The information impact of innovative technologies on the international system significantly changed the forms, methods and content of traditional diplomacy that it needs to be considered in the implementation of foreign policy activities because the preservation of the optimal balance between security and active foreign policy requires sufficient political, intellectual, technological, organisational and financial resources. In the paper, it was studied such trends of Ukraine’s public diplomacy as an image, investment, culture and media, as well as compared Ukraine’s position and the Eastern Partnership countries in the international rating indexes during 2013-2018/2019. The results show that there is a gap between the intentions and outcomes of governmental communication with the foreign audience but Ukraine’s position is better among the Eastern Partnership countries. The findings suggest that a conceptual program of public diplomacy should be developed in Ukraine for effective explanation state’s foreign policy initiatives to the global and domestic public. The paper draws conclusions about the main components of Ukraine’s public diplomacy strategy which can be an area for further research.

«Soft power» is a set of activities designed by a government or regional and international actors aimed to influence external public opinion, promote external image or attract support for a particular policy, which is implemented through all the available tools and new technologies. The non-governmental actors also play an effective and important role in this diplomacy. Considering the public diplomacy and soft power of the Islamic Republic of Iran as a deliberate and conscious approach can be of great importance in the country's grand strategies that will strengthen national interests in the domestic sphere and influence them at regional and global levels. The article analyzes the role of Iran’s soft power in confronting Iranophobia. The study is aimed at presenting a theoretical definition of public diplomacy and soft power in foreign policy and international system, and then examines its role in the foreign policy of the Islamic Republic of Iran with an emphasis on confronting Iranophobia.The authors answer the research question: “What is the role of soft power in the foreign policy of the Islamic Republic of Iran in confronting Iranophobia?” The research method is descriptive-analytical based on historical evidence, documents, and analytical issues of theorists, authors, and media being expressed in the theoretical framework of soft power. The paper is based on a synthesis of Stephen Walt’s “balance of threat” theory with Alexander Wendt’s social constructivism to explain the Iranian “threat” in American foreign policy.The findings of this research show that without the use of force and disturbing the balance in the international relations, using a variety of tools and instruments the Iranian public diplomacy and soft power might be effective to reduce the global and regional atmosphere of Iranophobia and undermine anti-Iranian solidarity.

The International Astronomical Union (IAU) announced its Strategic Plan on Astronomy for Development in 2009, during the International Year of Astronomy (IYA). One of its main components was the creation of the Office of Astronomy for Development (OAD) and corresponding Regional Offices (ROADs) for implementation and coordination of its aims. The OAD was created in Cape Town, South Africa and later on ROADs were created in 11 regions. Since 2015, Armenia hosts one of them, IAU South West Asian (SWA), later renamed to South West and Central Asian (SWCA) ROAD. At present, already 6 countries have officially joined (Armenia, Georgia, Iran, Kazakhstan, Tajikistan, and Turkey), but the Office serves for a rather broad region, from Eastern Europe to Central Asia. Armenia's geographical location and its historical role in astronomy (both for well-known archaeoastronomical heritage and the presence of the famous Byurakan Astrophysical Observatory (BAO) founded by Viktor Ambartsumian in 1946) serve as a link between Europe and Eastern Partnership countries, Middle East and Asia in general. We run activities in 3 directions, Task Forces (TF): TF1 Universities and Research, TF2 Children and Schools and TF3 Public Outreach. We present our projects and all other accomplishments and discuss the role of our ROAD in maintaining contacts and development of astronomy in the region, as well as contacts between Europe and the Eastern Partnership countries. BackgroundWhile no normative definition exists, medical professionalism emphasises a set of values, behaviours and relationships that underpin public trust in a physician. The empirical setting for this study is the Irish health care system where GPs receive income through a unique mix of private fee income and state funded capitation. GPs’ income per patient has fallen by 33% under state schemes between 2008 and 2013 due to changes in health policy and national fiscal constraints.AimThis paper examines how general practitioners conceptualise and operationalise medical professionalism and financial self-interest in the Irish healthcare system.MethodTo address this research aim, a historical documentary analysis (2009–2016) of national and medical newspapers was used to investigate GPs’ expressions of medical professionalism and financial self-interest.ResultsThe vagueness of language in differing definitions of medical professionalism may lead to a GP having a fluid interpretation depending on the situation. While general practitioners expressed core humanistic values, such as empathy and compassion, the expression of altruistic values were limited when practitioners indicated there was constraint on the financial resources of a practice.ConclusionCentral to the analysis of a medical practitioner’s treatment of patients and receipt of fee income is the tension between medical professionalism and financial self-interest. Developing an understanding of this tension has implications for those undertaking healthcare policy initiatives and the recruitment and retention of general practitioners in primary care.

Since the end of the Cold War, religion has been systematically brought to the fore of American foreign policy. US foreign policymakers have been increasingly tasked with promoting religious freedom globally, delivering humanitarian and development aid abroad through faith-based channels, pacifying Muslim politics and reforming Islamic theologies in the context of fighting terrorism, and engaging religious actors to solve multiple conflicts and crises around the world. Across a range of different domains, religion has progressively become an explicit and organized subject and object of US foreign policy in ways that were unimaginable just a few decades ago. If God was supposed to be vanquished by the forces of modernity and secularization, why has the United States increasingly sought to understand and manage religion abroad? In what ways have the boundaries between faith and state been redefined as religion has become operationalized in American foreign policy? What kind of world order is emerging in the twenty-first century as the most powerful state in the international system has come to intervene in sustained and systematic ways in sacred landscapes around the globe? This book addresses these questions by developing an original theoretical framework and drawing upon extensive empirical research and interviews. It argues that American foreign policy and religious forces have become ever more inextricably entangled in an age witnessing a global resurgence of religion and the emergence of a postsecular world society.

In this globalized world, education has become an important medium to enhance people-to-people contact. The Delores report of the International Commission on Education for the 21st century highlights the enormous potential of higher education to use globalization as a resource for bridging the knowledge gap and enriching cross-cultural dialogue. As a major contributor to soft power and an important field of public diplomacy, international education can have a wealth of advantages, including the ability to generate commercial value, promote a country’s foreign policy goals and interests, and contribute to economic growth and investment. The People’s Republic of China, well-known for being the world’s most populous nation and the global economic powerhouse, prioritizes the internationalization of the country’s higher education system. China is looking to expand its higher education program and carry out its diplomatic project in South Asia. In this sense, the South Asian zone, especially Nepal, is significant for China, where its educational diplomacy is playing as a “bridge between Sino- Nepal relations.” In this review, we describe the place and priority of “Education” in China’s foreign policy; explore China’s mediums of investment in Nepal’s education sector; and highlight the importance of educational aid in Sino-Nepal relations. Chinese educational aid to Nepal takes many forms, where Nepali students and officials engage with Chinese investment to enhance their career prospects and the education system in Nepal.

Summary What are the public diplomacy strategies for legitimising a pro-Islamist foreign policy? This research unveils how Turkey, which has been a vocal supporter of the Muslim Brotherhood and its affiliates across the Middle East since the Arab Spring, draws on pan-Islamic soft power, neo-Ottoman myth-making and public diplomacy strategies embedded in the precepts of the strategic depth doctrine to rationalise its pro-Hamas foreign policy position under the Justice and Development Party (AKP). By employing critical discourse analysis to the political speeches delivered by the Turkish government officials in domestic and international fora, this article suggests that Turkey has sought to legitimise its pro-Islamist foreign policy and subvert the terrorist designation of Hamas internationally through the humanitarian, Islamic and neo-Ottoman framings of the Palestinian issue. It is argued that Turkey’s public diplomacy of Hamas constitutes part and parcel of the AKP’s grand strategy to project Islamic soft power.

The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.
