ABSTRACT Context: the case narrates the creation of the Integrated Information Circle, a pilot project that took place in an area limited to the Rocinha community, led by managers of the civil and military police, which was carried out through a partnership between the 11th DP - Rocinha and the 28th UPP - Rocinha. This action sought to develop protocols for the exchange of information in a continuous, effective, and, above all, institutionalized manner between local police agencies. However, despite the good results achieved, the initiative has not been consolidated. Methodology: the information was collected from secondary data and interviews from the managers who participated in the process - Dr. Gabriel Ferrando, chief of the 11th DP, and Major Felipe Carvalho Barreto, then intelligence superintendent of the Pacifying Police Coordination (CPP). Objectives: To discuss how the civil and military police organize and act. Results: development of analyzes on aspects related to the organization and culture of police institutions about the theme of integration. Conclusion: the case allows us to understand the limits and potential of integration between the police, based on the discussion about the possible reasons why the Integrated Information Circle has been discontinued.

Although partnerships between researchers and police practitioners have increased over the last few decades in some of the largest police agencies in the United States, very few small agencies have engaged in a partnership with a researcher. Of the 18,000 local police agencies in the United States, small agencies with less than 25 sworn officers make up about three quarters of all police agencies. To support future collaborations between researchers and smaller police agencies, like those in Douglas County, Kansas, this article identifies challenges that researchers can address and explores how these relationships can benefit small police agencies across the United States.

It is difficult to find cases of technology-based Small and Medium Enterprises in developing countries, however Chile has some within the biotechnology sector. How has this been possible? As a consequence of the different public policies and structural economic conditions that allowed their emergence, especially in the 1990s. This study describes the historical conditions and how they have been able to create a sector within the Chilean economy. From the analysis of secondary data the emergence of this type of company within the country is described. This analysis shows the link between structural conditions and appropriate public policies, meaning that these companies did not emerge by chance. Understanding their development process is crucial to promote the creation of more such technology-based Small and Medium Enterprises, as they have many positive externalities and are more globally competitive.

ABSTRAKPenelitian ini dipresentasikan sebagai langkah awal (pilot project) dalam pengelolaan daerah penangkapan ikan berbasis spasial untuk Zona Potensial Penangkapan Ikan (ZPPI) di laut Aru, Laut Arafuru dan laut Timor bagian timur (WPPNRI 718). Lokasi pada  128°-141° BT (Bujur Timur) dan 4° -11° LS (Lintang Selatan). Tujuan dari penelitian ini adalah membuat peta tematik ZPPI yang lebih komperehensif dan mengidentifikasi ZPPI berdasarkan musim pada wilayah perairan yang lebih spesifik. Penelitian ini dilakukan pada bulan Januari sampai dengan November 2016. Lokasi pengolahan data dilakukan di Laboratorium Komputer Departemen PSP FPIK-IPB. Data primer yang digunakan yakni informasi daerah penangkapan ikan yang berasal dari PPDPI (KKP) pada periode tahun 2013-2016, data sekunder dari Peta Laut digitizer Hidros no. 151 Papua dan Pulau-Pulau sekitarnya. Analisis dan pembuatan peta tematik menggunakan software MapInfo Pro 15. Hasil total ZPPI untuk musim pancaroba 1 (297 ZPPI), musim barat (264 ZPPI), musim timur (166 ZPPI), dan musim pancaroba 2 (86 ZPPI). Total ZPPI berdasarkan wilayah perairan pada Laut Aru (507 ZPPI), Laut Arafuru (261 ZPPI), dan Laut Timor (45 ZPPI), laut Aru dan laut Arafuru merupakan daerah penangkapan ikan yang potensial karena kesuburan perairan (kandungan klorofil-a yang tinggi), kedalaman perairan yang relatif dangkal dan munculnya fenomena upwelling. ABSTRACTThis study was presented as a pilot project in the management of spatially based fishing grounds for the Fish Catching Potential Zone (FCPZ) in the Aru Sea, Arafuru Sea and East Timor Sea (WPPNRI 718). Located at 128°-141° East (East Longitude) and 4°-11° South (South Latitude). The purpose of this study is to make a more comprehensive FCPZ thematic map and identify FCPZ based on the seasons in more specific waters. This research was conducted from January to November 2016. The location of data processing was carried out at the Computer Laboratory of the Department of PSP FPIK-IPB. The primary data used are information on fishing grounds originating from PPDPI (KKP) in the 2013-2016 period, secondary data from the Sea Map of the Hidros digitizer no.151 Papua and the surrounding Islands. Analysis and thematic map creation using MapInfo Pro 15 software. Total ZPPI results for transition season 1 (297 FCPZ), west season (264 FCPZ), east season (166 FCPZ), and transition 2 (86 FCPZ). Total FCPZ based on the territorial waters of the Aru Sea (507 FCPZ), Arafuru Sea (261 FCPZ), and the Timor Sea (45 FCPZ), Aru sea and Arafuru sea are potential fishing grounds due to aquatic fertility (high chlorophyll-a content), relatively shallow water depths and the emergence of upweling phenomena.

Based on comprehensive environmental monitoring, geobotanical, zoogeographical, landscape-ecological, hydro-ecological, forest-typological, agroecological principles and approaches and own field research it is proposed to create a national nature park (NNP) «Central Podillya» within Vinnytsia region. A promising NNP is planned to be created on the territory of Vinnytsia and Khmilnytsky administrative districts of Vinnytsia region as a habitat and migration routes of bison (Bison bonasus) and preservation of unique biotic and landscape diversity. The projected area of NPP «Central Podillya» is 53 820 hectares. The need to create a park due to the presence of natural (forest, wetland, peat-swamp, floodplain, meadow, forest-steppe, meadow-steppe, steppe, weed-field) complexes with associations of plant groups, where more than 40 species of plants and lives more than 50 species of animals listed in the RBU, as well as the presence of a significant number of objects that have historical, cultural, recreational, health (medical) value. The general ecological and geographical characteristics of the park from the standpoint of physical-geographical and geobotanical zoning are given. There are 34 objects of the nature reserve fund (NRF), which will be a part of the perspective park. Functional zoning of the territory of the projected NNP «Central Podillya» was carried out taking into account representative and rare ecosystems, where its 4 zones (protected, regulated recreation, stationary recreation, economic) were allocated. The structural elements of the ecological network of the perspective park are singled out. The necessity of protection, preservation and reproduction of biotic and landscape diversity and historical and cultural heritage of the studied territory through the greening of economic activity, education and culture of the local population is substantiated. It was found that the creation of NPP «Central Podillya» through the Presidential Decree and the optimization of protected areas, which account for 2.27% of the total area of Vinnytsia region, the implementation of regional ecological and Emerald networks is an extremely important, important and absolutely necessary for effective adjustment of the strategy of balanced development of territorial communities. Creation of NPP «Central Podillya» will increase the percentage of protected areas to 4.5% of the total area of Vinnytsia region. According to this indicator Vinnytsia region is in one of the last places in Ukraine. According to the Institute of World Resources (Washington), for the effective functioning of the territory, the area of its reserves should be at least 10–12%. Preparation of scientific substantiation and project of creation of NPP «Central Podillya» within Vinnytsia region is a pilot project that requires official detailing, delimitation, land management, coordination with land users on which the park will be located, creation of park directorate, introduction of technologies aimed at preservation and restoration of biogeocenotic cover, reproduction of broken types of connections, preservation of settlements, optimization of land use, balanced development of territorial communities that will be a part of the NNP.

This research tittle ‘work in progress on the creation of the three-stringed kulcapi’ wanted to examine how the work process of the creation of the kulcapi music instrument and can be explained descriptively. The kulcapi musical instrument which is considered to still have limitations in terms of producing its notes, and only having 2 strings, seems to be the cause of the less than optimal function in exploring the notes. In addition, the form of the kulcapi instrument is seen to be still very plain and very simple, this is felt to be one of the issues that must be overcome to be able to explore the kulcapi musical instrument to be more functional, both in producing tones and adding aesthetic value to the form of the kulcapi music instrument. In this research, a qualitative descriptive method is used. The process of tracing data and information is done diachronically to find out in full and complete about the kulcapi music instrument. The data collected comes from two sources, they are primary and secondary data. Primary data obtained through in-depth interviews and participant observation that aims to collect data followed by focus group discussions. This research produces findings including: a) The creation of three-stringed kulcapi instruments has a wider range of tone areas. b) can be functioned more flexible and can be explored in playing pentatonic and diatonic tones. c) The shape has the characteristic of the Karo people with the presence of ethnic Karo ornaments on the kulcapi’s body.

Since 2000, the federal government and all fifty states have passed laws that criminalize the trafficking of persons for labor and commercial sex. To date, relatively few human trafficking cases have been identified, investigated, and prosecuted by local criminal justice authorities. Using data from case records and qualitative interviews with police, prosecutors, and victim service providers in twelve counties, we discuss the challenges local police face in identifying cases of human trafficking. We find that the culture of local police agencies and the perceptions of police officials about human trafficking do not support the identification of a broad range of human trafficking cases. Since local definitions of human trafficking are still evolving, police focus on sex trafficking of minors, which they perceive to be the most serious problem facing their communities. Reluctance to differentiate between vice and sex trafficking minimizes the problem of human trafficking and makes labor trafficking seem largely nonexistent.
