikan bagi nelayan dan daerah.Kata kunci:Estimasi, Hasil ekonomi maksimum,Ikan Pelagis

The Java Sea is one of the important fishing areas for small pelagic fishery in Indonesia. The production of the fishery was dominated by five fish species groups. To support the management of  that  fishery,  an  assessment  of  the  stock  of  the  five  predominant  small  pelagic  fish  species groups was conducted. Based on the result of analysis, the maximum sustainable yield (MSY) of the stock of five predominant small pelagic fish species was about 244.6 thousand tons. Meanwhile, the MSY of the stock of the whole exploitable small pelagic fish species was about 315.5 thousand tons. The optimum fishing effort (EMSY) was 1032 units. The total fishing effort was higher than EMSY and the fish stock was likely over-exploited since 2000. To ensure the optimal fish production of the small pelagic fish stock in the Java Sea, it is necessary to recover fish stock by controlling fishing effort to EMSY. The time which it takes for the fish stock to recover was about two years when fishing effort was reduced from its level in 2009 to EMSY.
