The paper investigates the peculiarities of constructing a cognitive model of development for enterprises on the basis of energy efficiency. The stages of conducting cognitive modeling for managing the development of enterprises in the energy industry have been determined within the scope of work. Cognitive analysis and modeling are conceptually innovative elements within the structure of the system dedicated to generation of efficient management decisions, which further allows: to study problems with vague factors and interconnections; to account for the impact of changes in the external environment; to use the objective trends in the innovative development of the situation to company’s advantage. Such technologies are increasingly gaining trust and confidence with organizations engaged in strategic and operational planning on all levels and across all spheres of innovation management of enterprise development. Employing cognitive technologies in the economic sphere enables to develop and substantiate a strategy of innovation management of enterprise development with the consideration for the impact of changes in external and internal environment. The work examines the factors of the cognitive model of innovation management of development for enterprise of energy industry based upon four sectors: enterprises in the energy sector; energy generation business; government; ecology. A study has been conducted in relation to the impact of 16 factors of external business environment on generating adjective decisions with regard to managing the development of enterprises in the energy industry on the basis of impulse modeling. It has been proven that within the system of innovation management of enterprise development the key object-oriented factor is the «Level of enterprise development» while other factors remain controllable. It is namely due to the dynamic analysis that it becomes possible to determine stabilizing and destabilizing factors of influence on the development of enterprises. Within the scope of the paper, the ranges of change in indicator factors related to management of enterprise development in the «min-max» system have been identified. Prospects of further research lie with constructing scenarios for development of enterprises in the energy industry, particularly with the implementation of impulse modeling that would allow to elaborate development strategies, specifically concerning the use of renewable sources of energy.

The article identifies the interrelation between organizational changes and the organizational development of enterprises that affect the formation of the system for substantiation of management decisions. It has been proven that within the confines of cognitive modeling there exists a possibility for determining management decisions in respect of implementation of management of organizational development of the enterprise with account for primary processes that occur both within the enterprise and in its external environment. It is determined that the baseline for the cognitive approach is comprised by the complex system model in the form of a cognitive map. It is emphasized that the indeterminacy of a reference model is manifested in the insufficient completeness of information related to parameters of broadness of the range of services rendered by enterprises, quality of their provision as well as the socio-economic situation in the regions of the country and their areas of influence. Indeterminacies in modeling the anticipated state of enterprises emerge in the process of searching for an optimum combination of organizational measures for the most efficient solution to problems pertaining to the development of the sphere. Factors of the cognitive model of management of the organizational development of enterprises are investigated within the scope of the paper. The article studies the impact of 13 factors of internal business environment upon the formation of the system of management of organizational development of enterprises on the basis of impulse modeling. It is proven that within the system of management of organizational development of enterprises the target factor is the «Level of management decision making» while other factors under scrutiny are the guided ones. Employing namely the dynamic analysis allows to determine stabilizing and destabilizing factors of impact upon the organizational development of enterprises. The range of variation for indicator factors of management of organizational development of enterprises in the «min-max» system are identified within the framework of the article. Prospects of further research consist in the studies of the formation of alternative scenarios for management of organizational development of enterprises depending on the impact of diverse factors on the basis of cognitive modeling and determining the corresponding tools of organizational changes.

It is proved that innovations in the field of energy are a priority for sustainable development at all levels of the economy. The purpose of this work is to build a cognitive model of enterprise development based on energy saving. Cognitive-linguistic analysis has been used as the main method for forming a system of substantiation of managerial decisions. The choice of management decisions on the development of industrial enterprises on the basis of energy saving, which are determined by building a cognitive model, is substantiated. According to the results of the analysis, the influence of sixteen factors of the external business environment on the formation of adherent solutions for the management of industrial development based on pulse modeling is studied. It is proved that, in the system of innovative management of industrial enterprises development, the target factor is the “Level of enterprise development”, and other studied factors are controlled. The use of dynamic analysis makes it possible to identify stabilizing and destabilizing factors influencing the development of industrial enterprises. The ranges of change of factors-indicators of industrial enterprises development management in the system “minimummaximum” are defined. In conclusion, оn the basis of the constructed cognitive map of innovative management of the development of electricpower industry enterprises, the ranges of change of factors-indicators of enterprise development management are determined.

Influences from the modern business environment indicate the need for the incorporation of sustainability concepts from an innovation system perspective. In the presented research, we emphasize the energy efficiency concept within the frame of sustainability and innovation. The aim of this research was to underline and explore the relationships between innovation, energy efficiency, and sustainability in the construction industry. To answer the research questions, a questionnaire was created to explore the impact of the energy efficiency certification process on the innovation behavior of construction industry enterprises in Serbia. The results show that energy efficiency has supported innovation, and that there exists a relationship between sustainability and innovativeness in the construction industry. Applying energy efficiency passports has influenced the co-operation of enterprises in the construction sector and other actors in the national innovation system in Serbia. The innovation concept demonstrates that enterprises in the construction industry should be observed as a part of the wider picture—the national innovation system. In turn, the specific context of a particular national innovation system should be seen within the wider picture of national innovation systems of Central and Eastern European Countries (CEECs).

Introduction. The growing dependence of regional economies on innovation determines the importance of regional innovation policy, it being an integral part of regional economic policy. Within its framework, a constant assessment of mutual impact of the factors of regional development and successful startups is necessary. The goal of this study is to identify such basic factors. Materials and Methods. Regional socio-economic complexes of the Republic of Mordovia, Nizhny Novgorod Region and Samara Region are considered as the research object. Regional primary and secondary statistics on the research topic, legislative and regulatory acts of the federal and regional levels form the information basis of the study. The methods of system analysis, economic statistics, expert survey, economic and mathematical modeling as well as cognitive modeling were employed. Results. The primary and final lists of factors of mutual impact of innovative startups and the regional environment have been compiled. The features of modern startups and their interaction with the external environment have been exposed. The cause-and-effect relations between the factors have been identified. A quantitative and qualitative analysis of the factors, their grouping and classification for the subsequent modeling of innovative processes in the region has been performed. Discussion and Conclusion. The results obtained serve as the basis for correlation and regression analysis and the subsequent provision of a cognitive model of the regional innovation process that takes into account the peculiarities of the regions under consideration. The verified cognitive model makes it possible to construct prognostic scenarios of the impact of innovations on the regional growth and the influence of the regional environment on the growth of innovations, to conduct a justification, a comparative analysis and an assessment of the consequences of management decisions on development of the regional infrastructure to support entrepreneurship as well as to evaluate the adaptability of innovative startups to changes in external and internal environment factors.

This study was aimed at developing a cognitive—econometric model for assessing the effectiveness of the current governmental policies to support enterprises in Russia in the context of pandemic propagation. Using the Granger test and correlation analysis, we formed a system of key indicators that characterizes the economic development of SMEs (small and medium-sized enterprises) in Russia. Based on the revealed causal relationships and correlation coefficients, a model describing the impact of public policy support instruments on SME economic development was built using cognitive modeling. By means of the additive convolution method, the correlation coefficient between the Russia Small Business Index (RSBI) and the COVID-19 prevalence rate was used to predict the 2020 year-end RSBI value. Regarding the RSBI index forecast, the effectiveness of instruments of the state support for SMEs was evaluated. It was determined how much these indicators of the anti-crisis package of measures should change to increase SMEs’ business activities. The developed cognitive model can be utilized by private and governmental institutions to continuously monitor the effectiveness of public policies that support SMEs. It can also be used as a preventive indicator to evaluate the impact of the anti-crisis measures during pandemics and in the case of other exogenous risks threatening SMEs. The originality of the research results was determined by the econometric methods applied to empirically assess the effectiveness and degree of impact of governmental measures on the operation of SMEs under conditions of uncertainty.

Automation of enterprise management on the basis of economic and mathematical models, information technology is one of the main stages of development for all enterprises. The use of cognitive modeling allows making management decisions under uncertainty. The article considers the construction of an experimental model of automation of production accounting of material flows based on the use of fuzzy cognitive maps. The algorithm of cognitive modeling is presented. The main advantages of cognitive tools are noted: 1) the ability to study the fine structure of management decisions (the necessary sequence of management actions, the necessary degree of activity of these actions, the study of the dynamic stability of strategies, etc.); 2) the opportunity to explore the dynamics of management decisions at a qualitative level, without attracting for this purpose hard-to-access and not always reliable quantitative information, which is extremely important in a rapidly changing business environment and the growing pace of technological innovation.It is emphasized that none of the known management support tools has the above capabilities. Cognitive dynamic analysis significantly expands the tool base of management, based today mainly on the means of static situational analysis and prescription schemes of decision-making.In the construction of the experimental model, the target factors of the cognitive map are determined, the connectivity analysis is carried out and the process of propagation of disturbances on the graph is studied.The analysis showed that the proposed model is quite efficient and can be used to predict economic activity and determine the expected values of a number of parameters that need to be monitored to diagnose trends in the development of an industrial enterprise. The results of the work should be considered as a solution to a number of management tasks.

The article is aimed at developing methodical approaches to efficient management of the enterprise’s image in connection with the state of its economic security. It was concluded that the issue of the impact of the image on the economic security of enterprise today is paid insufficient attention. It is proved that in the conditions of unstable economic situation in Ukraine, the process of efficient management of the enterprise’s image should be based on the diagnosis of its economic security. A theoretical analysis of opinions in the scientific literature on the functional components of economic security of enterprise and the mechanism of their formation is carried out. The expediency of using the approach to the formation of the corporate image, taking into account the targeted impact of management entities on the participants of the business environment, is accentuated. A structure of economic security of enterprise in the context of modern tendencies is proposed. The functional components of economic security related to both the internal and the external aspects of the enterprise’s activity are studied in detail and their close relationship with the components of the image is determined. During the research, the lack of unity in the methodology of diagnostics of economic security of enterprise was proved. A methodical approach to mutually coordinated management of the image and economic security of enterprise is developed, which is based on the results of diagnostics of economic security levels and assessment of the real level of the enterprise’s image. It is emphasized the need to adhere to a certain sequence of actions directed towards forming a positive image of enterprise and managing it. Schematically depicted are the stages of managing the image of enterprise, taking into account the compliance of the levels of components of economic security of the image. A complex of measures is defined that are recommended to be used to maintain the image of enterprise: personnel, marketing, client and production-economic.

Purpose. Improving the productivity and energy efficiency of complex technological complexes through the development and use of scenario-cognitive modeling in control systems. Methodology. Fuzzy cognitive maps, in the form of a weighted oriented graph, were used to develop a scenario-cognitive model. As a result of the conducted research studies, a new strategy of generalization of an expert estimation of mutual influences of concepts on the basis of methods of the cluster analysis is offered. Findings. Based on experimental research and object-oriented analysis of a complex technological complex, a structure of a fuzzy cognitive model is created. A scenario-cognitive model in the form of a weighted oriented graph (fuzzy cognitive map) has been developed, which illustrates a set of connections and the nature of the interaction of expertly determined factors. To solve the problem of impossibility of operative interrogation of experts in case of change in parameters of functioning of difficult technological complexes, expert estimations of values of weight coefficients of mutual influence of concepts are received. Cluster analysis methods were used to group expert assessments and determine a single value as a result of the research. The results of the scenario-cognitive modeling of the enterprise showed that production shutdowns and abnormal situations related to the failure of electrical equipment, deviations of the technological regime and the quality of wastewater treatment have a significant impact on the dynamics of productivity, energy efficiency and efficient use of equipment. Originality. The new scenario-cognitive model developed for forecasting the situation in the absence of accurate quantitative information consists in creating a fuzzy cognitive map, for modeling which many parameters of complex technological complexes are expertly determined. Using the developed methodology, a degree of interaction of these parameters is found, which allows determining dynamics of change in target criteria of functioning under various management strategies. Practical value. On the basis of the created scenario-cognitive model, software has been developed which allowed analyzing dynamics of change in productivity, energy efficiency and efficiency of use of the equipment under possible scenarios of functioning of difficult technological complexes is developed.

Purpose. The aim of the article is to substantiate the concept of management of innovative development of energy service enterprises in Ukraine. Methodology of research. General and special methods are used in the course of the research, in particular methods: dialectics and scientific abstraction – in determining the essence of the concept of management of innovative development of energy service enterprises and its components; graphic – to depict the constituent elements of the concept in the relationship; monographic – to describe the concept, its ideas and provisions. Findings. The essence of the concept of management of innovative development of energy service enterprises as the generalized understanding of separate processes which comprehensively characterizes it and promotes achievement of the purposes or the decision of problems is defined. The constituent concepts are established, in particular: the purpose, principles and features of activity, and also functions, methods and tools by means of which the set purposes are reached. Emphasis is placed on the dependence of the management of innovative development of the enterprise on environmental factors that directly and indirectly determine the supply and demand for innovation in the field of energy services. A schematic representation of the concept is given. The essence and significance of each constituent element of the concept are detailed; the elements of the innovation management system are emphasized separately. The directions and tools of integration of innovative development into all subsystems of the enterprise are substantiated. The urgency of increasing the level of innovative development of energy service enterprises through the introduction of the latest developments is substantiated. Some innovative solutions to which energy service enterprises should pay attention are characterized. Originality. The understanding of the concept of management of innovative development of energy service enterprises is systematized, and also elements of external environment and system of management of innovative development are structured in detail. In contrast to existing developments, the proposed concept more clearly and comprehensively substantiates the theoretical foundations of integration of innovative development into all management subsystems, as well as systematizes the impact of external factors on the innovative development of energy enterprises. Practical value. The proposed concept forms a theoretical and methodological basis for improving the management system of innovative development of energy service enterprises and ensuring the growth of the level of innovative services to improve energy efficiency. The article investigates the optimization current assets structure of the enterprise. The assets of the company are one of the most important objects of financial management, because the condition and efficiency of their use affects the level of profitability of business activities. Undoubtedly, management decisions on current assets are characterized by a greater degree of maneuverability, which reinforces the need for increased attention to managing this type of assets. The purpose of the article is to scientifically substantiate the theoretical and practical principles of applying the liquidity criterion in optimizing the structure of current assets of the enterprise, to determine the impact of the applied criterion on the efficiency of use of current assets and their components. Decisions to improve the management of current assets should be based on key criteria, taking into account the state of the enterprise, the results of the financial analysis, which are the basis for making effective management decisions. In our opinion, one of the important criteria that determines the solvency of an enterprise is liquidity. At the enterprise under study, the liquidity indicators are not within the normative values. The proposed optimal structure of current assets, determined on the basis of ensuring the normative values of liquidity indicators, has demonstrated its effectiveness. The result of the optimization was an increase in the turnover of current assets and an increase in the efficiency of their use. Current assets forecast should become a must for financial work in every domestic enterprise. Different variants of the structure should be forecasted according to the selected criteria, based on the goals of the enterprise development and the initial conditions of its functioning.
