The paper is devoted to the consideration of the organizational and practical activities of the departments and services of correctional facilities in ensuring the employees safety. The problems and the main functions of the departments and services of correctional facilities in the direction of ensuring the safety of employees are analyzed. The author provides statistics on key performance indicators, reflecting up-to-date information on the state of security and crime in prisons. The measures aimed at improving the effectiveness of the departments and services of correctional facilities to ensure the safety of employees are proposed.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

This article is dedicated to the questions of coordination of the activity of operational units aimed at prevention of complications of operational situation in correctional facilities. The author describes the operational situation in correctional facilities as the combination of interconnected objective factors (conditions) of the functional environment of correctional facilities, which are considered during planning, organization and implementation of crime prevention measures. In the context of ensuring security in the correctional facilities, the author characterizes the concept of “operational situation”, leaning on opinions of researchers on this subject to give a fuller definition to this concept. The article employs works of the Russian legal experts. Normative legal framework that regulates the indicated sphere is provided. The author underlines the need for further improvement of informational and analytical activity on the evaluation of operational situation in penitentiaries; determines the factors that negatively affect the operational situation in penitentiaries. Analysis is conducted on the data received from sociological survey of the correctional officers. It is stated that the presence of valid information that would characterize the state of operational situation in a correctional facility aids in achieving the goals of the penal process.


Based on the researches, a model of effective investment activity has been developed. As part of the task, a system of key performance indicators (KPI) is determined that reflects the strategy for managing investment resources and signaling the state of the management object. A range of indicators is proposed that will classify factors that determine a specific investment situation. Moreover, these indicators are measured not so much in quantitative value as in qualitative. Measures of impact of state influence on increasing the investment attractiveness of industrial enterprises have been developed. It has been established that in an unstable economy, the methods of “following the investor” based on the analysis of the mass behavior of already functioning investors are more appropriate.

Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization.

The ongoing reform of Ukrainian penitentiary service places high demands on the moral and psychological qualities of correctional staff facilities. Particular attention is paid to the issues of motivation and motivational readiness of employees in difficult, special conditions with clients of the correctional system. Therefore, the aim of our study was to establish and analyze how much motivational readiness has been formed among cadets and students to work with prisoners in prison, to identify whether there are patterns that affect the formation of positive or negative motivation in the process of professional training. In our work, we used the following methods: analysis of statistical data of personnel of the State Penitentiary Service of Ukraine, which are in the public domain; questionnaires; interview.  We identified four main motives that positively affect the choice of work in a correctional facility: social security; fight against crime; retirement; work with people. At the same time, there are factors that form a negative motivation for employees, namely: working and resting conditions; lack of visible work results; negative impact of the criminal environment and subculture, which contribute to psycho-emotional burnout and professional deformation of the staff of correctional facilities. The results allow revising the curriculum for training of personnel for working with clients of the correctional system; reveals the existing problems of employees of the State Penitentiary Service of Ukraine; have a positive impact on reducing the number of layoffs among staff; helps to draw attention to professional, moral and ethical qualities when accepting candidates for work in correctional facilities.

There have been eight U.S. states that have implemented prison nurseries in women’s correctional facilities. This article examines the second oldest U.S. prison nursery program located in the Nebraska Correctional Center for Women. Using data from the program spanning the years 1994-2014, three main criteria were utilized as key performance indicators to evaluate success—recidivism within 3 years of initial offense, percentage of women returning to prison custody over the 20-year period, and program cost savings. Major findings related to women who participated in the nursery program include a 28% reduction in recidivism and a 39% reduction in women returning to prison custody. Overall, the program achieved cost savings of more than US$6 million for the period 1994 to 2012.

Change is a constant challenge in the higher education sector. Higher education institutions (HEIs) are expected to respond adequately to developing circumstances. This paper focuses on the extent of complexity in change, a factor that at times is overlooked. It brings into light the reality that managerial changes, that were affected to respond to the changing context, could eventually result as an inhibitor towards achieving the desired performance. The first section of this paper outlines the determining changes shaping the Maltese higher education context through a comparative global perspective. Section 2 assesses how contextual changes are influencing the governing and managerial dynamics of higher education. This section also introduces the notion of Key Performance Indicators (KPIs). Section 3 discusses the extent of complexity stemming from institutional structures and through the State-institutional relationship. Section 4 reviews the extent of complexity in a continuum of structures and managerial processes by considering programmes of study, staff, stakeholder involvement, collaborative arrangements, and funding.

These measures are designed to be simple to interpret, have clear normative interpretations, and be easily replicable in future survey waves or for other regions.

This article examines a new attempt to reform the state apparatus in order to increase its efficiency. One of the reasons for the need for its implementation was the poorly implemented reforms in the previous decade. Revealing the essence of the measures, parameters, and tools used (KPI-key performance indicators) for the reform of the state apparatus and development institutions, the author makes an attempt, taking into account the time factor limited to three months, to assess the possibility of achieving results in the areas of reform. The author comes to the conclusion that the complex of organizational and staff measures of the reform to improve the efficiency of the state apparatus, which can be implemented in a given time, is only part of the necessary systemic changes that require a long time to implement them. For example, in such areas as the training of competent specialists, the development of new educational standards, the introduction of new models of functional activities of state bodies, etc.
