Asian Canadian Studies as an Emancipatory Project

With the rise in global neoliberalism and right-wing populism, higher education in Canada is at the forefront of the battleground for racial equality, multiculturalism, and diversity efforts. This essay argues for the importance of Asian Canadian Studies (ACS) as a means to combat ongoing manifestations of racism and racialization in the academy. We examine the necessity of ACS as an emancipatory project—its objectives and the challenges it faces. There are currently three existing ACS programs in Canada, and we will focus in particular on the University of British Columbia's Asian Canadian and Asian Migration Studies Program as an illustrative example of how to promote social justice and civil rights in Canadian higher education. The importance of ACS and its effectiveness are discussed in the context of university settings.

In 2001 I was invited to give a public lecture at the Centre for the Study of the History of the Twentieth Century, a scholarly research institute within the University of Paris. The invitation was extended by Professor Stephane Dufoix, who writes on the internment of enemy aliens in World War II, one of my academic specialisations. However, I was not asked to speak about this area of expertise. Indeed, it turned out to be a ‘Don't mention the war’ event. Rather, Professor Dufoix and his colleagues were fascinated by Pauline Hanson and were interested in an Australian perspective on the rise of extreme right-wing populism and the Down Under equivalent of the French les laissés-pour-compte (‘those left behind’) or les paumés (‘the losers’).

New Nationalisms: Sources, Agendas, Languages, a seminar organised by Academia Europaea Wrocław Knowledge Hub, the University of Wrocław and the Lower Silesian University, on 25–27 September 2017, inquired into the problem of the rise of right-wing populism in Central Europe. Manifest in responses to the refugee crisis of 2015 and to the Brexit referendum in 2016 across Europe, the populists successfully mobilised constituencies with anti-EU and anti-immigration sentiments. These attitudes, in turn, stimulated the emergence of nationalist agendas on an unexpected scale, moving radical right-wing parties with a pronounced nationalist programme from the margins, much closer to real political power. As part of the Relocating Central Europe seminar series, our reflection focused on that region, attempting to answer fundamental questions about the sources, purposes and modes of operation of the new nationalist impetus in political programmes, including those fostered at government level.

University—industry relationships in science and technology in Canada are changing. A review of the data on R&D activities in Canadian universities points to a rise in industrial sponsorship from about 4% of total university-based research in 1980 to 11% in 1993. There are various reasons for this increase, but it is clear that government university—industry programmes have played a major role. There is also evidence of increasing cooperation between Canadian higher education and business in the planning, design and delivery of teaching and service activities. The Canadian infrastructure for university—industry interaction is composed of many organizations and levels, and new programmes or modifications to traditional approaches are continually being developed. Organizations have responded to the need to make university—industry programming more relevant to small and medium-sized enterprises, and are making some headway in cooperation. Nevertheless, an effective integration of the university—industry aspect into a national or regional system, with inclusion of all the relevant actors, still poses a challenge.

Although research on Canadian higher education has advanced considerably over the past few decades, the opportunities for university level study of higher education in Canada are still quite limited. Only four universities offer higher education programs; only one has a higher education department; and only a handful of other institutions offer even a course in higher education. The number of students enrolled in higher education programs in Canada is about 200, compared to about 6,000 in the United States; the number of faculty about 15 compared to 700 in the U.S. Moreover, while American higher education journals have, since the early 1970's, regularly featured articles about university higher education programs, there has not been a single article on this subject in The Canadian Journal of Higher Education. This paper attempts to fill some of that gap by providing some basic information about the study of higher education in Canadian universities and by examining the role of these programs in the overall development of higher education research and the possible reasons for the very limited scale of such programs in Canada. The author's conclusion is that the factor which has most limited the development of higher education studies in Canadian universities is neither insufficient student demand nor limited employment opportunities of graduates, but reluctance of Canadian universities to allocate resources for this area of study. This reluctance is attributed to the combination of the low prestige of higher education as a field of study and the lack of a strong lobby for this program area outside the university. It is suggested that - in contrast to their American counterparts - presently Canadian higher education programs have less than the minimum resources necessary to make the advances that would be required to overcome this "prestige barrier".

Research suggests that the majority of U.S. undergraduate students have engaged in some form of misconduct while completing their academic work, despite knowing that such behaviour is ethically or morally wrong. U.S.-based studies have also identified myriad personal and institutional factors associated with academic misconduct. Implicit in some of these factors are several institutional strategies that may be implemented to support academic integrity: revisiting the values and goals of higher education, recommitting to quality in teaching and assessment practice, establishing effective policies and invigilation practices, providing educational opportunities and support for all members of the university community, and using (modified) academic honour codes. There is a dearth of similar research in Canada despite growing recognition that academic misconduct is a problem on Canadian campuses. This paper suggests that Canadian higher education can learn much from the U.S. experience and calls for both a recommitment to academic integrity and research on academic misconduct in Canadian higher education institutions.

Scholarship exploring the makeup, function, and efficacy of collegial governance structures within the context of Canadian higher education is limited and primarily focused on the board or the senate. This paper expands that scholarship by focusing on the governance structures of the university library. The objective of this study was to determine the extent of library councils in Canadian universities and to examine their composition, role, and function as evidenced in their governing documents. Using Karl Mannheim’s document method to analyze the terms of reference of 23 library councils, findings reveal that, overwhelmingly, library councils function as information-sharing and discussion forums rather than decision-making bodies. The paper concludes with a review of progressive language and governance practice as gathered from the document analysis.

The current socio-political situation in India has gradually shifted the meaning of leader, power and identity in the Indian higher education system. Normalizing the diverse voices, oppression, concretizing the social categories and policing of education created a crisis of ethics. The majoritarian and populist leadership took the shape of an authentic leader, representing the identities of the groups who prejudice towards the minorities. The higher education systems such as universities have become a seat of monitoring and limiting dissenting voices and a neoliberal wave has taken over the whole system in the name of morality, nationalism and religious dominance. This article presents a critical analysis of leadership in the university settings and the way leadership processes are considered to be authentic and ethical in a cultural context.

This essay examines the campus sanctuary movement that launched in response to the 2016 US presidential election. It focuses on the case of my employer to illuminate the broader context of the campus sanctuary movement's nationwide emergence, including the neoliberal evisceration of higher education and right-wing attacks on intellectual freedom and demands for social justice. Recognizing that the institution will not save us, sanctuary organizers not only demand that institutions use their resources for the public good, but they also work beyond the confines of institutions to build the resources that we need through community-based organizations.
