Aim. To perform the analysis of psychiatric service of the Moscow region and to determine the basic targerts to improve the availability of psychiatric service for the population of the Moscow region. Methods. The study included the methods of retrospective statistical observation based on the data from the official statistical forms of annual reports (forms №14, №30, №36) of psychiatric institutions of the Moscow region in 2013-2017. Results. The Moscow region is a territory of sustainable social economic development. In terms of fertility it takes the 1st place among the subjects of the Central Federal district, and 27th place in the Russian Federation. Specialized psychiatric care for the population of the Moscow region is provided in neuropsychiatric dispensaries, hospitals, day hospitals of psychiatric clinics, based on three principles: a differentiated approach to assist different patient cohorts, stepwise and continuity of care at different stages. Despite the restructuring of the psychiatric service and the widespread reduction of the number of beds in the Russian Federation, bed capacity of psychiatric hospitals in the Moscow Region remains at the same level, although there has been a negative dynamics in the work of the hospital bed from 354.3 days in 2013 to 329 in 2017. At the same time, the efficiency of day hospitals has increased: the length of stay of patients in the day hospital has decreased from 51 in 2013 to 39 days in 2017, the day bed turnover rate has increased from 5.5 to 5.9. In five years, the number of patients discharged from day hospitals has increased: 2 200 in 2013 and 2 521 in 2017. In the outpatient service there is a steady decrease in the number of dispensary patients (decreased from 71 413 to 69 364 in 5 years), and vice versa, the number of patients provided with counseling and treatment increased from 79 023 to 93 697. The number of diseases-related visits to a psychiatrist is decreasing. In 2013, 781 243 disease-caused and home visits occured, in 2017 - 496 540. Conclusion. The results of the conducted study indicate both positive tendencies and negative sides of psychiatric service for the population of the Moscow region, which should be taken into account when planning reorganization and optimization of functioning of psychiatric service in the modern conditions: increased number of day beds, establishing medical rehabilitation departments, reduction of inefficient hospital beds.

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

Based on the analysis of citizens’ claims against medical organizations, as well as on the basis of the analysis of the courts’ consideration of such claims, significant differences were found in the amount of compensation for non-pecuniary damage under various conditions related to both the condition of the victim of medical assistance rendered with defects and on the number of patients. It was shown that it is necessary to further accumulate material in order to obtain a more objective picture of satisfied claims and unification in the Russian Federation. Similar calculations can be carried out for other situations related to the possibility of causing moral harm, for example, disseminating information defaming the honor and dignity of a citizen, or compensating moral harm caused by unlawful actions of a law enforcement officer during criminal proceedings. Using the established average values, the court can, on the basis of established factual circumstances, calculate the amount of compensation for non-pecuniary damage in a particular case.

Проанализированы отчеты фирмы «Барт» и годовые отчеты International Hop Growers’ Convention в период 2007-2020 гг. Приведены и систематизированы данные Федеральной службы государственной статистики Российской Федерации, по Чувашской Республике и официального интернет-портала органов власти Чувашской Республики по формированию внутреннего рынка хмеля. Предложены меры регионального регулирования отрасли, которые согласованы с утверждённой Концепцией развития хмелеводства в Чувашской Республике на 2020-2025 гг. в рамках государственной программы. The article presents the results of a comprehensive study on the market of hop production and processing. The reports of the company «Bart» and the annual reports of International Hop Growers'are analyzed Convention in the period 2007-2020. The data of the Federal State Statistics Service of the Russian Federation on the Chuvash Republic and the official Internet portal of the authorities of the Chuvash Republic on the formation of the domestic hop market are presented and systematized. The measures of regional regulation of the industry are proposed, which are coordinated with the approved Concept of hop growing development in the Chuvash Republic for 2020-2025 within the framework of the state program.

Introduction. Human resources potential is one of the most important tools for achieving the objectives included in the key programme documents for the development of science and technology in the Russian Federation and the main element in the research and development resources of the state. Human resources potential is fundamentally made up of researchers employed in science and technology, including young researchers. Even though in recent years the government of Russia has been paying a lot of attention to developing mechanisms to attract and support young researchers in the sciences, we are still seeing a decline in their number, including in the number of researchers aged 39 or younger. The article presents the findings of tools for monitoring the financial support available to young researchers, recipients of scholarships and grants from the president of Russia, as well as grants provided by key research foundations. Monitoring Tools. The main monitoring tool is formal logic methods such as classification, analysis, synthesis, deduction, and induction. The monitoring was conducted using the materials published on the official websites of research foundations, the annual reports of said foundations, as well as other information in the public domain. The monitoring covered 42 foundations and 8 federal regulatory acts. The subject of the study was the financial tools for supporting young researchers, specifically the grants and scholarships of the president of the Russian Federation and major research foundations such as the Russian Research Foundation, the Russian Foundation for Basic Research, the Foundation for Assistance to Small Innovative Enterprises, and the Skolkovo Foundation, as well as state-funded programmes aimed at supporting young researchers; the findings of the monitoring are summed up in consolidated tables. Results. The support system for grant recipients spans all age categories of young researchers. Meanwhile, federal programmes offer a broader range of assistance to students, postgraduate students, and young researchers than to candidates and doctors of sciences. The most common types of assistance are grants and scholarships, while prizes are not as common. Regional and industrial foundations for assisting research, development, and innovation only function in some regions of the Russian Federation. Programmes aimed at supporting research activities are offered by regional and industry foundations through their official websites and are widely varied (the most common offerings include competitions, training programmes, organisation of conferences, exhibitions, forums, as well as special prizes and grants). Conclusion. Thus, the article provides information about the existing system of grants aimed at providing support and assistance to young researchers; the article also offers some information about the conditions, amounts, and timeframe for the provision of the scholarships and grants from the President of the Russian Federation; there is also a review of the tools for assisting young researchers in the context of such recipients’ status, as well as the forms and types of assistance (including for young researchers) provided by industry and regional foundations for research, development, and innovation.

The article is devoted to the work of the Moscow Research Institute of Psychiatry to improve psychiatric care for patients with psychotic disorders. An important feature of this work was an integrated approach, in which the clinical picture of the disease was assessed in close connection with the patient's personal and psychological characteristics, social conditions of his life, therapeutic opportunities, rehabilitation potential and organizational structure of care. The article reflects the results of many years of work of the department of outpatient psychiatry and the organization of psychiatric care under the guidance of Professor I.Ya. Gurovich. The results of scientific research carried out by the staff of the institute in a traditional humanistic manner are presented. The translational nature of the research is emphasized by its inextricable link with clinical and social approaches. As a result of many years of work, a concept was developed to provide assistance to various groups of patients, starting with the first manifestations of the disease and ending with cases of long-term chronic disorders with a pronounced level of social maladaptation. As a result, a whole spectrum of new organizational forms of psychiatric care was proposed, such as departments (clinics) of the first psychotic episode, medical rehabilitation departments, assertive community treatment departments, designed for the most difficult patients. These organizational forms were fixed in the regulatory documents of the Ministry of Health and Social Development of the Russian Federation. To date, the above departments have been established in psychiatric institutions in many regions of the Russian Federation. Further development of this area is associated with neurobiological research to identify complex biomarkers of psychotic spectrum disorders. Thus, the research carried out at the present time preserves the tradition of an integrated clinical and social approach to the study of mental disorders. It is shown that an important advantage of this approach is their translational nature.

In the Russian Federation, for the period from 2014 to 2019, the largest number of patients with brucellosis was detected among cattle – 55,591 heads and small cattle - 8,814 heads, which is 80.7 % and 12.8 %, respectively, of the total number of animals that respond positively to brucello-sis. Brucellosis of cattle was detected in 28 subjects of the Russian Federation, brucellosis of small cattle-in 8, brucellosis of horses in 9, brucellosis of pigs and deer (marals) in three subjects, respec-tively. In 2019, 397 cases of the disease were registered in the country.

To plan anti-cancer measures and to correctly manage its condition, it is necessary to use only reliable sources of its formation. For this purpose, a system of Population-based or territorial Cancer Registries (PCR) has been created in Russia. The first Registry was the St. Petersburg PCR, created by us in 1993, which became the school of methodological preparation of the system in the administrative territories of Russia. The corresponding Order No. 420 of April, 19, 1996 issued by the Ministry of Public Health of the Russian Federation has legitimized a new organizational structure and entrusted it with the supervision of the P. Hertsen Moscow Oncology Research Institute. Unfortunately, to date, the PCR databases are not used, when creating state reports, analytical developments on the PCR database are either not conducted, or are used extremely rarely. The only exception was the St. Petersburg PCR, and now the entire Northwestern Federal District of the Russian Federation (NWFD RF) and 6 more administrative territories operating under our programs. The materials of the real state of the oncological service, prepared on the basis of the St. Petersburg PCR database, have been published by us in more than 20 monographs in St. Petersburg and the Northwestern Federal District of Russia. In this paper, we present the dynamics of analytical indicators calculated according to the PCR database, which sharply differ from the data of the Form No. 7 Annual Reports. The calculated indicators are close to the European average and have a positive trend.
