The objective of this study was to determine whether and to what extent Common Agricultural Policy (CAP) measures actually succeed in preserving the diversity of agricultural landscapes. This paper assesses the effects of agricultural policy on changes in the diversity of agricultural landscapes in Slovenia. Diversity is measured by the Shannon index and the Simpson index, while the impacts were estimated using a spatial lag model. The results show that direct payments decrease landscape diversity by 2 index points per 1 000 EUR/ha, but agri-environmental payments for reducing negative impacts on the environment and those for nature conservation increase agricultural landscape diversity by 2.8 index points and 12.30 index points per 1 000 EUR/ha, respectively. Furthermore, we did not find any statistically significant effects of habitat protection payments on landscape diversity. Since direct payments are almost four times larger on average as agri-environmental payments, they preserve landscape diversity only to a limited extent.

Abstract Traditional agricultural landscapes are a mosaic of small-scale arable fields and permanent agricultural cultivations such as grasslands, vineyards and high-trunk orchards. Most of them are threatened by abandonment as they are usually situated in marginal mountain regions with less favourable conditions for agriculture. Our aim was to analyse the distribution of traditional agricultural landscapes in less favoured areas and the effects of the supportive measures of the Common Agricultural Policy, which are oriented towards helping farmers from these areas in maintaining traditional agriculture. Except for traditional agricultural vineyard landscapes, almost all TAL plots are situated in less favoured areas. Most of them are located in mountain areas with less favourable conditions for agriculture. Abandonment of traditional agricultural landscape inside the less favoured areas is significantly higher than in locations elsewhere. The supportive measures of the Common Agricultural Policy do not effectively mitigate this abandonment. If we would like to maintain traditional agricultural landscape in less favoured areas, it is necessary to stop the existing negative trend of abandonment and search for new ways to motivate farmers to continue their traditional farming by adjusting the conditions of the common agricultural policy to benefit small farmers as well.

This chapter examines the processes that make up the European Union’s common agricultural policy (CAP), with particular emphasis on how the Community method functions in agriculture and how it upheld for decades the walls of fortress CAP. Today’s CAP bears little resemblance to the system of the 1960s, except for comparatively high tariff protection. The controversial device of price support has largely been replaced by direct payments to producers. The chapter first provides an overview of the origins of CAP before discussing two variants of the Community method in agriculture: hegemonic intergovernmentalism and competitive intergovernmentalism. It argues that the challenge for CAP regulators today is not to prevent a hypothetical comeback to the price-support system or generalized market intervention, but to prevent the fragmentation of the single market through a muddled implementation of greening and the consolidation of uneven regimes of support among member states.

Ecosystem services (ES), as an interconnection of the landscape mosaic pieces, along with temporal rivers (IRES) are an object of research for environmental planners and ecological economists, among other specialists. This study presents (i) a review on the importance of IRES and the services they can provide to agricultural landscapes; (ii) a classification tool to assess the impact of IRES to provide ES by agricultural landscapes; (iii) the application of the proposed classification to the Caia River in order to identify the importance of this intermittent river for its surrounding agricultural landscape. The classification of the ES follows the Common International Classification of Ecosystem (CICES) classification that was adapted for the purposes of this study. Firstly, the list of ES provided by agricultural landscape was elaborated. In the next step, we assessed the potential of IRES to provide ES. Next, IRES impacts to ES within the agricultural landscape were evaluated according to observations from the conducted field monitoring in the study area. This study focuses on the relevance of the intermittent Caia River—a transboundary river in Spain and Portugal—and its ephemeral tributaries in the agricultural landscape. Our study estimates that each hydrological phase of IRES increases the ES provided by the agricultural landscape. However, the dry phase can potentially have negative impacts on several services. The intensification of the agricultural sector is the main provision of the water resource within the Caia River basin, but we were able to identify several other ES that were positively impacted. The present study is in line with the conclusions of other authors who state that IRES constitute a valuable resource which should not be underestimated by society.

The Common Agricultural Policy (the CAP) is the most important common policy of the European Union, for which reason it traditionally monopolizes a large part of the European Union budget. Without doubt, the aids that farms receive from this policy are the pillar on which it sustains the battered agricultural sectors. Among CAP aid, direct payments are particularly important, in 2008 accounting for about 37% of the total EU budget. The main objective of this paper is to analyse the effects that the distribution of the CAP direct payments have on the agrarian economy. Specifically, we have analysed the equality level in distribution of CAP direct aid in the countries of the European Union using a concentration index. In this way, we have examined the fairness of distribution of CAP direct aid in the agricultural sector.

The increasing frequency and magnitude of adverse meteorological events together with the growing uncertainty in the upcoming future pose more and more challenges to agriculture. Therefore, the future sustainability of agriculture will increasingly depend on its resilience, i.e. the capacity to withstand various perturbations and to recover from them. The direct payment (DP) system of the EU Common agricultural policy (CAP) is the most financed EU support scheme for agriculture; however, research on its impact on the important phenomena of resilience is scarce and fragmented. In order to fill this gap, this paper offers an extensive overview of literature and a summarized list of factors that are mentioned most often as potentially influencing the agricultural resilience. Based on this, the possible impact of DP on agricultural resilience was analyzed. In this paper, it is argued that this impact is transferred mostly through changing farms’ financial capabilities as well as farmers’ attitudes and behavior, and is both positive and negative. Such phenomena as low crop insurance uptake and decrease in productivity may be due to the overcrowding effects of direct payments. These hypotheses are being tested in a survey, conducted in the meantime.

<p>Following their introduction in 1992,direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States.</p>

The aim of this study is to present the instruments of direct support after 2020. The article presents the history of direct payments since their establishment in 1992 to today’s model of direct support that agricultural producers receive. The study also presents the position of the Polish Government regarding legislative proposals of the Common Agricultural Policy after 2020.
