Collaboration: A Strategy for Neighborhood Planning

In 1990, the Ford Foundation launched the Neighborhood and Family Initiative Project (NFI) in four U.S. cities. A low-income neighborhood in each of the four cities is the target for the initiative, which is administered through a local community foundation in each city. The initiative relies on neighborhood leadership to develop strategic plans which reflect the goals and aspirations of neighborhood residents and institutions. A collaborative, or committee, composed of neighborhood leaders and key representatives from the public and private sectors is charged with overseeing the planning process.

Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning.

In the past decades many cities have experienced growing pressure to produce and stage cultural events of different sorts to promote themselves and improve economic development. Culture-led development often relies on significant public investment and major private-sector sponsoring. In the context of strained public finances and profound economic crisis in European peripheral countries, local community low-budget events that manage to create significant fluxes of visitors and visibility assume a particular relevance. This paper looks at the four editions (2011–2014) of Noc-Noc, an arts festival organized by a local association in the city of Guimarães, Portugal, which is based on creating transient spaces of culture by transforming numerous homes, commercial outlets and other buildings into ephemeral convivial and playful ‘public’ environments. By interviewing a sample of people who have hosted (sometimes doubling as artists) these transitory art performances and exhibitions, artists and the events’ organizers and by experiencing the four editions of the event and engaging in multiple informal conversations with the public, this paper attempts to discuss how urban citizens may disrupt the cleavages between public and private space permitting various transgressions, and unsettling the hegemonic condition of the city council as the patron of the large majority of events.

The provision of good quality housing remains a major problem facing policymakers in developing countries, with Algeria being no exception. The Algerian policy focuses on ensuring the provision of housing to low-income households who cannot house themselves adequately. This article presents an overview of the Algerian housing policies focusing on the issues encountered by governments since independence in 1962. This entails presenting the history of Algerian housing policy, including colonial, after independence and new Algeria. This will not be completed without reviewing the different national housing plans and policies introduced by the Algerian government, focusing on the housing achievements and deficits. Using qualitative analysis of secondary data through narrative and inductive approaches, this research argues that a significant change in how these programmes are currently structured is urgent. Thus, there is a need to find a new approach to finance the construction of public and private housing units and reduce dependence on the Public Treasury.

This research deals with the extent to which the Waqf has contributed since the mid-1970s to solving the problem of low income housing in cooperation with the public and private sectors, and discusses the multi-faceted aspects of the endowments of land, capital, or both. The factors that led to the decline of the investment sector in the Ministry of Awqaf to continue to adopt this type of projects and most importantly not to achieve the investment return desired. The research aims to highlight the role of the Waqf in contributing to solving the problem of housing in the Municipality of the capital in particular by highlighting the projects of the residential stay in which it was built and the reasons that led to its decline. The importance of the research is to highlight the role of the Waqf in contributing to solving societal problems. The Municipality of the capital, such as the problem of housing with low income, and the possibility of returning again to contribute effectively and achieve the desired objectives, while achieving economic feasibility so as to be able to achieve comprehensive and balanced sustainable development that achieve the interest of the parties endowment and society. The research focuses on the identification and adoption of modern scientific methods in the field of investment. The study concluded several recommendations that contribute to restoring the role of the Waqf in the service of society, especially in the provision of housing for people with low income. Purpose This paper aims to explain how FC Porto positioned its museum and stadium as touristic and cultural attractions of reference in Porto. The current international situation demands a reflection on how to behave in relation to the market in the near future. Design/methodology/approach This paper is based on information drawn from official sources and relevant FC Porto data. Findings FC Porto Museum has an extensive program of cultural events that is offered every month to the locals. Public and private partnerships have also been celebrated by welcoming all kinds of audiences from schools to universities and tour operators. Practical implications Now that everyone is living in unprecedented and challenging times, sharing experiences on how to evolve and create new opportunities to the public is even more essential. Originality/value FC Porto Museum and Dragão Stadium are among the most visited attractions in Porto. Although cultural attractions are often more popular, during the past six years the impact of the museum and stadium on the tourism sector in the eastern area of the city and the local community cannot be underestimated.

The Nordic welfare state has traditionally been associated with principles of universalism, a high degree of collective welfare redistribution and an encompassing state. However in recent years, in line with the rest of Europe, we have seen a tendency towards a more market-oriented welfare state, reflected in policy changes characterised by a renewed division of welfare responsibility between public and private, a movement from a direct protection of citizens towards enabling them to individually satisfy their welfare needs within markets, thereby promoting freedom of choice as a significant dimension of welfare services. However, although this is not usually part of the public debate concerning increased marketisation of the welfare state, these changes require a specific set of individual competences and capacities to navigate, foresee and plan one's own future and calculate one's future welfare needs. Based on empirical data analysing financial practices and orientation amongst two different groups of citizens, the paper discusses the possible implications of this increased individualisation of welfare for different groups of citizens – low-income and middle-income groups. Although both groups show a high degree of willingness to comply with norms associated with consumer-citizenship, clear distinctions arise when we look at the actual possibilities and ‘capabilities’ of complying with the emerging role and assumed behaviour inherent in the development of the consumer-citizenship welfare regime.

Urban planning is assumed to play an important role in developing nature-based solutions (NBS). To explore how NBS is addressed in urban development, municipal planning practices are analyzed based on three case studies in the Stockholm region of Sweden. Through focus group discussions, interviews and document studies, the planning and implementation of NBS and their intended contribution to regional green infrastructure (GI) and social and ecological qualities are investigated. The results show that the planning and design of urban green spaces engages the local community. Moreover, different conceptual frameworks are used to strengthen an ecological perspective and nurture expected outcomes, in particular ecosystem services and GI. Through competence development and collaborative approaches, the co-creation of innovative solutions for public and private green spaces is promoted. However, institutional conditions, e.g., legal frameworks and landownership shape the planning process and can challenge the ability to enhance social and ecological qualities. An assessment of the planning processes indicates a strong focus on ecosystem services and local GI, while the potential to contribute to regional GI differs widely between cases. The study concludes that a knowledge-driven and integrative planning process can foster the potential of NBS for green and sustainable cities.

The effort to reconcile the many conflicting possible uses (oil production, housing, wildlife habitat and recreation) of the Bolsa Chica Area by the various governmental agencies and public and private sector interests involved in the planning process provides a valuable case study of developing California planning and regulatory procedures to integrate ecological concerns into major coastal projects. The thrust of the consensus planning approach is a joint venture formed early in the planning process between the public and private sectors to resolve conflicting interests by providing a trusted forum to develop the necessary information and determine the decision-making procedures.

Using Care Store as a case study, this research examines the innovative development and value penetrations of workers’ co-operative societies in Hong Kong. Care Store operates through the practices of equality and mutual care, in the unfriendly neoliberalist social order of Hong Kong. The society penetrates the dominant models of labor organization and consumption process. But the penetration of structural inequalities is limited, because the female workers of the society remain low-income laborers, social boundary and exclusion still take place, and the workers internalize their cultural inferiority. In comparison with innovative organizations in other regions, workers’ co-operative societies in Hong Kong have little opportunity to rely on or collaborate with the public and private sectors, and they explore a more progressive path of penetration in development. Practices strengthening this path can not only sustain these young organizations but also enrich the understanding of the true potentials of the nonprofit sector.
