Policy transfer is a process in which different organizations learn from each other to achieve policy innovation. It is also considered as an important channel of policy issuance. In China, national independent innovation demonstration zones serve as carriers of not only technological development, but also technological policies issued by China. Along with development of these national independent innovation demonstration zones, policy exchange and cooperation has become increasingly frequent among them. This paper attempts to find out different paths for policy transfer through a textual analysis of policies among China’s national independent innovation demonstration zones. First, quantitative connotation and characteristics of policy transfer are analyzed. Then, a policy transfer quantitative evaluation index system is built based on three dimensions of policy transfer, namely intensity, breadth and speed. Following that, the quantitative evaluation index system is used to analyze policy transfer among national independent innovation demonstration zones. The paper tries to explore favorable policy categories for transfer, and learn the policy development status in these national independent innovation demonstration zones as well as the policy transfer trend from different perspectives. To sum up, this research can provide not only data support for policy innovation of China’s independent innovational demonstration zones and accelerate their in-depth cooperation in terms of policy transfer, but also a new methodological research paradigm for quantitative analysis of policy transfer among parallel organizations.

In order to conduct lubricating characteristic analysis on automobile continuously variable transmission, this paper divides overall model of transmission on the basis of the idea of blocking simulation. Then it generates shed oil model of differential mechanism and oil gathering model of oil groove. Set monitoring surface at the position of reverse gear shaft catcher groove in shed oil model of differential mechanism and oil groove in oil gathering model of oil groove to monitor its conditions of oil-taking. Consider the received flow from the two monitoring surfaces in simulation process as evaluation index of effects of transmission lubrication system, as well as conduct quantitative evaluation on lubricating effects of transmission lubrication system. The results show that all of working condition with second gear 1500rpm, reverse gear shaft and oil groove have comparative ideal lubrication effects on input axis.

This paper aims to improve the autonomous operational capabilities of spacecraft. For a complex system with physical coupling and flexible attachments, an autonomous reconfiguration strategy based on reconfigurability evaluation is proposed. First, a quantitative evaluation index for reconfigurability is given based on operator theory to fully exploit the potential of system reconfigurability under resource constraints. Then, specific requirements and evaluation methods for autonomous reconfiguration are proposed in accordance with the results, thereby providing a theoretical reference for the design of reconfiguration strategy methods. Thus, reconfigurability is maximized from the design point of view. Finally, the validity and correctness of the method are verified by simulation.

The modernization of water conservancy is an important part of socialist modernization. The research and analysis of the evaluation index of water conservancy modernization will help to define the direction and goal of modernization at a higher level in the future. Taking Hangzhou as an example, 41 comprehensive indexes in 7 categories were adopted as the quantitative evaluation indexes of water conservancy modernization in Hangzhou, and the comprehensive evaluation method of multiple indexes was used to analyze and calculate the level of water conservancy modernization in Hangzhou.

This paper presents a quantitative evaluation index efficiency of eddy current and defect interaction to evaluate the eddy current distribution induced by different planar eddy current probe. Efficiency’s definition and its calculation method are presented. Eddy current induced by three different exciting coils interacting with defects having different lengths and different orientation angles is analyzed by the proposed method. Finally, the paper highlights strengths and weaknesses of the studied current probe inducers and an improving method is proposed.
