The paper is devoted to the analysis of the state and current problems of transport and logistics services of domestic enterprises under current conditions of strategic priorities and tasks aimed at achieving the comprehensive effect. The subject of the paper is the transport-logistics system as a sophisticated multifunctional complex, serving the demands of the population and industry entities of the business environment. The objective of this investigation is to identify trends in the development of regional transport and logistics systems based on the analysis of statistical and financial and economic indicators of transport services and the conditions of their implementation. The research hypothesis is based on the assumption that the functional-targeted approach to the formation of transport and logistics systems dominates, corresponding to the scientific ideas about the priority role of demand and taking into account the patterns of requirements for quality characteristics of transport services: safety, speed, service technology and payment, insurance. The results of the work are the analysis of financial and economic indicators of transport logistics. The authors carried out the comparative analysis of indices of the transport industry according to the main activities over the past 10 years, investigated the volume of cargo turnover of transport logistics enterprises, identified the main trends in the volume of cargo transportation. It should be noted that the important issue today is to maintain the strategic balance between the introduction of necessary restrictions, on the one hand, and simultaneous support of regional enterprises, on the other. After the pandemic termination, it will be necessary to restore the normal rhythm of life in the social and economic spheres, to revive the processes that are extremely important for regional development. The main directions of further investigations are related to the development of the methodological approach for assessing the contribution of regional transport and logistics systems to the economy. Therefore, a number of recommendations for the authorities which help to overcome the negative pandemic impact on the socio-economic development of the region are developed in this paper.

It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

Synchronous delivery with different vehicles, as an emerging concept of the delivery network, improves the efficiency of the modern logistics system significantly, which gradually gives birth to a new issue: the traveling salesman problem with drone (TSP-D). In this paper, we propose a one-truck-multiple-drone (OTMD) model on the base of the TSP-D. Compared with the traditional one-truck-one-drone (OTOD) and multiple drones models, our scheme introduces a united objective function into the optimization calculation. In terms of the proposed multiple levels iterative theory, we can compute the optimal synchronous delivery network that takes both the total delivery time and the number of drones into consideration. Four types of customer distributions are employed to investigate the OTMD model and its associated calculation approaches. Comparing the parameters of the optimal network in different delivery models, we study the relationship among the total delivery time, customer distribution and the number of serving drones. These simulation results verify the feasibility and practicality of the OTMD, and demonstrate the features of optimization calculation with different customer distributions, being beneficial to improve the efficiency of the model logistics system.

Agriculture is a complex logistics system with some features and limitations. The logistics system usually operates in conditions of pronounced uncertainty, characteristic random processes, so the aim of the article is to study and develop recommendations for improving the adaptability of transport logistics management in agricultural enterprises. In the article, the authors considered the specifics of logistics processes occurring in agriculture. The importance of cooperation in the development of logistics of the agro-industrial complex formed based on intersectoral cooperation of public transport enterprises, institutions, service, and infrastructure organizations, which have separate transport units, united by technological and economic ties, and use a variety of resources of the region for the formation and implementation of transport services. The financial content of cluster development as a tool of competitiveness and innovative activity of agricultural enterprises is reflected, which allows realizing the available potential to increase sales.

Based on the analysis of the dynamics of the regional transport and logistics system of the Black Sea economic region, many barriers to its effective functioning have been identified, which are conditionally divided into 10 groups: political, institutional, investment and financial, infrastructure, logistics, tariff, customs, innovation, informational, ecological. It is proved that to eliminate these barriers it is advisable to develop a cluster model of logistics activities in the economic region, which means a conceptual approach that involves the creation and development of transport and logistics cluster as a mechanism for sustainable functioning of regional transport and logistics system. As a result of the study it was found that to implement a cluster model of logistics activities in the Black Sea economic region it is necessary to create appropriate institutional conditions, namely: to improve regulatory and legal regulation of transport and logistics activities taking into account the regional component; to develop a Strategy for the integrated development of the regional transport and logistics system based on the modernization of transport infrastructure and the creation of a transport and logistics cluster; to develop and implement an organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; to improve the mechanism of financial support for the development of the transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, factoring, international public-private partnership based on attracting private investment, credit institutions, foreign investment resources, grants from international financial institutions.
