The article describes the types and basic concepts of self- employment as a factor in reducing unemployment. Self- employment is studied as a Central element of the strategy of  development of active employment policy in Irkutsk. The factors of  formation and development of the process of self-employment in  Irkutsk are analyzed. The main characteristic of the program and  mechanisms of financing of actions for assistance of self- employment to unemployed citizens in Irkutsk is given. The analysis  of the efficiency of selfemployment programs based on the social  and statistical analysis. The statistical data reflecting the General level of unemployment, the coefficient of tension in the labor  market in Irkutsk and the main indicators characterizing the  state of the labor market in the Irkutsk region. The results of the  expert survey are presented. The problems and prospects of  development of this form of support for unemployed citizens are  described. Positive and negative factors of development of this  program are revealed. The infrastructure of small business support  in Irkutsk is described. The types of activities that are a priority for  the city of Irkutsk in the direction of small business development are characterized. Suggestions for improving the activity of employment  centers to attract (encourage) the unemployed citizens to start their own small business.

Self-employment is a significant economic trend. For a variety of reasons, self-employment may be particularly salient to people with disabilities. For a person working with a vocational rehabilitation agency, collaboration with a business consultant is an important component of the business development process to help insure success. However, quite often this step is not included in the process or is overlooked. This article reports on a qualitative study conducted to learn about collaborative efforts between Vocational Rehabilitation and business consultants such as Small Business Development Centers, and to assess the potential for strengthening resources available for persons with disabilities who wish to pursue entrepreneurship. Focus groups were conducted using knowledgeable and experienced participants from both service entities, as well as people with disabilities who are self-employed. Analysis of these data is presented, along with recommendations based upon the findings and the empirical literature on professional collaboration.

The surprising increase in U.S. unemployment in the Great Recession and the persistence of long-term unemployment in the economic recovery pose important questions for employment policy. Why did unemployment grow more than forecast? Is the character of long-term unemployment the result of cyclical or structural causes? I discuss eight policy changes that would reduce the ranks of the unemployed and that would improve the efficiency of the labor market. Most of these proposals do not add big-ticket items to the Federal budget; their merits are independent of the question of how large the federal deficit should be at this time.

The Unemployed

Unemployment among young professionals is an objective problwm and impedes economic development. Lack of work experience and relevant practical professional skills reduces the competitiveness of youth. In order to loose tension of this problem the author proposes to engage in the regulation process all its stakeholders, especially the unemployed youth. As practical measures it is proposed to develop small business, to boost investment appeal of a region, to found and operate premises for regular practical training of young professionals.

The purpose of the article is to determine the place of self-employment in the development of the economy of Kazakhstan and analyze its relationship. In the specifics of the development of the market economy of Kazakhstan, the development of the labor market is always in the spotlight. The functioning of the national economy directly depends on the dynamism and state of this labor market. The problem of unemployment in the labor market is one of the most important indicators of economic development. It is known that an increase in the unemployment rate has a negative effect on the development of the economy, accordingly, the economic and social burden in the state increases. One of ways out of this problem is to involve the unemployed in economic activity through selfemployment and the creation of individual jobs. This practice makes it possible to eliminate the social consequences of the rise in unemployment for many countries in the cyclical development of the economy by opening their own enterprises without hired workers. The information base of statistical analysis in the article is mainly the data of the National Bureau of Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan. To determine the correlation between self-employment and economic development in Kazakhstan, the main economic indicator - the dynamics of GDP growth was obtained.

Usaha Kecil Menengah (UKM) adalah salah satu penggerak perekonomian suatu daerah, termasuk Kota Sorong. UKM di Kota Sorong belum berkembang secara optimal. Ada beberapa penyebab diantaranya adalah mengenai finansial, lokasi, bahan baku dan lain-lain. Untuk menyelesaikan permasalah tersebut peneliti terdorong untuk melakukan pengembangan Aplikasi yang dapat membantu menentukan prioritas UKM yang sesuai dengan kondisi pelaku usaha. Pada penelitian ini akan digunakan metode Analitycal Hierarchy Process (AHP), untuk pengambilan keputusannya. Metode AHP dipilih karena mampu menyeleksi dan menentukan alternatif terbaik dari sejumlah alternatif yang tersedia. Dalam hal ini alternatif yang dimaksudkan yaitu UKM terbaik yang dapat dipilih oleh pelaku usaha sesuai dengan kriteria yang telah ditentukan. Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, kemudian dilakukan proses perankingan yang akan menentukan alternatif yang optimal, yaitu UKM. Aplikasi Sistem Pendukung Keputusan yang dikembangkan berbasis Android, dimana pengguna akan mudah menggunakannya sewaktu-waktu jika terjadi perubahan bobot pada kriteria atau intensitas.  Hasil akhir menunjukkan bahwa metode AHP berhasil diterapkan pada Aplikasi Penentuan Prioritas Pengembangan UKM.
