Water is an important factor of production contributing to all sectors and regions in the world. With the rapid development of the economy and the increase of population, the water crisis is becoming more and more serious, and will become an important obstacle to the sustainable development of society. It is particularly important to evaluate the sustainability of water resources utilization. Based on the analysis of the regional water resources utilization characteristics, this paper takes 31 provinces in mainland China as the research object and comprehensively evaluates the regional water resources’ sustainability from the aspects of hydrology, environment, economy and technology. The results show: From the regional perspective, the regionalization of China’s various indexes is obvious, the hydrological and environmental indexes in western regions are significantly higher than that in eastern regions; while the economic index in eastern regions is higher than that in western regions. From the time perspective, from 2010 to 2015, the sustainable development of water resources in seven provinces showed an increasing trend. Zhejiang changed from “Good” to “Excellent” and Hubei, Hunan, Guangxi, Sichuan, Guizhou and Xinjiang all had slight growth. There are six provinces which show varying degrees of decline, of which Liaoning changes from “Excellent” to “Medium”, Beijing, Hebei, Jilin, Guangdong, Hainan also had a slight decline; the rest of the provinces did not change, Qinghai and Chongqing have been maintained as “Excellent”. Taken together, the western regions of China have significant advantages in terms of quantity and quality of water resources, but its water use efficiency is low. However, the economic development in the eastern regions is rapid with high efficiency of water use, but there are some serious problems such as water resources insufficiency and river pollution.

Based on the regulating principles, the modes of joint regulation and storage of surface water and groundwater in Rushan River Basin are simulated using multi-objective programming method. The study suggests two modes as “two dry years and one normal year” and “four dry years and one wet year”. The results indicate the guarantee rates of water supply are improved, with increasing the exploitation quantity in dry years and the recharge in wet years. The study provides a strong guarantee for water resources regulation and promotes the sustainable development of regional water resources.

The sustainability of regional water resources has important supporting data needed for establishing policies on the sustainable development of the social economy. The purpose of this paper is to propose an assessment method to accurately reflect the sustainability of regional water resources in various areas. The method is based on the relative entropy of the information entropy theory. The steps are as follows. Firstly, the pretreatment of the evaluation sample data is required, before the relative entropy of each standard evaluation sample and evaluation grade (SEG) is calculated to obtain the entropy weight of each evaluation index. After this, the entropy weighted comprehensive index (WCI) of the standard evaluation grade sample is obtained. The function relation between WCI and SEG can be fitted by the cubic polynomial to construct the evaluation function. Using the above steps, a generalized entropy method (GEM) for the sustainable assessment of regional water resources is established and it is used to evaluate the sustainability of water resources in the Pingba and Huai River areas in China. The results show that the proposed GEM model can accurately reflect the sustainable water resources in the two regions. Compared with the other evaluation models, such as the Shepherd method, Artificial Neural Network and Fuzzy comprehensive evaluation, the GEM model has larger differences in its evaluation results, which are more reasonable. Thus, the proposed GEM model can provide scientific data support for coordinating the relationship between the sustainable development and utilization of regional water resources in order to improve the development of regional population, society and economy.

Despite the ‘immense’ water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. <p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

With the acceleration of global sustainable development, the shortage of water resources especially the city has become the focus of attention in all countries since water is the key to build a resources-saving ecological city. The article improved the existing "rain garden" project and replenished the purification of the rain in order to realize the urban water cyclic utilization ,through recycling rainwater, which can manage rainstorm effectively , improve the urban water cycle system, as well as supply urban irrigation and underground water. Besides, the combination of urban landscape and stormwater management system, if widely accepted, will not only improve the urban water problem, but also improve the urban environment, alleviating the urban heat island effect and improving the local climate. It can shape a new resources-saving ecological city and then realize the sustainable development of resources.

Water resources are central to the achievement of all the Sustainable Development Goals, and should be viewed as a crosscutting connector - not a sector. The water community should do more to get outside its safety zone and work with all water-related sectors. The SDG 6 IWRM Support Programme is assisting countries to use water as a connector between their SDG targets.

This chapter explores the role of ecotourism in the sustainable development of protected areas. It specifically examines the aims of ecotourism in simultaneously contributing to economic development and environmental sustainability in protected areas. The chapter further analyzes protected areas within the ecological, human, and institutional dimensions, and demonstrates how the outcomes of ecotourism are linked to the economic, social, and environmental pillars that drive sustainable development. The chapter also discusses challenges surrounding the sustainability of ecotourism in protected areas and several mitigation strategies. It concludes that while ecotourism aims for economic development it can have detrimental effects on the ecological resources and host communities if not managed in a strategic sustainable way. The chapter recommends that ecotourism in protected areas should be carried out within the realm of environmental justice where all stakeholders and the natural environment are treated with respect and equity.
