Automation of enterprise management on the basis of economic and mathematical models, information technology is one of the main stages of development for all enterprises. The use of cognitive modeling allows making management decisions under uncertainty. The article considers the construction of an experimental model of automation of production accounting of material flows based on the use of fuzzy cognitive maps. The algorithm of cognitive modeling is presented. The main advantages of cognitive tools are noted: 1) the ability to study the fine structure of management decisions (the necessary sequence of management actions, the necessary degree of activity of these actions, the study of the dynamic stability of strategies, etc.); 2) the opportunity to explore the dynamics of management decisions at a qualitative level, without attracting for this purpose hard-to-access and not always reliable quantitative information, which is extremely important in a rapidly changing business environment and the growing pace of technological innovation.It is emphasized that none of the known management support tools has the above capabilities. Cognitive dynamic analysis significantly expands the tool base of management, based today mainly on the means of static situational analysis and prescription schemes of decision-making.In the construction of the experimental model, the target factors of the cognitive map are determined, the connectivity analysis is carried out and the process of propagation of disturbances on the graph is studied.The analysis showed that the proposed model is quite efficient and can be used to predict economic activity and determine the expected values of a number of parameters that need to be monitored to diagnose trends in the development of an industrial enterprise. The results of the work should be considered as a solution to a number of management tasks.

В статье рассматривается проблематика моделирования слабоструктурированных социально-экономических систем на основе применения когнитивного подхода. Предлагается авторская информационная технология поддержки когнитивного моделирования таких систем, основанная на использовании нечетких когнитивных карт. Описывается опыт применения предложенной технологии и реализующей ее программной системы при решении ряда практических задач исследования стратегий управления социально- экономическими системами. The article deals with the problems of modeling semi-structured socio- economic systems based on the use of the cognitive approach. The original information technology for supporting the cognitive modeling of such systems based on the use of fuzzy cognitive maps is proposed. The experience of using the proposed technology and the software system that implements it in solving a number of practical problems of researching strategies for managing socio-economic systems is described.

The paper investigates the peculiarities of constructing a cognitive model of development for enterprises on the basis of energy efficiency. The stages of conducting cognitive modeling for managing the development of enterprises in the energy industry have been determined within the scope of work. Cognitive analysis and modeling are conceptually innovative elements within the structure of the system dedicated to generation of efficient management decisions, which further allows: to study problems with vague factors and interconnections; to account for the impact of changes in the external environment; to use the objective trends in the innovative development of the situation to company’s advantage. Such technologies are increasingly gaining trust and confidence with organizations engaged in strategic and operational planning on all levels and across all spheres of innovation management of enterprise development. Employing cognitive technologies in the economic sphere enables to develop and substantiate a strategy of innovation management of enterprise development with the consideration for the impact of changes in external and internal environment. The work examines the factors of the cognitive model of innovation management of development for enterprise of energy industry based upon four sectors: enterprises in the energy sector; energy generation business; government; ecology. A study has been conducted in relation to the impact of 16 factors of external business environment on generating adjective decisions with regard to managing the development of enterprises in the energy industry on the basis of impulse modeling. It has been proven that within the system of innovation management of enterprise development the key object-oriented factor is the «Level of enterprise development» while other factors remain controllable. It is namely due to the dynamic analysis that it becomes possible to determine stabilizing and destabilizing factors of influence on the development of enterprises. Within the scope of the paper, the ranges of change in indicator factors related to management of enterprise development in the «min-max» system have been identified. Prospects of further research lie with constructing scenarios for development of enterprises in the energy industry, particularly with the implementation of impulse modeling that would allow to elaborate development strategies, specifically concerning the use of renewable sources of energy.

The problem of analysis and management of innovative activity in the region on the example of organizing the Scientific and Educational Center (SEC) with use of cognitive modeling tools is considered. Based on the normative documents requirements, the fuzzy cognitive map (FCM) of the problem situation under consideration is constructed, with the help of which the expected values of the SEC target indicators and the effectiveness of the SEC functioning as a whole are estimated. It is shown that the use of the genetic algorithm at the stage of optimizing the FCM parameters allows us to obtain reasonable recommendations for improving the efficiency of SEC due to a more rational distribution of financial resources.

Fuzzy Cognitive Maps (FCMs) have become a suitable and proven knowledge-based methodology for systems modeling and simulation. This technique is especially attractive when modeling systems characterized by ambiguity, and/or non-trivial causalities among its variables. The rich literature that is found related to FCMs reports very clearly many successful studies solved through the use of FCMs; however, when it comes to software implementations, where domain experts can design FCM-based systems, run simulations or perform more advanced experiments, not much is found or documented. The few existing implementations are not proficient in providing options for experimentation. Therefore, we believe that a gap exists, specifically between the theoretical advances and the development of accurate, transparent and sound FCM-based systems; and we advocate for the creation of more complete and exible software products. The goal of this paper is to introduce “FCM Expert”, a software tool for fuzzy cognitive modeling, where we focus on scenario analysis and pattern classification. The main features of FCM Expert rely on Machine Learning algorithms to compute the parameters that might define a model, optimize its network topology and improve the system convergence without losing information. Also, FCM Expert allows performing WHAT-IF simulations and studying the system behavior through a friendly, intuitive and easy-to-use graphical user interface.

An essential aspect of the country’s economic growth is the transfer of innovation, which is very important nowadays. The innovative projects can be implemented through it at the level of households, companies, institutions, and local communities. The transfer of innovations is intended to cause a cumulative effect and stimulate economic growth. It is important to determine the influence of different factors on this process and consider the feedbacks in the “enterprise-region-state” system, which will increase the level of control over the process. The paper aims to find scientific instruments for managing the multilevel transfer of innovations, representing the connections between factors that act as catalysts/inhibitors of that process. The proposed methodology uses systems analysis, indicative analysis, and cognitive modeling (Fuzzy Cognitive Maps (FCM)). Based on the study results, a cognitive model was formed based on identifying the “strength of impact” of connections between elements that determine the level of influence of the micro- and macro-environment factors of the innovation multilevel transfer. From a practical point of view, this allows obtaining forecasts of its behavior under different management actions. To implement the research results, it is necessary to determine management tools that will allow stakeholders in the system “enterprise-region-state” to make a transfer of innovations most effective. It demonstrates the need for further research in this area and assessing the potential consequences of management decisions for economic growth. The article identifies the interrelation between organizational changes and the organizational development of enterprises that affect the formation of the system for substantiation of management decisions. It has been proven that within the confines of cognitive modeling there exists a possibility for determining management decisions in respect of implementation of management of organizational development of the enterprise with account for primary processes that occur both within the enterprise and in its external environment. It is determined that the baseline for the cognitive approach is comprised by the complex system model in the form of a cognitive map. It is emphasized that the indeterminacy of a reference model is manifested in the insufficient completeness of information related to parameters of broadness of the range of services rendered by enterprises, quality of their provision as well as the socio-economic situation in the regions of the country and their areas of influence. Indeterminacies in modeling the anticipated state of enterprises emerge in the process of searching for an optimum combination of organizational measures for the most efficient solution to problems pertaining to the development of the sphere. Factors of the cognitive model of management of the organizational development of enterprises are investigated within the scope of the paper. The article studies the impact of 13 factors of internal business environment upon the formation of the system of management of organizational development of enterprises on the basis of impulse modeling. It is proven that within the system of management of organizational development of enterprises the target factor is the «Level of management decision making» while other factors under scrutiny are the guided ones. Employing namely the dynamic analysis allows to determine stabilizing and destabilizing factors of impact upon the organizational development of enterprises. The range of variation for indicator factors of management of organizational development of enterprises in the «min-max» system are identified within the framework of the article. Prospects of further research consist in the studies of the formation of alternative scenarios for management of organizational development of enterprises depending on the impact of diverse factors on the basis of cognitive modeling and determining the corresponding tools of organizational changes.
