Abstract: Family farming came to school as a public policy in Brazil, linked to National School Feeding Program (PNAE - Programa Nacional de Alimentação Escolar, in Portuguese). In order to discuss the interface between family farming and school feeding, regarding barriers and coping mechanisms, 35 social actors were interviewed in Santa Catarina, Southern Brazil. The barriers were cost of goods, bureaucracy, insufficient technical assistance, resistance to changes, weaknesses in the organization of farmers and public managers. The conclusion is that studied interface has being built in facing those obstacles with dialogue mechanisms, intersectionality, investment, training activities and organization.

AbstractObjectiveTo evaluate the profile of food acquisition in the National School Feeding Program according to the extent and purpose of food processing in three municipalities of southern Brazil during the implementation period of Law 11.947/2009.DesignDescriptive cross-sectional study. Data for 2008–2010 involved quantities, prices and types of suppliers for food items purchased. In total, 1529 purchases were analysed. The items were classified into the following groups: G1 (unprocessed/minimally processed), G2 (culinary ingredients), G3 (processed), G4 (ultra-processed). Quantities of purchased foods were converted into energy and average prices ($US/4184 kJ (1000 kcal)) were calculated. The proportion of each food group in total purchases was expressed as both a percentage of total energy and a percentage of total expenditure. Data analysis was carried out in Stata version 12.1.SettingThree municipalities in southern Brazil.ResultsRelative contribution to total energy purchased was high for G1 (49·8 %; G2, 23·8 %; G3, 4·5 %; G4, 21·8 %). Among acquisitions from family farming, G1 represented 51·3 % of the total energy purchased; G2, 9·9 %; G3, 19·7 %; G4, 19·0 %. Total cost was as follows: G1, 61·6 %; G2, 3·9 %; G3, 18·5 %; G4, 16·0 %. Prices for food products from family farms were consistently higher. Average price from family farms was 1·3; from conventional suppliers, 0·9.ConclusionsThe implementation of Law 11.947/2009 produced a positive effect on the regional profile of food purchases for the School Feeding Program. However, there is still considerable potential to promote health by strengthening relationships between family farming and school feeding.

This study intended to address the challenges faced by the National School Feeding Program (PNAE) to implement public purchases from family farming, as they understand their role in the transformation of local food systems. For this, we developed a qualitative, exploratory, and descriptive study, in the state of Rio Grande do Norte, located in the northeastern semiarid region, during the regional assessments done by the Collaborating Center for the School Feeding Program in 2018 and 2019. We analyzed the policy from the perspective of the social actors inserted at the ends of the supply and demand chain through the application of questionnaires and focus groups. There were 188 social actors from 45 municipalities taking part in our data gathering. We examined the meeting of supply and demand based on the performance of the policy in the state, and identified that: i) the percentage of purchases between 2011 and 2017 was, on average, 19.1%, demonstrating that, despite not meeting the recommended rate, the state has progressed its investments in this segment; ii) some limitations characterized the limited effectiveness of public purchases of family farming for schools: lack of federal actions to enhance the value of family farming, unfavorable conditions for local agricultural production, low performance of technical rural assistance, menus do not reflect the offer of family farming, difficulties in preparing and executing the public call and insufficient communication between social actors; iii) Action and decision-making, through street-level bureaucracy, depends on the discretion of the social actors. We believe that this study can collaborate in the understanding of structural problems that affect the implementation of the program and assist in the search for alternatives that are consistent with the current needs, aiming at the construction of sustainable food systems.

OBJECTIVE: To analyze the implementation of the Brazilian National School Feeding Program as a food and nutritional security policy in public schools. METHODS: This a cross-sectional study, with a quantitative and qualitative approach, carried out with 268 schoolchildren aged eight to nine years from the public school system of Viçosa, state of Minas Gerais, Brazil, in 2015. Interviews were carried out using semi-structured questionnaires with the children, parents, cooks, nutritionists, trainer of the Technical Assistance and Rural Extension Company, and president of the School Feeding Council. In order to analyze the implementation of the National School Feeding Program in Viçosa, we evaluated the direct weighing of the food served in the schools using mechanical balances with a capacity of up to 10 kg and the perception of the social players involved in the implementation of the National School Feeding Program. The children were questioned about the acceptance of and adherence to the food offered, in addition to the habit of bringing food from home. Parents reported knowledge about the School Feeding Program and Council. The qualitative analysis consisted of content analysis and quantitative analysis using the chi-square test, Fisher’s exact test, and Mann-Whitney test. We adopted the statistical significance of 5% for quantitative analysis. RESULTS: Children reported low adherence to the school feeding program and most of them used to bring food from home. Irregularities were identified in the implementation of the National School Feeding Program, such as: inadequate number of nutritionists, suspension of Council meetings, inadequate infrastructure in the areas of preparation and distribution of meals, lack of training of cooks, lack of nutritional adequacy of the food offered, and lack of actions on food and nutritional education. The Program complied with the recommendations for purchasing food from family farms. CONCLUSIONS: The National School Feeding Program presented many irregularities in Viçosa. It is important to monitor the problems identified for better reformulation and planning of the Program, in order to guarantee the food and nutritional security of the children served.

This article presents an outline research that had as its main objective to discuss the collective organization of family production on associations in the municipality of Riacho de Santana - BA. To this end, we seek to highlight public programs and policies, such as the Food Acquisition Program (PAA) and the National School Feeding Program (PNAE), aimed at self-management of family farming within associations. The data were collected through questionnaires of open questions with presidents/representatives of the associations, whose analysis was based on the assumptions of Historical Dialectic Materialism - MHD. Upon analyzing the collected material, we concluded that the Riacho de Santana - BA associations were created to contribute to the permanence of workers in the field, the struggle for land and access to different public policies, and that these associations have been struggling to overcome the existing fragmentation in the social groups that make up family production in the researched context.

ABSTRACT: The National School Feeding Program (in abbreviated Portuguese: PNAE) states that ≥30% of the amount transferred by the National Fund for Education Development (in abbreviated Portuguese: FNDE) to the executing entities should be used to purchase products made from Family Farming (FF). This study aimed to identify the municipal characteristics associated with the compliance of the municipalities of Minas Gerais (MG) to this target in 2017. For this, data on municipal purchases of FF for the PNAE were obtained from the FNDE’s website. Sociodemographic, economic, and agricultural characteristics of the municipalities were associated with compliance to the PNAE’s goal. Approximately half (55.07%) of the municipalities complied with the FF purchase target, wherein carrying out programs or actions to encourage organic agriculture (29.8% vs. 22.6%, p=0.018) were associated with a greater compliance to this target, presenting the official rural union registration (76.4% vs. 68.8%, p=0.026) and the Municipal Inspection Service: (35.6% vs. 29.1%, p=0.048). Overall, a low compliance to the goal was observed in MG municipalities, and associations between certain agricultural management characteristics and goal fulfillment were evidenced.

Abstract Background We explored whether local governance tools related to participatory democracy were associated with a better implementation of a farm-to-school regulation, which states that 30% of procured foods for the Brazilian National School Feeding Program (BNSFP) must come from family farming. Methods Longitudinal study with data on federal transfers to all Brazilian municipalities (n = 5.570) for the BNSFP from 2011 to 2017. The outcome was the percentage of those transfers used to procure foods from family farming. Participatory democracy measures included the presence of sectoral school feeding program councils and adherence to the National Food and Nutrition Security System (NFNS). Models were adjusted for total federal transfers to support family farming; the importance of federal transfers to the local economy; changes in land coverage devoted to family farming; municipal gross domestic product, and population size. We employed year and municipality fixed-effect linear models with clustered standard errors at the state level. Results Procurement from family farming rose from 16.5% [95%CI 16.0,17.0] in 2011 to 32.2% [95%CI 31.0, 33.5] in 2017. The presence of local sectoral school feeding program councils and local adherence to the NFNS were associated with a greater increase in the percentage of foods procured from family farming. Conclusions Local participatory democracy was associated with a better implementation of the farm-to-school regulation in Brazil. Key message Local participatory democracy measures influenced the implementation of the Brazilian national farm-to-school regulation. Our findings can help inform similar policies in other countries.

OBJECTIVE: To analyze how the profile of food purchases from family farming under the National School Feeding Program (PNAE) is related to socioeconomic and demographic indicators in Brazilian capitals. METHODS: This cross-sectional and descriptive study was based on secondary data from 2016 and 2017 from the Brazilian government. We used demographic and socioeconomic data, as well as the amount of federal funding; the percentage used purchases of food from family farming and the public call notices. RESULTS: The capitals in the largest quartile of HDI and funding by the federal government used less than 30% of the resource for the purchase of crops from family farming in 2016. All capitals of the Northern region used more than 30%, while the Southern and Southeastern regions did not comply with the legislation. We highlight that most analyzed food items were in natura. CONCLUSIONS: The implementation of this public policy occurs unequally in Brazilian capitals, with greater difficulty in those supposedly with better institutional structure and higher volume of resources destined to the National School Feeding Program. The program, however, maintains its potential for the promotion of adequate and healthy food in schools, due to the quality of food included in public calls.

The Brazilian Food Procurement Program (PAA) and the National School Feeding Program (PNAE) were identified by the GEF-funded Biodiversity for Food and Nutrition Project (BFN)¹ as policy instruments with the greatest potential for diversifying institutional food procurement and improving diets while supporting family farming. This paper discusses the opportunities identified for mainstreaming biodiversity through PAA and PNAE, targeted activities undertaken as well as two case studies. The first case study presents findings linked to the implementation of the PNAE in quilombola communities in Goiás, while the second describes results of the inclusion of Juçara fruits (Euterpe edulis Mart.) in school meals in São Paulo. The paper concludes by highlighting some of the key barriers to better biodiversity mainstreaming and institutional food procurement together with some recommendations.

OBJECTIVE: Identify the perception operating agents have on the Brazilian National School Feeding Program METHODS: This is an observational, cross-sectional and quali-quantitative study developed in non-probability and convenience sampling selected in an event promoted by the National Fund for Educational Development in 2015 in Rio de Janeiro. Data were collected through questions related to pre-defined categories concerning the National School Feeding Program. The questionnaire was answered by 43 nutritionists, 41 members of the School Feeding Board, and 16 school feeding administrators from 38 cities of Rio de Janeiro. The narrative analysis was based on benchmarks of cognitive analysis of public policies. The association among variables was investigated with chi-square test, being calculated the power for association testing. RESULTS: The perception of the implementation of the National School Feeding Program has been characterized by some challenges: 1) low number of nutritionists to meet the demand from schools; 2) low adhesion to the public call for the purchase of family farming products due to bureaucratic difficulties and insufficient local food production; 3) reduced coverage of food and nutritional measures due to the restriction of human, material and financial resources; and 4) limitation of the participation of the School Feeding Board due to insufficient training and transport for regular visits. The adequacy of the number of nutritionists showed statistically significant association with the purchase of family farming products (p = 0.002; power = 99%) and with the food and nutritional education activities (p = 0.021; power = 79%). CONCLUSIONS: The results indicate the need for employment of nutritionist in sufficient numbers to meet the demands of the National School Feeding Program, investment in educational activities of healthy eating in schools, training of the School Feeding Board, greater availability of vehicles for school visits and assistance to family farmers in order to facilitate their participation in programs of institutional purchases and encourage the diversification of production.
