The main aim of the article is to analyze the needs for intersectoral cooperation in the region. Namely, the article tackles the problem of cooperation between local governments, business structures and the public sector (public organizations). Separately, each sector is usually active in its own area, but cooperation can make them into an effective tool in regional development. In the Transcarpathian region and in Ukraine in general, this type of partnership is new. Consiquently, it is still difficult to realize intersectoral partnership in the region, since imperfect legislation, fear of the unfamiliar and simple lack of information about its effectiveness create numerous barriers for its implementation. Today, the lack of budget fund-ing in communities leads to the need for such cooperation as intersectoral partnership, as it can mobilize more resources, facilitate experience exchange, thereby expanding workers' knowledge beyond the spheres of their organizations, and so on. One of the important factors of our research was an assessment of a social survey of intersectoral partnership entities (a total of 60 respondents from the government, private and public sectors), which was aimed at identifying the main reasons and benefits that motivate such cooperation, as well as identifying the resources that participants are willing to invest to achieve common goals. It was quite important to discover what is the most important factors of such cooperations for partners. Intersectoral partnerships are usually organized to address social issues, so determining its value for each individual partner is quite difficult. The article concludes with an overview of the benefits of intersectoral partnerships and communities problems which it can solve, namely the involvement of business and community organizations can help local governments to overcome the budget crisis by investing in external financial resources for development projects; combining the experience of each of the partners to find solutions to certain problems; higher degree of transparency in decision­mak-ing by public administration bodies; the opportunity to strengthen innovation processes and acquire skills outside the orga-nizational base of individual institutions.Keywords: intersectoral cooperation, partnership, local governments, public organizations, business structures. Основною метою статті є аналізування потреб у міжсекторному співробітництві в регіоні. Тобто йдеться про співпрацю органів місцевого самоврядування, бізнес­структур та громадського сектору (громадських організацій). Окремо кожний із секторів зазвичай активний у власній сфері діяльності, але, співпрацюючи в партнерстві, вони виступають досить дієвим інструментом у регіональному розвитку. Сьогодні нестача бюджетного фінансування у громадах призводить до необхідності розгляду такої співпраці, як міжсекторне партнерство, оскільки завдяки йому можна мобілізувати більший обсяг ресурсів, здійснювати обмін досвідом, тим самим розширювати свої знання за межі своїх організацій тощо. Важливим у дослідженні було те, що ми включили оцінку соціального опитування суб’єктів міжсекторного партнерства в Закарпатській області, яке було спрямоване на з'ясування основних причин і вигід, що спонукають до такої співпраці, а також виявлення ресурсів, які готові вкладати суб’єкти для досягнення поставлених спільних цілей. Досить суттєвим було дізнатися, що найбільш важливим убачають у такій співпраці партнери. Agriculture is a complex logistics system with some features and limitations. The logistics system usually operates in conditions of pronounced uncertainty, characteristic random processes, so the aim of the article is to study and develop recommendations for improving the adaptability of transport logistics management in agricultural enterprises. In the article, the authors considered the specifics of logistics processes occurring in agriculture. The importance of cooperation in the development of logistics of the agro-industrial complex formed based on intersectoral cooperation of public transport enterprises, institutions, service, and infrastructure organizations, which have separate transport units, united by technological and economic ties, and use a variety of resources of the region for the formation and implementation of transport services. The financial content of cluster development as a tool of competitiveness and innovative activity of agricultural enterprises is reflected, which allows realizing the available potential to increase sales.

Abstract Introduction Post stroke management has moved into the focus as it represents the only way to secure acute treatment effects in the long term. Due to individual courses, post stroke management appears rather challenging and is hindered by existing barriers between treatment sectors. As a novel concept, the PostStroke-Manager combines digital and sensor-based technology with personal assistance to enable intersectoral cooperation, best possible reduction of stroke-related disability, optimal secondary prevention, and detection of physical and psychological comorbidities. Methods This prospective single-center observational study aims to investigate the feasibility of the PostStroke-Manager concept in an outpatient setting. Ninety patients who have suffered an ischemic or hemorrhagic stroke or transient ischemic attack will be equipped with a tablet and mobile devices recording physical activity, blood pressure, and electrocardiographic signals. Through a server-based platform, patients will be connected with the primary care physician, a stroke pilot and, if necessary, other specialists who will use web-based platforms. Via the tablet, patients will have access to an application with 10 newly designed components including, for instance, a communication tool, medication schedule, medical records platform, and psychometric screenings (e.g., depression, anxiety symptoms, quality of life, adherence, cognitive impairment). During the 1-year follow-up period, clinical visits are scheduled at three-month intervals. In the interim, communication will be secured by an appropriate tool that includes text messenger, audio, and video telephony. As the primary endpoint, feasibility will be measured by a 14-item questionnaire that addresses digital components, technical support, and personal assistance. The PostStroke-Manager will be judged feasible if at least 50% of these aspects are rated positively by at least 75% of patients. Secondary endpoints include feedback from professionals and longitudinal analyses on clinical and psychometric parameters. Perspective This study will answer the question of whether combined digital and personal support is a feasible approach to post stroke management. Furthermore, the patient perspective gained regarding digital support may help to specify future applications. This study will also provide information regarding the potential use of remote therapies and mobile devices in situations with limited face-to-face contacts. The correspondence of the current concept of industrial policy of Russia and the tools for its implementation to the solution of the strategic task — the full provision of the needs of the state and the population with industrial goods in the context of the recession of the world economy is considered. It is shown, that government support for the manufacturing industry is not aimed at creating conditions for the accelerated development of the high-tech sector, and the inconsistency of its production structure with the structure of the domestic market for industrial goods in Russia limits the economic effectiveness of domestic production. Prospective directions of government support for the development of the manufacturing industry are substantiated. In the presented article the problems of interaction between the various branches of Russian law on the basis of legal principles are considered. The author, examining such concepts as “interaction” and “interrelation” states the fact that the issue of interaction of branches of law is considered by almost all researchers only from the position of listing those branches with which their branch of law interacts. At the same time, the construction of branch norms without taking into account the principles of the branch, where and the branch, from which the legal institute is implemented, leads to conflicts. Separate attention in the work is paid to the views of V.A. Riazanovskii and other scholars on the concept of “unity of process” in the context of interaction between the principles of various branches of law. The author examines the interaction of such branches of law as civil procedural law with civil, family law, arbitration and administrative process. The article draws attention to the cases of free treatment of the legislator with the category of “principles of law”, which, in the author’s opinion, leads to significant distortions of the entire branch of law, where principles not inherent in this branch are wrongly implanted. Studying institutes of law as the main mechanism of inter-branch interaction, the author comes to the conclusion about the need for legal regulation of interaction precisely through the principles of a branch of law.

Intersectoral collaboration has become an essential dimension of public health practice and policy since the mid-1970s. This article reviews the origins, theories, alternate views, and evidence, as well as guidance and training documents pertinent to this field. Although there were some antecedents of intersectoral thinking in the 1970s—for example, World Health Organization, National Environmental Health Programmes: Their Planning, Organization, and Administration; Report of a WHO Expert Committee (Meeting Held in Geneva from 3 to 11 June 1969), World Health Organization Technical Report 439 (Geneva, Switzerland: World Health Organization, 1970)—the heyday of conceptual and rhetorical development fell in the 1980s. The World Health Organization convened expert meetings—for example, Morris Schaefer, Intersectoral Cooperation and Health in Environmental Management: An Examination of National Experience (Geneva, Switzerland: World Health Organization, 1981)—and issued authoritative inventories of the success of intersectoral action—for example, World Health Organization, Intersectoral Action for Health: The Role of Intersectoral Cooperation in National Strategies for Health for All (Geneva, Switzerland: World Health Organization, 1986). This experience, and subsequent calls for further action and policymaking, culminated in a standard of setting conferences where key principles and dimensions of intersectoral action were affirmed; for example, W. Kreisel and Y. von Schirnding, “Intersectoral Action for Health: A Cornerstone for Health for All in the 21st Century,” World Health Statistics Quarterly / Rapport trimestriel de statistiques sanitaires mondiales 51.1 (1998): 75–78. Here, we combine insights from public health, political science, sociology, and public administration to comprehensively map the current body of knowledge.

The article considers the conditions for the formation of determinants of innovative-investment development of agriculture. A systematic approach to the development of agriculture in a single integration space of intersectoral cooperation and state support through the introduction of effective innovative and investment determinants, which form the criteria of investment attractiveness of economic entities and provide conditions for innovation in production and technological process, is implemented. The levels of innovative and investment development of agriculture are structured. Determinants of innovative and investment development of agriculture and indicators of its estimation are offered. A comprehensive methodological approach to financing innovative and investment projects with state guarantees to potential investors to obtain additional value from the introduction of scientific development in the technological cycle of agricultural production, taking into account economic, social, budgetary, environmental, resource, intellectual, scientific and technical components of innovative and investment processes proposed. It is recommended to evaluate the effectiveness of the introduction of innovations in agriculture by an integrated indicator with the ratio of effects (results) and costs by certain components. Scientific organizations by sectors of activity, which include development in innovative and investment development of agriculture of Ukraine, are analysed. An assessment of innovative and investment activity of Ukrainian producers with the distribution of the average number of employees in agriculture is carried out. The share of expenditures on research and development on agricultural development in the gross domestic product (GDP) of EU-28 countries and Ukraine is determined. The calculation of priority factors of external and internal environment of influence on the efficiency of innovative and investment development of the animal husbandry industry is carried out. The forecast values of functional risks and the level of efficiency of innovative and investment development of the animal husbandry industry of Ukraine are determined.

Health in all policies is a key approach to promote health and calls for cooperation between diverse levels of government and different sectors. In this paper, we analyze how a network called ‘Healthy Region Plus’ in Southern Germany addresses intersectoral cooperation at city and county levels. We aim to analyze the different roles of actors involved in the network based on the promoter model. We conducted two socio-material network mappings based on the Net-map approach by Schiffer and Hauck. The analysis followed three steps: data visualization, descriptive analysis of network properties, and interpretation of findings. Our findings reveal a complex intersectoral cooperation structure, with county and city level clusters, with network members who act as diverse power, expert, process, or relationship promoters. We also identified certain relevant sectors not to be part of the network. We discuss that the success of the network depends on the members’ active participation in and their outreach beyond the existing network, between city and county levels, and across sectors to promote health and build health-promoting structures in the region.

In recent years, the nutritional pattern of the Dutch adolescent has cautiously improved. However, progress can be gained if more Dutch adolescents adhere to the nutritional guidelines. School-based initiatives offer opportunities to deal with the unhealthy eating behaviours of adolescents via nutrition educational interventions. In designing and/or re-designing school-based interventions, it is important to enhance optimal context-oriented implementation adaptation by involving the complex adaptive school system. This paper elaborates on the way of dealing with the dynamic implementation context of the educational programme “Krachtvoer” (ENG: “Power food”) for prevocational schools, how the programme can be adapted to each unique implementation context, and how the programme can be progressively kept up to date. Following a co-creation-guided approach with various intersectoral stakeholders within and outside the school setting, action-oriented mixed research methods (i.e., observations, semi-structured interviews, focus group interviews, programme usage monitoring, and questionnaires) constantly provide input to develop the programme and its implementation strategy via continuous micro-process cycles. Successful co-creation of school-based health promotion seems to be dependent on proper intersectoral cooperation between research and practice communities, a national partner network that can provide project-relevant insights and establish capacity building aimed at improving contextual fit, and a time-investment balance in and between sectors.

Restrictions on transportation between countries because of lockdown caused by the prevalence of morbidity COVID-19 have slowed down economic activity worldwide. Therefore, in this paper, we examine and estimate the short-term economic impact of the COVID-19 pandemic on the global market situation in terms of the international tourism industry. The purpose of the study is to analyze the current economic situation of the world tourism sector, which suffered the most because of the COVID-19 pandemic, determine the main tourist flows (inbound and outbound tourism), and identify main tourism trends that characterize travel and tourism in 2020, to form practical directions for improving the tourism industry, domestic tourism in particular. This article analyzes the dynamics of international touristic destinations for the period 2019-2020, with regard to the pre-pandemic period and during the COVID-19 lockdown. Also, the dynamics of destinations of international tourists by different regions and the world in general for different types of travel limitations in 2020 are analyzed. It is detected an enhancement in percentage change of tourism destinations from July 2020 because the world began to open up to international tourism, mainly in the European Union. In this article, it is considered that the implementation of travel restrictions is clearly affected international travel. The dynamic of the international tourists’ destinations with a complete/partial closure of borders and other restrictions by region in 2020 during the COVID-19 pandemic are analyzed. The major trends in the tourism sector during the coronavirus crisis are highlighted. The main practical directions for the resuscitation of the tourism industry have been formed, which will have to reduce the negative consequences of the COVID-19 pandemic and created a basis for increasing the competitiveness of domestic tourism. It is determined that support for the development of the tourism industry at the central and local levels should be based on the expected preferences of tourists and the risk of using illegal resorts with the possibility of infection. The article examines the main problems of the tourism sphere of Ukraine, which arise as a result of the introduction of measures to overcome the coronavirus pandemic in the world and in Ukraine in particular. Using the experience of other countries and international recommendations, measures for intersectoral cooperation in the context of increased epidemic risks are proposed. The article reveals the peculiarities of the development of the tourist sphere of Ukraine in the conditions of increased epidemic risks. Modern tendencies of functioning of the tourist sphere of the country are investigated. The tourism sector is suffering on a global scale due to the implementation of measures to overcome the coronavirus pandemic and the uncertainty of further development of the situation. According to various scenarios, in 2020 the volume of international tourist arrivals is expected to fall by 58-78% compared to last year. According to experts, the recovery of demand to the level of 2019 will take at least two years. According to experts, the sphere of tourist services of the coronavirus crisis period will be characterized by giving consumers priority in terms of choice of shorter rest periods, a predominance of individual movement and individual accommodation, choice of health, sea, and rural tourism.
