At the end of 2005 and in 2006, the Western Cape suffered extended blackouts. The cuts came as a shock and customers were loud in their criticism of Eskom and the City of Cape Town’s failure to provide a reliable electricity supply. The utility Eskom’s responses included the introduction of an aggressive Demand Side Management (DSM) programme with the goal of saving electricity and reducing the need to shed customers. In Khayelitsha, Cape Town, the DSM programme entailed an exchange and subsidy programme: households were encouraged to swop their two-plate electric stoves for Liquid Petroleum Gas (LPG) stoves. This intervention is the subject of this paper. The results of the study were analysed in terms of the socio-economic characteristics of the sample interviewed, multiple fuel use and transition trends in households in urban areas, changes in behaviour in electricity and LPG use, changing perceptions of LPG and the impact of the intervention. Previous studies in household energy use showed that people perceived LPG to be dangerous saying that it posed a greater danger to the household than paraffin since it might explode. Surprisingly, during the electricity power cuts in 2006, people in low-income communities, readily accepted LPG stoves in great numbers and a year later, up to 89% of the households surveyed, reported still using LPG for cooking.

South African adolescents show increased levels of suicidal behaviour. This article explores the perceptions of adolescents at risk of suicide regarding the psychosocial stressors they believe contribute to suicidal behaviour among South African adolescents. This study was conducted on 214 adolescents from the Western Cape Province with a high suicide risk. The group was selected on the basis of their high scores on the Suicidal Ideation Questionnaire. A qualitative content analysis was performed with their responses on a question about the reasons for adolescent suicide. The analysis highlighted risk factors relating to substance abuse, negative emotional experiences, lack of self-esteem, problem-solving ability and hope for the future; negative family environment and conflict in family relationships; peer group and romantic relationships; stressful life events; and socioeconomic factors. Guided by the Conservation of Resources (COR) theory suggestions were made for adolescent resource development to counter-act the impact of the various stressors they experience.

BACKGROUND The impact of climate temperature on the counts (number of positive COVID-19 cases reported), recovery, and death rates of COVID-19 cases in South Africa's nine provinces was investigated. The data for confirmed cases of COVID-19 were collected for March 25 and June 30, 2020 (14 weeks) from South Africa's Government COVID-19 online resource, while the daily provincial climate temperatures were collected from the website of the South African Weather Service. Our result indicates that a higher or lower climate temperature does not prevent or delay the spread and death rates but shows significant positive impacts on the recovery rates of COVID-19 patients. Thus, it indicates that the climate temperature is unlikely to impose a strict limit on the spread of COVID-19. There is no correlation between the cases and death rates, an indicator that no particular temperature range is closely associated with a faster or slower death rate of COVID-19 patients. As evidence from our study, a warm climate temperature can only increase the recovery rate of COVID-19 patients, ultimately impacting the death and active case rates and freeing up resources quicker to enable health facilities to deal with those patients' climbing rates who need treatment. OBJECTIVE This study aims to investigate the impact of climate temperature variation on the counts, recovery, and death rates of COVID-19 cases in all South Africa's provinces. The findings were compared with those of countries with comparable climate temperature values. METHODS The data for confirmed cases of COVID-19 were collected for March 25 and June 30 (14 weeks) for South African provinces, including daily counts, death, and recovery rates. The dates were grouped into two, wherein weeks 1-5 represent the periods of total lockdown to contain the spread of COVID-19 in South Africa. Weeks 6-14 are periods where the lockdown was eased to various levels 4 and 3. The daily information of COVID-19 count, death, and recovery was obtained from South Africa's Government COVID-19 online resource (https://sacoronavirus.co.za). Daily provincial climate temperatures were collected from the website of the South African Weather Service (https://www.weathersa.co.za). The provinces of South Africa are Eastern Cape, Western Cape, Northern Cape, Limpopo, Northwest, Mpumalanga, Free State, KwaZulu-Natal, Western Cape, and Gauteng. Weekly consideration was given to the daily climate temperature (average minimum and maximum). The recorded values were considered, respectively, to be in the ratio of death-to-count (D/C) and recovery-to-count (R/C). Descriptive statistics were performed for all the data collected for this study. The analyses were performed using the Person’s bivariate correlation to analyze the association between climate temperature, death-to-count, and recovery-to-count ratios of COVID-19. RESULTS The results showed that higher climate temperatures aren't essential to avoid the COVID-19 from being spread. The present results conform to the reports that suggested that COVID-19 is unlike the seasonal flu, which does dissipate as the climate temperature rises [17]. Accordingly, the ratio of counts and death-to-count cannot be concluded to be influenced by variations in the climate temperatures within the study areas. CONCLUSIONS The study investigates the impact of climate temperature on the counts, recovery, and death rates of COVID-19 cases in all South Africa's provinces. The findings were compared with those of countries with comparable climate temperatures as South Africa. Our result indicates that a higher or lower climate temperature does not prevent or delay the spread and death rates but shows significant positive impacts on the recovery rates of COVID-19 patients. Warm climate temperatures seem not to restrict the spread of the COVID-19 as the count rate was substantial at every climate temperatures. Thus, it indicates that the climate temperature is unlikely to impose a strict limit on the spread of COVID-19. There is no correlation between the cases and death rates, an indicator that there is no particular temperature range of the climatic conditions closely associated with a faster or slower death rate of COVID-19 patients. However, other shortcomings in this study's process should not be ignored. Some other factors may have contributed to recovery rates, such as the South African government's timely intervention to announce a national lockout at the early stage of the outbreak, the availability of intensive medical care, and social distancing effects. Nevertheless, this study shows that a warm climate temperature can only help COVID-19 patients recover more quickly, thereby having huge impacts on the death and active case rates.

Electric vehicle (EV) charging infrastructure rollout is well under way in several power systems, namely North America, Japan, Europe, and China. In order to support EV charging infrastructures design and operation, little attempt has been made to develop indicator-based methods characterising such networks across different regions. This study defines an assessment methodology, composed by eight indicators, allowing a comparison among EV public charging infrastructures. The proposed indicators capture the following: energy demand from EVs, energy use intensity, charger’s intensity distribution, the use time ratios, energy use ratios, the nearest neighbour distance between chargers and availability, the total service ratio, and the carbon intensity as an environmental impact indicator. We apply the methodology to a dataset from ElaadNL, a reference smart charging provider in The Netherlands, using open source geographic information system (GIS) and R software. The dataset reveals higher energy intensity in six urban areas and that 50% of energy supplied comes from 19.6% of chargers. Correlations of spatial density are strong and nearest neighbouring distances range from 1101 to 9462 m. Use time and energy use ratios are 11.21% and 3.56%. The average carbon intensity is 4.44 gCO2eq/MJ. Finally, the indicators are used to assess the impact of relevant public policies on the EV charging infrastructure use and roll-out.

Botswana like other developing countries faces a problem of acute shortage of housing, particularly for low-income urban families. The current housing problems are the outcomes of the economic, demographic and social changes which the country has experienced since independence in 1966. In particular the urbanization process which surfaced in the early 1980?s. The government has sought to cope with the problem of low-income urban housing by establishing a Self-Help Housing (SHHA) program in the main urban centers. The evaluation findings reveal that, on the whole, the impact of the SHHA approach on the improvement of low-income urban housing has been unsuccessful. The major problems of the scheme are lack of serviced land and inadequate finances for plot development. This has been exacerbated by the high urban development standards which are out of the reach of low-income urban families. The evaluation study also reveals that, there are some indications of non low-income urban households living in SHHA areas. The available evidence reveals that the number of those people in SHHA areas is not as big as has been speculated by most people in the country. However this paper calls for more investigation in this issue and a need for more tight measures to control this illicit practice. The major conclusions are that housing policies in Botswana are not supportive of the general housing conditions in low-income urban areas. Therefore there is a need for urban planners and policy makers of Botswana to take more positive action towards the improvement of low-income urban areas. This would require pragmatic policies geared towards the improvement of those areas. .

This study examined the environmental Kuznet’s curve based on the household energy use and pollution of carbon dioxide in Nigeria as a means of identifying efficient energy for a sustainable environment. Secondary data sets obtained from National Bureau of Statistics on the General Household Survey (2010-11, 2012-13, 2015-16 and 2018-19) were utilized. The study employed descriptive statistics, Consumer Lifestyle Approach and the Econometric specification for income-pollution models. The result showed that the use of diesel and kerosene were declining over the years while Liquefied Petroleum Gas (LPG), electricity and petrol recorded an increasing pattern. However, charcoal and fuelwood usage experienced some decline for the first three years of the survey and rose in 2019. The results also revealed that the total of 105674, 76329, 70006 and 47586 kg of carbon dioxide were emitted monthly based on the four data sets used respectively. With a total of 296064 and 303037 kg for rural and urban households respectively and on the average a household emits a total of 19 kg of carbon dioxide. With regards to the pollution-income relationship, the coefficients of income(y), (y2) and (y3) were all negative, although significant at 1% levels. Indicating that the Kuznets hypothesis was partially applicable to the Nigerian households, while educational level and sex were found to be negative but significant at 1% levels. On the contrary, the family size was positive and significant at 1% level but age of the household head was insignificant determinant of carbon dioxide emission. The paper recommended that the Nigeria government should improve electricity supply, LPG and the income of the households.

Purpose This paper aims to explore the social impact of the COVID-19 pandemic, focusing on issues facing older people living in urban areas characterised by multiple deprivation. Design/methodology/approach The paper first reviews the role of place and neighbourhood in later life; second, it examines the relationship between neighbourhood deprivation and the impact of COVID-19; and, third, it outlines the basis for an “age-friendly” recovery strategy. Findings The paper argues that COVID-19 is having a disproportionate impact on low-income communities, which have already been affected by cuts to public services, the loss of social infrastructure and pressures on the voluntary sector. It highlights the need for community-based interventions to be developed as an essential part of future policies designed to tackle the effects of COVID-19. Originality/value The paper contributes to debates about developing COVID-19 recovery strategies in the context of growing inequalities affecting urban neighbourhoods.

The sustainable use of clean and safe sources of energy is indeed a global challenge. Traditional and unsafe forms of energy use is predominant among households in sub-Saharan Africa. This is not only a threat to the environment, but also constitutes health risk to the population. In the Nigeria context, this study provides the first attempt to estimate household energy poverty status and also investigate the driving factors of household energy poverty status using the National Demographic Health Survey (NDHS) dataset. The analytical techniques adopted in this study are based on Multidimensional Energy Poverty Index (MEPI) and Tobit regression model. Our results show that national average MEPI was 0.38, suggesting that majority of the households are energy poor. Energy poverty is however found to be higher in rural areas than in urban areas. We also found that male-headed households, age, rural sector and northeast residents are found to be the energy poverty enhancing factors, while household income and credit access are energy poverty inhibiting factors. The study concludes that income smoothening among other energy poverty reduction interventions should be prioritized, especially among rural households in order to help them exit energy poverty trap.

AbstractObjectiveAlmost no previous research has examined the impact of the US Department of Agriculture’s (USDA) Summer Food Service Program and related Seamless Summer Option, which provide meals and snacks to low-income children over the summer. The present study investigated whether geographic accessibility of summer meals programme sites (a proxy for programme participation) was associated with food insecurity for low-income households.DesignThe study used data from the California Health Interview Survey (CHIS) and administrative data on summer meals sites in California. Geocoding was used to calculate driving time between CHIS households and nearby summer meals sites. Geographic accessibility was measured using a gravity model, which accounted for the spatially distributed supply of and demand for summer meals. Food insecurity and very low food security were measured using a standard six-item measure from the USDA.SubjectsLow-income families with children (n5394).SettingA representative surveillance study of non-institutionalized households in California.ResultsGeographic accessibility was not associated with food insecurity. However, geographic accessibility was associated with a significantly lower probability of very low food security in the full sample and among households with younger children and those living in less urban areas.ConclusionsThe USDA’s summer meals programme may be effective at reducing the most severe form of food insecurity for low-income households with children. Expanding the number of summer meals sites, the number of meals served at sites and sites’ hours of operation may be effective strategies to promote nutritional health over the summer months.

Cooking energy is a necessary input for satisfying the basic human need of survival. Much has been written about poverty, energy, development, envi-ronment and gender, but unfortunately, recent poli-cies adopted by the South African government have completely failed to adequately address the issue. The focus of energy and most notably renewable energy policy has shifted form the previous approach of increasing access to energy sources for low-income households to addressing climate change issues. Pro-poor policies have suffered and important fuel such as wood fuel is not addressed. It is argued that without adequately addressing ther-mal requirements of low-income households, ener-gy poverty cannot be addressed. The aim of the paper is firstly, to contextualise cooking and cooking energy within a framework of household energy, poverty, multiple fuel use and gender issues and secondly, to provide an overview of the cost and externalities associated with household cooking. Lastly, the paper proposes interventions to address cooking energy in a sustainable manner in South Africa.
