Picture lending in Norwegian public libraries has recently been revitalised by the creation of the Artoteksentralen, initially a pilot project and now a permanent foundation, which circulates collections of original prints by Norwegian artists to public libraries, hospitals, and prisons. In 1812 the creation of a public library was proposed for the encouragement of education and national culture. This was eventually to become the National Library of Chile. Its first Director, Manuel de Salas, was the author of the legal deposit law. For the first 100 years the library held the dual character of central collection library and public library. Gradually its public library functions were transferred to other bodies, under the administrative and technical control of the National Coordination of Public Libraries, which reports to the Director of the National Library. As it grew in importance and volume over the years, the library moved three times. The present building, begun in 1913, was completed in 1963, with some additional alterations in 1980 and 1981. The creation of the Office of Libraries, Archives and Museums in 1929 made possible an integrated policy for conserving, safeguarding and disseminating the national cultural heritage. The application of computer systems to bibliographic processes – notably the NOTIS system – has led to national network of bibliographic information (RENIB) that now includes academic and public libraries, the Library of Congress of Chile, and other documentation centres.

The article considers the current process of implementing the concept of four spaces in the Ukrainian libraries, which was developed by experts from the Center for Cultural Policy Studies of the Royal School of Library and Information Sciences at the University of Copenhagen (2006) in terms of architectural and planning reorganization of public libraries. The main results of the project-experimental work, which included the development of project documentation for the pilot project of the renovation of the public library in Odesa and a comparison of the stages of work with the information presented in the manual "Four library spaces: innovative model" (2020). The principles on which any project of renovation of library premises should be based were revealed: 1) libraries are places of professional and social development; 2) libraries should become accessible; 3) libraries are inclusive spaces; 4) libraries should be secure; 5) libraries should become convenient. It was found that the manual has a number of shortcomings and does not provide librarians with enough information to reorganize library spaces without the involvement of an architect, namely: 1) the manual does not pay enough attention to the development of universal examples of architectural and planning solutions; 2) there are no recommendations for providing transformative spaces with structures and furniture; 3) there is no emphasis on the need to implement the principles of universal design and barrier-free library spaces; 4) there are no recommendations for improving the insolation of the premises and the lighting design of individual spaces. A plan of alternative measures that need to be worked out to ensure the rapid transformation of libraries is proposed. An effective methodology should be based on the principles of universality of spaces and combinatorics of room equipment, as well as be flexible and able to scale both quantitatively and qualitatively.

This paper examines the role of the public library in building strong communities. It reports on a study that asked patrons through interviews and questionnaires about their use of the library and explores whether this use has had an effect on the creation of both community and individual social capital.Cet article examine le rôle de la bibliothèque publique dans le renforcement des collectivités. Seront présentés les résultats d'entrevues auprès d'usagers et d'un questionnaire portant sur l'utilisation de la bibliothèque ainsi qu'une exploration de l'effet de cette utilisation sur la création d'un capital social collectif et individuel.

The creation of the Public Library of Braga, one of the first of the modern times in Portugal, and a brief sociobiography of Manoel Rodrigues da Silva Abreu, the first librarian, are here presented within the context of the social, economic, cultural and political power relations of the initial decades of the Library’s history.Some episodes of the creation and of the consolidation of the Library, as well as some episodes of the librarian’s professional life will be outlined to facilitate a wider reading. While building from specificity, the analysis and interpretation of this case enclose an explanatory capacity addressed at a wider framework, in what concerns both the history of public libraries in Braga, and the understanding of the cultural history of this period in Braga and in Portugal.

Leisure reading collections were once as integral to academic libraries as they currently are to public libraries. This article examines the results of a partnership between an academic and a public library to provide access to leisure reading materials to a university community through a one-year pilot project. Data were collected using circulation statistics, gate counts, and comment cards in the form of book inserts. During the pilot, gate counts increased by 6%, and 91% of participants indicated that they would continue to use the collection often or sometimes. The pilot was officially adopted as a new service at the end of the one-year trial period. Auparavant, les collections de livres de détente faisaient partie intégrante des bibliothèques académiques tout comme elles font présentement partie des bibliothèques publiques. Cet article présente les résultats d’un partenariat entre une bibliothèque académique et une bibliothèque publique cherchant à donner accès à du matériel de lecture de détente à une communauté universitaire par le biais d’un projet pilote d’un an. Les données ont été recueillies en utilisant des statistiques de prêt, le nombre d’entrées et des commentaires reçus sur des formulaires insérés dans les livres. Durant le projet pilote, le nombre d’entrées a augmenté de 6% et 91% des participants ont indiqué qu’ils continueraient d’utiliser la collection souvent ou à l’occasion. Le projet a été adopté officiellement comme nouveau service suite au pilote d’un an.

The current challenging environment for public library has resulted in an ever greater need to demonstrate and evidence the quality of library provision as well as the value and impact of these services on society. Research, conducted on behalf of the Scottish Library and Information Council, reviewed the previous quality standards mechanism used in Scotland and resulted in the creation of a new framework. Data were gathered through a systematic review of all published quality audits of Scottish public libraries, focus groups with heads of service, impact workshops with library staff. The findings resulted in the creation of a new approach to assessing and evaluating the quality of provision as well as the value and impact of Scottish public libraries.

The authors discuss the problems of library and information education. The lack of a single system of life-long education in the library industry is stressed. The Model Standard of Public Libraries as a reference point for education reinvention is analyzed. The main vectors of public libraries activities defined in the Model Standard are considered, along with the desirable professional competences. The ratio of the libraries’ main tasks and functionalities and the professional education is examined.

Information literacy competencies indicate the ability of an individual to apply a certain search strategy of information discovery, to understand its design, to value judgement, and to use it in various contents and contexts. The influence of information literacy competencies plays an important role in enabling information users to meet their information needs and prepares them for lifelong learning. The purpose of this study was to examine the influence of information literacy competencies of users in the Saulsville public library, South Africa. The rationale was a lack of awareness and the inability of the users to find their information needs based on the task and decision at hand. The descriptive survey design adopted for this study made use of a questionnaire to collect data from 1 120 registered members of the Saulsville library. Of the 1 120 registered users being the population for the study, the authors purposively used 10 per cent (112 members) of the population as sample size. The findings revealed that users of the Saulsville public library had limited awareness and competencies of information literacy. The users were exposed to some form of library orientation and the use of library resources during their visit to the library. The findings further indicated that the users’ information literacy competencies were affirmed through the quality of information obtained and the satisfaction of library services rendered by library staff. The study recommends the acquisition of new technologies that could enhance users’ interactive information literacy training in public libraries and formal education settings.

This paper focuses on the roles of public libraries in overall plans and schemes for Indian national development, focusing on issues of power and representation. The roles of state and non-state actors in Indian public library development are explored within the context of larger international information policy and development debates.Cet article porte sur les rôles des bibliothèques publiques dans les plans et les schémas globaux du développement national de l'Inde, et plus précisément sur les enjeux de pouvoir et de représentation. Seront explorés les rôles de l'état et des autres intervenants dans le développement des bibliothèques publiques indiennes dans le contexte de politiques d'information plus vastes et des débats sur le développement.

While contemporary revisionist narratives frame the public library as a benevolent and neutral community resource, it has existed for over two centuries and has a deeply shaded past. Particularly, public libraries played key roles in projects tied to the industrialist mission of states and the education of select social groups during key historical times. In no uncertain terms, these were inherently racist and colonial projects in which libraries helped proffer socially constructed and politically motivated ideas of race and class. This work draws on relevant and important work in anti-oppression studies, Black studies, critical diversity studies, and Critical Race Theory (CRT) to trouble contemporary revisionist perspectives in public librarianship to show how they further entrench monocultural normativity and structural racism. It also draws on scholarship in anti-racism studies to reimagine possibilities for public librarianship that genuinely reflect its core values of equity and justice.
