Abstract This study applies the “Narrative Policy Framework” (NPF) to the affirmative action policy process of the Federal University of Pelotas (UFPEL) and proposes theoretical intersection between the NPF and agenda setting literature, seeking to find out the role of policy narratives in policy processes. NPF is an empiric-oriented framework that posits that the policy-makers’ stories have generalizable components and are built and crafted in accordance to their ideas. These are policy narratives, and are at the center of the policy process. By analyzing formulation stages of public policy and referring to ideas and narratives, the NPF refers to the agenda setting literature and provides means for empirical research of agenda setting concepts. The study undertook analysis of regulatory outputs and semi-structured interviews. Findings indicate that policy narratives have affected institutional regulatory outputs regarding UFPel’s affirmative action policies.

AbstractThis paper discusses the theoretical and methodological approaches to the study of the use or non-use of expert-based information in policy-making. Special attention is paid to the Narrative Policy Framework introduced by Jones & McBeth in 2010. This theory of the policy process adopts a quantitative, structuralist and positivist approach to the study of policy narratives. The Narrative Policy Framework is useful for the analysis of the use of expert-based information to resolve so-called wicked problems, which are characterized by intense value-based conflict between policy coalitions. The methodological approach of the Narrative Policy Framework is illustrated using the policy issue of mandatory vaccination.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Background: This study explored the role of hospitals, specialised doctors and staff in developing patient awareness, participation and motivation concerning asthma control. It also looked at the challenges that undermine the value of asthma educational programmes, especially in an Arab cultural context. Methods: Semi-structured interviews were used to collect data from 30 asthma patients who had been living with asthma for a long period of time. Results: Findings highlight how an asthma educational programme can increase patient knowledge about the causes of asthma. Following the programme, patients had a better understanding of levels of medication, breathing techniques and rest and relaxation. Awareness of support from health professionals for managing depression and frustration also increased. However, some patients felt that the asthma educational programme content and delivery was not very interactive and was too lengthy. Conclusion: Findings can help policy makers, researchers, hospitals, doctors and the national Ministry of Health improve the content of future asthma educational programmes. They can also inform the development of a research framework to extend understanding of relevant issues in an Arabian context.

Bioeconomy as one mode of the transition towards a more sustainable mode of production and consumption has been addressed in several policy fields. Bioeconomy has raised hope not only in the quest for a more sustainable future, but also offers new possibilities, especially in countries with vast natural resources. By using the Narrative Policy Framework, I assess the kinds of bioeconomy narratives promoted by the media and the future they suggest, for the case of Finland. Flexible concepts such as bioeconomy can be harnessed to promote different, and even contrasting, objectives. Besides growth-oriented promises, bioeconomy seems to simultaneously raise controversial questions related to techno-social path dependencies and the sustainability of natural resource use. The narratives seem also to lack roles for certain actor groups, such as citizens, which might challenge the legitimacy and, thus, the future of bioeconomy. The role of civil society should also be better addressed by scholars in the field, as it plays an important role in the sustainability of bioeconomy.

Policies on preventing radicalization and recruitment to violent Islamist organizations have been widely criticized for reinforcing negative stereotypes of Muslims as a group. Sweden has stood out by international comparison by announcing an approach built on inclusion and participation, especially with regard to Muslim civil society. But what does it mean to make a policy process inclusive and participatory? How can values of inclusion and participation be combined with efficient implementation and realization of policy goals, especially in a policy area where discourse and practice have tended to reinforce patterns of exclusion and discrimination? This article develops a framework that puts the roles of participants at the center: what expectations, boundaries and capacities come with an invitation to participate? Based on interviews with actors involved in the Swedish policy process, including Muslim civil society leaders, the study suggests that participation, in this case, meant primarily being present, thereby confirming commitment and stakeholder status and contributing legitimacy, and providing instrumental knowledge and communication networks. While Muslim representatives were often not expected to be more involved, some indicated that they themselves hesitated to go beyond these roles for several reasons. They expressed a concern that merely having opinions or critique could be interpreted as ‘radical’ and as not accepting the idea that Muslims as a group should have special responsibilities for preventing radicalism. One way of overcoming such obstacles is through subtle, indirect exercises of influence that allow policy-makers and administrators to anticipate the concerns and interests of affected groups without requiring their direct participation.

A more pragmatic Chinese foreign policy and a more bureaucratic policy-making process have increased the opportunities for China's civilian research institutes to affect foreign policy. Beijing's growing involvement in the international community has created increased demand for research and analysis to aid Chinese leaders in making informed decisions. A more pluralistic and competitive policy environment has given analysts at think tanks more influence, but has also created new competition from analysts and authors working outside the traditional research institute system. This article examines the evolving role of Chinese civilian foreign policy research institutes, their relationships to policy makers, and the pathways through which they provide input into Chinese foreign policy formulation. It provides an overview of the key civilian research institutes, identifies important trends affecting them, and examines the roles and functions they play. The article concludes with an assessment of sources of policy influence within the Chinese foreign policy process.

ABSTRACTGovernments are challenged by the need to ensure that ageing populations stay active and engaged as they age. Therefore, it is critical to investigate the role of mobility in older people's engagement in out-of-home activities, and to identify the experiences they have within their communities. This research investigates the use of transportation by older people and its implications for their out-of-home activities within suburban environments. The qualitative, mixed-method approach employs data collection methods which include a daily travel diary (including a questionnaire), Global Positioning System (GPS) tracking and semi-structured interviews with older people living in suburban environments in Brisbane, Australia. Results show that older people are mobile throughout the city, and their car provides them with that opportunity to access desired destinations. This ability to drive allows older people to live independently and to assist others who do not drive, particularly where transport alternatives are not as accessible. The ability to transport goods and other people is a significant advantage of the private car over other transport options. People with no access to private transportation who live in low-density environments are disadvantaged when it comes to participation within the community. Further research is needed to better understand the relationship between transportation and participation within the community environment, to assist policy makers and city and transportation planners to develop strategies for age-friendly environments within the community.
