<p>Laut Jawa (WPPNRI 712) memiliki karakteristik permasalahan dalam pengelolaan perikanan rajungan yaitu berkurangnya stok sumberdaya rajungan dan tinggi nya jumlah armada penangkapan. Penelitian ini bertujuan untuk mengetahui kondisi pengelolaan perikanan rajungan di perairan Laut Jawa berdasarkan pada indikator pengelolaan perikanan dengan pendekatan ekosistem (Ecosystem Approach to Fisheries Management-EAFM). Enam domain indikator EAFM yang digunakan sebagai dasar untuk analisis adalah (1) Sumber Daya Ikan; (2) Habitat dan Ekosistem; (3) Teknik Penangkapan; (4) Sosial; (5) Ekonomi; dan (6) Kelembagaan. Hasil penelitian menunjukkan bahwa nilai skor komposit EAFM tergolong kategori sedang dengan kisaran antara 1,5 – 2,5. Hasil penilaian aggregat seluruh domain diperoleh nilai skor densitas berkisar antara 6,3 – 55,9. Domain memiliki densitas tertinggi adalah domain sosial dan domain kelembagaan sebesar 54,7 dan 55,9 dengan kategori sedang. Domain habitat/ekosistem dan domain ekonomi memiliki nilai skor 36,5 dan 20,7 dengan kategori kurang. Domain sumberdaya ikan dan domain teknik penangkapan memiliki nilai skor 6,3 dan 16,3 dengan kategori buruk. Secara keseluruhan hasil penilaian indikator EAFM menunjukkan bahwa pengelolaan rajungan di WPPNRI 712 dalam kategori buruk hingga sedang. Rekomendasi dari penelitian ini adalah melaksanakan perbaikan pengelolaan perikanan rajungan secara bertahap dengan melakukan 5 (lima) langkah pengelolaan yaitu; pengaturan rajungan yang boleh ditangkap, pengaturan musim penangkapan, pengendalian alat tangkap dan daerah penangkapan, perlindungan dan rehabilitasi habitat serta melaksanakan restoking.</p><p> </p><p>Java Sea waters (Fisheries Management Area 712) is one of the main live crab habitat which is also the main blue swimming crab (BSC) production centers in Indonesia. FMA 712 has the characteristics of BSC fishery management problems is lower stock of crabs and the high number of fishing fleet. This study was aims to determine the condition of BSC fishery management in Java Sea waters, which developed based on performance indicators of ecosystem approach (EAFM). The six EAFM indicators used as the basis for analysis (1) Fisheries Resources; (2) Habitat and Ecosystem; (3) Fishing Technology; (4) Social; (5) Economic; and (6) Institutional. The results of each research domain indicates that the value of the composite score EAFM classified as category medium in the range of 1.5-2.5. The entire aggregate assessment results obtained domain scores density values ranging between 6.3 - 55.9. Domain which has high density is the domain of social and institutional domains of 54.7 and 55.9 in the medium category. Domain habitat /ecosystem and the economic domain has a score of 36.5 and 20.7 with less category. For domain domain fish resources and fishing techniques have a score of 6.3 and 16.3 with the bad category. The overall of EAFM indicators ranged between 6.3 - 55.9 Indicating that the management of BSC in FMA 712 under poor to moderate category. Recommendations of this study is to carry out repairs BSC fishery management gradually to perform five steps management; minimum legal size for capture, open closed fishing season, control gear and fishing areas, protection and rehabilitation of habitat and implement restoking.<br /><br /></p>

The fishing ground is identical and closely related to chlorophyll-a abundance in the waters, associated with its fisheries potential. This research has been conducted to determine the concentration and distribution of chlorophyll-a in the seas, especially in the Fisheries Management Area (FMA) 712 encompassing the Java Sea. The analysis used monthly time-series data collected from the satellite imagery over the last 11 years, taken through the ERDDAP website. The mean concentration of chlorophyll-a in the study area was 1.13 mg/l in June 2013. Based on 11 years of data processing, it can be concluded that the highest concentration of chlorophyll-a occurred in the west monsoon season from November to April, where increased rainfall caused the nutrient wash from terrestrial to the open waters. The lowest chlorophyll-a concentration happened in the east monsoon season from April to November, where the dry season arrived. The existence of pelagic fishes in FMA 712, such as Sardinella Lemurs and Sardinella Fimbriata, in waters highly influenced by the chlorophyll-a concentration, while Thunnus Sp. and Exocoetidae Sp. not affected significantly to the existence of chlorophyll-a concentration and its distribution.

Recent global improvements to fisheries sustainability have been made through the adoption of more holistic management frameworks, such as the ecosystem approach to fisheries management (EAFM) and ecosystem-based fisheries management (EBFM), and a concurrent transition from a focus on single species or stocks to multispecies and ecosystems. In the US, federal and regional fisheries management encompass multiple layers of comprehensive, ecosystem focused management strategies for living marine resources within its network of large marine ecosystems (LMEs). Here, we provide an overview for the US portion of the Gulf of Mexico large marine ecosystem (GOM-LME) by examining multiple aspects of its fishery management scheme through the lenses of EAFM, EBFM, and the integrated ecosystem assessment (IEA) framework that has been used worldwide to advise, inform, and operationalize ecosystem management. The US-GOM's fishery management and ecosystem community appears to be keeping pace with other US regional efforts. However, more tools like fishery ecosystem plans (FEPs), which are conducive to the effective integration of ecosystem considerations into fishery management processes, are needed to inform and guide the work of regional managers, decision-makers, and stakeholders. Therefore, we propose a structured planning process aimed at advancing the development and implementation of a GOM-FEP, and describe two case studies of EAFM and EBFM applications, respectively, that can help to navigate through our proposed planning process. This work offers strategic guidance and insights to support efforts of regional fishery managers to translate ecosystem management principles, approaches, and objectives into an "action oriented" FEP in the GOM-LME.

Pengertian dasar untuk pengelolaan perikanan terkait dengan fungsi fungsi biologi, sosial, teknologi, ekonomi serta lingkungan sumber daya sebagai komponen yang saling berhubungan untuk terjaminnya pengelolaan secara berkelanjutan. Stok ikan, ekosistem dan masyarakat nelayan merupakan salah satu kesatuan yang tidak dapat dipisahkan dalam sistem yang dinamis, dimana perubahan taktik dan strategi pemanfaatan masih merupakan suatu hal yang banyak dilakukan dalam rangka penyesuaian antara faktor teknis dan ekonomis yang sering kali mengabaikan pertimbangan bio-ekologi sumberdaya ikan. Sasaran pendekatan dan kebijakan pengelolaan perikanan di berbagai negara sudah mulai berubah, diawali dengan pendekatan memaksimalkan tangkapan tahunan dan ketenaga-kerjaan menuju ke konservasi dan pengelolaan berbasis pelayanan ekosistem. Konsep pengelolaan berbasis masyarakat dan ko-manajemen masih terbatas pada pengelolaan kawasan konservasi dan habitat terumbu karang. Adanya kesenjangan dan perbedaan antara kepentingan kawasan konservasi sebagai akibat kurangnya pemahaman kolektif terhadap tujuan pengelolaan, dan kerapkali menyebabkan aktifitas perikanan tangkap sebagai bagian dari kebutuhan ekonomis berbenturan dengan fungsi kawasan konservasi dalam jangka panjang. Pengendalian upaya penangkapan dan memahami dinamika perikanan, serta mengelola nelayan menjadi prioritas untuk pengelolaan sumber daya ikan, sedangkan konsep pengelolaan berbasis masyarakat dan ko-manajemen ditempatkan sebagai pelengkap untuk menutupi kelemahan aspek legal wilayah pengelolaan perikanan atau sumber daya ikan.Basic understanding of fisheries management related to biology, social, technology and economic function of fish resources. Fish stocks, ecosystem and fishers community are the integrated component under the dynamic of fisheries system, where as changing and on fishing tactic and strategy still exist to adjust between biology, technics and economics aspects. It is obvious that all technological creeps oftenly ignored the bio-ecological consideration of fish resources. The fisheries management and its policy were gradually shifting from maximize the catch, job opportunity become conservation and ecosystem based fisheries management. The concept of community-based management and co management is still limited to the management of conservation areas and coral reef habitats. The existence of gaps and differences between the interests of the conservation area as a result of a lack of understanding collective to the management objectives and often causing fishing activities as part of the economic needs clash with the function of conservation areas in the long term. Control efforts to capture and understand the dynamics of fisheries, as well as managing fishing is a priority for the management of fish resources, while the concept of community-based management and co management issued as a supplement to cover the weakness of legal aspects of the fishery management area or fishery resource.

Reef fish in Spelman strait, Indonesia, is one of the fishery resources of considerable economic value. Unfortunately, there is still the use of unfriendly resources equipment (destructive fishing) that cause potential social problems. In this study, all components of the EAFM (Ecosystem Approach to Fisheries Management) composed of 6 domains, namely (1) fish stocks, (2) environment and ecosystem, (3) fishing techniques, (4) culture, (5) social, and (6) institutional are analyzed combining with MDS (Multidimensional Scaling).  The main aim of this research is to find out the root solution for managing coral reefs in the coastal waters of Spelman Strait.  The sustainability status review in the fishery resource domain, the environment and ecosystem domain, the fishery technique domain, the social domain, and the economic domain were respectively were 87.69, 88.17, 51.22, 51.61, and 72.67 which were in the category sustainable. Meanwhile, the sustainability status review in the institutional domain was 42.15, which was in the category of less sustainable. Institutions are the primary base for reef fishery protection in the Spelman Strait.

Pengelolaan perikanan dengan pendekatan ekosistem (Ecosystem Approach to Fisheries Management - EAFM) merupakan pilihan yang tepat dalam mencapai tujuan pengelolaan perikanan skala kecil yang berkelanjutan. Penelitian ini penting untuk menilai status pengelolaan perikanan skala kecil dan menyusun strategi perbaikan pengelolaan menuju pada pengelolaan perikanan skala kecil yang berkelanjutan dengan pendekatan ekosistem di Kabupaten Rote Ndao. Penelitian dilakukan pada 11 desa/kelurahan di Kabupaten Rote Ndao, Provinsi Nusa Tenggara Timur. Pengumpulan data dilakukan dengan teknik wawancara, pengambilan contoh ikan dan pengukuran hasil tangkapan ikan, mengacu pada metode penilaian indikator EAFM yang mencakup 30 indikator dari enam domain. Pengelolaan perikanan skala kecil di Kabupaten Rote Ndao berdasarkan hasil penilaian terhadap seluruh domain EAFM diperoleh nilai komposit berkisar 30,0 – 63,6 dengan nilai rata-rata 52,4. Nilai tersebut mengindikasikan bahwa status pengelolaan perikanan skala kecil di Kabupaten Rote Ndao secara umum tergolong dalam kategori sedang. Hasil penilaian menurut domain EAFM menunjukan bahwa domain ekonomi tergolong dalam kategori buruk, sedangkan domain sumberdaya ikan, habitat dan ekosistem, teknologi penangkapan ikan, sosial, dan kelembagaan tergolong dalam kategori sedang. Hasil ini menunjukan bahwa pengelolaan perikanan skala kecil di Kabupaten Rote Ndao belum dikelola dengan baik dengan menerapkan prinsip-prinsip keberlanjutan berdasarkan indikator EAFM. Peningkatan domain ekonomi yang terfokus pada indikator pendapatan rumah tangga perikanan dan rasio tabungan menjadi prioritas utama dalam upaya perbaikan pengelolaan perikanan skala kecil di Kabupaten Rote Ndao.Title: Strategy of Ecosystem Approach to Small-Scale Fisheries Management in Rote Ndao District, East Nusa TenggaraEcosystem approach to fisheries management (EAFM) is an effective method to manage sustainable small-scale fisheries. Data were collected through interviews, fish sampling and measuring referring to EAFM analysis covering 30 indicators grouped into 6 domains. The EAFM analysis generates a composite value ranged between 30,0 – 63,6 with an average value of 52.4. This number indicated that the condition status of the small scale fisheries in Rote Ndao was generally in moderate category. Economic domain is in poor category, while the other domains is in moderate category (fish resource, habitat and ecosystem, fishing technology, social and institution) These findings suggested that small-scale fisheries management in Rote Ndao has not been managed optimally based on sustainable principles in EAFM. Improvement in the economic domain focusing on indicators of fisheries household income and saving ratio were the main priorities for the improvement of small-scale fisheries management in Rote Ndao district

Pengelolaan perikanan kepiting pada Kawasan Konservasi Pesisir dan Pulau-Pulau Kecil Pulau Kei Kecil dan Perairan Sekitarnya di Kabupaten Maluku Tenggara Provinsi Maluku telah dilakukan. Salah satunya melalui pengembangan kelembagaan pengelola di Ohoi Evu, Kecamatan Hoat Sorbay. Inisiatif pengembangan model pengelolaan perikanan kepiting berbasis masyarakat dimulai dengan pembentukan kelompok nelayan Sinar Abadi. Kajian bertujuan menilai dinamika, status dan perkembangan kelembagaan di masyarakat dalam mendukung pengelolaan perikanan kepiting secara berkelanjutan. Dinamika kelembagaan dianalisis melalui penilaian domain kelembagaan dalam Ecosystem Approach to Fisheries Management (EAFM) dan pendekatan flag model. Status dan perkembangan kelembagaan dianalisis dengan pendekatan Institutional Development Framework (IDF). Penelitian ini menemukan dinamika kelembagaan pengelola perikanan kepiting bakau di Ohoi Evu tergolong dalam kategori sedang. Status kelembagaan cukup baik, berada pada tahap pemantapan dan kebutuhan pengembangan kelembagaan mendesak. Implikasi pengembangannya adalah peningkatan kapasitas kelembagaan dalam pengelolaan perikanan kepiting bertanggungjawab, penetapan dan implementasi Rencana Pengelolaan Perikanan Kepiting, serta penguatan sumberdaya manajemen kelompok dan kemitraan.The management of crab fishery in the Coastal and Small Islands Conservation Area of Kei Kecil Island and the surrounding Waters of Southeast Maluku Regency of Maluku Province has been conducted. One of them is through the development of management institution in Ohoi Evu, Hoat Sorbay Sub-district. The initiative of developing a community-based crab fisheries management model begins with the formation of the Sinar Abadi fishing group. The study aims to assess the dynamics, status and institutional development in the community to supporting the sustainable management of crab fisheries. The institutional dynamics are analyzed through the assessment of institutional domains in the Ecosystem Approach to Fisheries Management (EAFM) and the flag model approach. Institutional status and development are analyzed by Institutional Development Framework (IDF) approach. This research found that the institutional dynamics of crab fishery management in Ohoi Evu belong to medium category. The institutional status is quite good, at the consolidation stage and the urgent institutional development needs. The implications are enhancement of institutional capacity in responsible fishery management of crabs, establishment and implementation of the Crab Fisheries Management Plan, and strengthening of institutional management resources and partnership.

Abstract Implementing precision fisheries management is a challenge for fisheries governance. Precision fisheries management might depend on the availability of data, area, carrying capacity, utilization, labor, industrial capacity, and fish consumption of the community. For Indonesia, the Fisheries Management Areas (FMAs) approach could become the basis for traceability and measurability of precision fisheries management. To ensure its effectiveness, the design of precision fisheries management must be started with the development of a logical framework, which then serves as a foundation for a further management design. This paper aims to present a management framework for precision fisheries management based on Fisheries Management Area. The framework covers sub sector in fisheries including capture fisheries, aquaculture, fish processing, and conservation activities. Meanwhile, supervision is the cornerstone that will oversee the implementation of all the fisheries sub sector. The framework shows that spatial-based data is one of the determinants in the efficacy of precision fisheries management.

Exploitation rate of the blue swimming crab (BSC) in Indonesian Fisheries Management Area (FMA) 712 is over-optimum level in 2016. Stocks concern in sustainable management is needed as an effort to maintain its availability. The objective of this study is to identify the stock unit of BSC based on Truss Network Analysis (TNA) of morphometric characters in FMA 712. The BSC was collect in five different locations, i.e. East Lampung, Lancang Island, Cirebon, Rembang, and Southern Madura. Measurements on TNA were carried out at 14 landmark points with 29 characters in carapace to analyze its morphometric characters. The cluster analysis showed that TNA method revealed two stocks units of BSC in FMA 712. The first stock was the BSC population of Southern Madura, and the other stock was the other four population. The longest Euclidean distance was found at Southern Madura indicating similarity level with other populations was low. The discriminant analysis demonstrated the different result. There were three group populations, which every population in one group were able to represent the other population, namely Lancang Island-Cirebon, East Lampung-Rembang, and Southern Madura. Regarding to this study, it is recommended to manage BSC in Southern Madura separately.

Abstract An ecosystem approach to fisheries management (EAFM) is as a new paradigm in fisheries management. In this study, a combination of geographic information systems (GISs) and multi-criteria decision-making method (MCDM) is proposed as a framework supporting an ecosystem approach to European sardine (Sardina pilchardus, Clupeidae) fishery management in Portugal. This case study was chosen due to the recent severe decline shown by the species. To develop an EAFM for the sardine fishery, a set of criteria were defined based on literature review and expert knowledge. To address multiple conflicting objectives, namely conservation and fisheries, five scenarios were considered: (i) baseline; (ii) nurseries protection; (iii) spawning areas protection; (iv) fishery profit driven, and (v) safeguarding dependent fishing communities. Combination of GIS and MCDM methods highlighted important areas to implement spatial conservation measures for sardine. The analyses indicate that some areas are suitable for conservation in several scenarios, such as the area near Aveiro and the area near the Tejo estuary. However, conservation measures implemented in the area near Aveiro would imply higher economic trade-offs when compared with the actions applied in the region near the Tejo estuary. Results also suggested some of the conservation objectives, such as the protection of sardine eggs and juveniles, to not be compatible. The proposed framework is an important tool supporting EAFM by addressing conflicting objectives, trade-offs and identifying areas that could be considered as potential fishery closure sites or subjected to further analyses.
