Medical expertise has its origins in the distant past. Prof. Shibkov attributes it to the time of the emergence of forensic medicine, namely for Zap. Europe by 1532, when the charter of Charles V was issued (the so-called Cardina), and for Russia by 1716, when the military charter was issued (article 154) (under Peter I). In the distant past (about 200 years ago) it appears in Zap. In Europe, the practice of insurance expertise is first in the interests of private and voluntary, and then compulsory insurance.

The figure of Charles V, Holy Roman Emperor (b. 1500–d. 1558), looms large over a wide swath of human experience in the 16th century. His empire impacted the direction of history in the Americas, Europe, and the Middle East. The military, diplomatic, and dynastic force of his empire weighed on cultural movements that included the Reformation, Renaissance, print revolution, witch trials, global trade, and colonization. The interplay of his narrow and shortsighted vision on one side and his military courage, administrative acumen, and devotion to duty as he understood it on the other has intrigued historians for nearly five hundred years. Every generation has found him relevant, but for different reasons. By all accounts he was talented in language acquisition. He also had the energy, intellect, and desire to understand the minutia of administrative and diplomatic business. His presence on the battlefield and documented courage helped him maintain the loyalty of his subjects. In short, he seems to have been a “good enough” emperor. Although he did not maintain political or religious unity in his empire, he defended the lands he inherited and maintained them under his family’s rule. His publicists devised an imperial program focused on his personal power as a ruler chosen by God to defend Christianity from internal and external forces of evil. The contemporary shift toward authoritarian rule in many countries today has given this program new relevance.

The epidemiological situation for acute respiratory diseases, chickenpox, meningococcal infection in the garrisons, as well as in the whole regions of Russia, is unstable. Group and flash morbidity are registered, which determines the relevance of this pathology. Diseases of the X class occupy a leading position in the structure of the overall morbidity, both among conscripts and contract soldiers. The prevalence of infectious diseases in the structure of morbidity of servicemen of the armed forces of the Russian Federation is due to the combined effect of factors of communal and domestic arrangement and military labor. The article summarizes the experience of organizational, methodological and practical work of doctors- specialists of strengthening the staff of the Department of infectious diseases of the Military Medical Academy. S.M. Kirov in the organization of medical-evacuation support of patients with infectious diseases in military units (training centers) and military medical organizations of the military districts (Northern Fleet) in the context of daily activities of troops (forces) in the period of the seasonal rise of morbidity. The problematic issues of the organization of medical and evacuation support of infectious patients, the task of improving the level of work as a medical service (especially pre-hospital level) and doctors- specialists strengthening groups to prevent the spread of infectious diseases among the personnel. It is established that the level of General morbidity increased during the analyzed period, mainly due to respiratory diseases. In the structure of infectious diseases, the most relevant are adenovirus diseases, chickenpox, meningococcal infection. Currently, in the military units (training centers) of the armed forces of the Russian Federation, there is no single guide (position) for the organization of additional (non-standard) insulator. The order of actions of commanders (chiefs) on the organization of its deployment and functioning is not defined.


Significance Russian aims in Syria coincide only partly with Iran's: both want to save the Damascus government but their preferred political outcomes differ. Russia's military deployment in Syria was designed to defend its geopolitical interests -- but also to gain leverage with Washington. Russia has demonstrated its power by tipping the military balance in President Bashar al-Assad's favour and then driving negotiations. Impacts Moscow will explore other Middle Eastern opportunities, including in Libya and Egypt. Russia has shown that it can deploy and use advanced military technologies in pursuit of its interests abroad. The ability to work with the disparate interests of Iran and Turkey can be replicated elsewhere, for example with Pakistan and India.

In the article approaches to defi nition of the concept “readiness of reserved soldiers in higher education institution” are analyzed, the structure of readiness is presented and on its basis criteria of readiness of military reservistsin higher education institution are developed: the motivational and valuable, including motives of obtaining military specialty, professionally signifi cant values, organizational and strong-willed qualities of the future of military reservists; substantial and cognitive — refl ecting compliance of theoretical knowledge, skills, abilities to program qualifi cation requirements; organizational and activity — including practical results of readiness of the military reservistsin higher education institutions: extent of realization in practice of knowledge, skills and abilities; ability to work in the conditions which are brought closer to a fi ghting situation; level of fi nishing knowledge and skills on a practical training to the level of abilities; ability to carry out a refl ection of own activity; possession of ways of design when carrying out a practical training in fi eld conditions. Levels of readiness of military reservistsin higher education institutions are also designated and characterized.

The ‘seventeen Netherlands’ owed their existence entirely to the energies of their rulers. Until 1548 when this hotchpot of duchies, counties and lordships was united in the Burgundian circle of the Empire, the boundaries of the Low Countries had expanded or contracted according to the military and diplomatic fortunes of their princes: there was nothing natural or inevitable about them. Charles V had, for example, threatened to annexe the prince-bishopric of Münster in 1534–5, as he had added Utrecht only a few years earlier. Nor can the incorporation of the duchy of Gelre in 1543 be considered the outcome of an ineluctable historical process. Since the late fifteenth century the rulers in the Low Countries had sought to assert their control over the duchy. But there had been times when it seemed as though Gelre, which looked Januslike both up and down the Rhine, might, in combination with Jülich and Cleves, have constructed a formidable anti-Habsburg constellation into whose orbit a large part of the northern Netherlands would be drawn.

The development of tax revenues into an important source of royal income was an important event in fourteenth century French history. The military successes of Charles V were based on large standing forces paid for by tax revenues. Under Charles VI, who as a minor and later as a lunatic was incapable of ruling for most of his reign, the struggle of the Valois princes for control of royal tax revenues brought the kingdom to civil war and, ultimately, to the brink of foreign conquest. Little is known, however, about the tax revenues of the period, and few records survive to guide historians who try to estimate the income from taxation of Charles V and Charles VI. The full impact of the establishment of taxation on French politics has, therefore, been difficult to assess.

This chapter assesses the Army National Guard's ability to work alongside the Regular Army to provide strategic landpower capability, capacity, and flexibility. It argues that closely integrating the components can produce a Total Army with more diverse skills for fighting across the range of military operations overseas.For the homeland, a strong National Guard can quickly deliver security and emergency response capabilities for natural or manmade disasters. Integrating the components also makes the overall Army more affordable and provides the all-volunteer organization with the flexibility needed to appeal to today's more fluid society. Finally, more closely integrating the Army's components can help strengthen the social connection between the military and "Main Street" America.
