The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.

Increases in mobile phone ownership and Internet access throughout Africa continue to motivate initiatives to use information and communication technologies (ICTs)—in particular, mobile phones—to address long-standing socioeconomic problems in the “developing world.” While it is generally recognized that mobile phones may help to address these problems by providing pertinent information, less widely known is exactly how (and if) a handset’s human–computer interface—that is, its software and hardware design—supports this form of communication. The concept of “affordances” has long been used to answer such questions. In this paper, we use Hartson’s definition of affordances to qualitatively investigate rural Kenyan women’s interactions with their mobile phones. Our detailed analysis provides empirically grounded answers to questions about the cognitive, physical, and sensory affordances of handsets used in our field sites and how they support and/or constrain mobile communication. We then discuss the implications of our findings: in particular, how this affordance-based approach draws attention to mobile phones’ design features and to the context in which they and their users are embedded—a focus which suggests new design and research opportunities in mobile communication.

The changes taking place in the modern Russian labor market with regard to the organization of labor of employees, the content of freelancing have been considered. The socio-economic essence of freelancing has been revealed. A сharacteristic of self-employed, including the number, their social affiliation and economic activities has been given. The prerequisites, that caused the development of freelancing in Russia, have been determined. Based on the data of a number of studies, the positive aspects of freelance have been analyzed and problems in its development have been named. The main attention has been paid to the definition of the prospects of freelance development in modern Russia in the conditions of wide application of information and communication technologies.

Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

Introduction. Modern education of children is one of the most rapidly changing systems, actively using modern capabilities of information and communication technologies and e-learning tools. Information and communication technologies increase the load on the visual, auditory analyzers, the nervous system and contribute to the development of overwork in children. The use of digital media is becoming increasingly widespread, not only in school, before and in preschool education. To substantiate the concept and integrated system of the hygienic safety of electronic educational content and children’s life in conditions of hyper-informatization, physiological and hygienic studies are required. Materials and methods. In order to develop the scientific foundations and technologies for ensuring the hygienic safety of children in the “Digital School”, an expert-analytical study was carried out based on the results of representative hygienic observations and non-randomized controlled studies with Contribution of volunteers. Results. Studies of childhood hygiene allowed justifying the modern system of hygiene and health care of children and adolescents in a hyper-informational society, including criteria of the hygienic safety, including in the editorial, intended for children and adolescents; sanitary rules and norms of ensuring the hygienic safety of the new generation; federal recommendations of medical support of students in the conditions of using information and communication technologies; federal guidelines for students ’mental health and well-being; recommendations to the family in the field of ensuring the safety of children’s life in a digital environment; recommendations to producers and distributors of content in the field of ensuring the medical, psychological and pedagogical safety of children’s life, including the age marking of information products; gaming educational and educational programs on the rules for the safe use of children on the Internet; a system for monitoring the effectiveness of hygienic safety policies and protecting children from negative information in a hyper-information society. Conclusion. The developed system and technologies for ensuring the hygienic safety of the “Digital School” are significant for the medical and preventive basis of the health saving of students in the Decade of Childhood in Russia (2018-2027).

ABSTRACT This work addresses the risk that adolescents face when they misuse the Internet. The results of an investigation carried out with 206 adolescents about the use of Internet, cyberbullying and sexting are presented. The results showed that parents of adolescents are unaware of their children's use of social networks, girls practice sexting more than boys, and there are more boys who practice cyberbullying in the role of executioner, while girls star in it as the victim.RESUMENEste trabajo aborda el riesgo que corren los adolescentes cuando hacen un mal uso de Internet. Se exponen los resultados de una investigación llevada a cabo con 206 adolescentes en los que se analiza el uso de Internet, el ciber acoso (ciberbullying) y el sexting. En los resultados señalamos que los padres de los chicos y las chicas adolescentes desconocen el uso que hacen sus hijos de las redes sociales, las chicas practican más el sexting que los chicos en la adolescencia, siendo el sexting una nueva forma de sexismo impulsado por las tecnologías, y son más los chicos que practican el ciberbullying en el rol de verdugo, mientras que las chicas lo protagonizan desde el papel de víctima.

Information and Communication Technologies (ICT) have been at the heart of economic changes for more than a decade. ICT producing sectors play an important role, notably by contributing to rapid technological progress and productivity growth. The existence of a widely accepted definition of the ICT sector is the first step towards making comparisons across time and countries possible. International comparisons are made more difficult by the lack of harmonization in the definitions of indicators. Accordingly, there is renewed interest in measuring productive efficiency to determine the degree of inefficiency (if any) and the sources of inefficiency, if it exists. This chapter provides a broad theoretical and empirical review regarding productive efficiency as well as its relationship to productivity enhancement, especially focusing on ICT and FDI investments, comprising two of the most important productivity enhancement means.

Social Network Sites (SNS) have very rapidly become part of the daily reality of Internet users in recent years. Firms also use social networks as a two-way communication with their current and potential customers. This exploratory work means to analyze if Internet users’ gender influences the behavior of using social networks. There is a reason for this. Despite Information and Communication Technologies (ICT) acceptance and use being more frequent in men, according to the previous literature, in line with different surveys on the subject, social networks are more used by women. The authors, therefore, analyze in this chapter if there are gender differences in the constructs of technology’s classic models, such as the TAM (Technology Acceptance Model) and the TPB (Theory of Planned Behavior). They use a sample of 1,460 university students.
