The article introduces the special issue of International Trends dedicated to the current tendencies in the evolution of statecraft. It sets the analytical agenda for other special issue contributions by discussing the meaning of the term “statecraft” and illustrating the concept through several dilemmas that policymakers commonly face when choosing foreign policy toolkits. The authors posit that, at base, a meaningful definition of statecraft subsumes the ends, means, and ways embraced by a government in its attempt to exert influence over another state short of the resort to brute military force, either directly or via pressures on key non-state stakeholders. The article goes on to highlight how a clear-cut formulation of a country’s “national interests” may, on one hand, serve as lodestars for the national bureaucracy and draw “red lines” for the country’s adversaries, but on the other hand, entail a difficult and politically costly choice between mutually exclusive priorities for the country’s foreign policy goals. The authors also discuss the impact of technological innovation on the evolution of great power statecraft. They describe a variant of the security dilemma arising from the choice between immediate weaponization of new technology, on one hand, and refraining from such move with the aim of avoiding an arms race or escalation of existing conflicts, on the other. In its turn, developing a strong identity as a means of statecraft for an international player may increase that player’s power of commitment, but at the same time, foreclose attractive policy options that cannot be implemented because they could compromise the chosen identity. Pioneering the use of big data in the study of statecraft, the authors find that, notwithstanding very different power positions, traditions, and interests, U.S. and Russian discourse surrounding great power competition resemble each other more than commonly acknowledged. This article argues that the problems identified in the literature on public choice should critically affect our research on public opinion and our understanding of the impact of public opinion on foreign policy. While a robust literature has emerged around social choice issues in political science, there has been remarkably little appreciation for these problems in the literature on public opinion in general and on public opinion and foreign policy in particular. The potential importance of social choice problems for understanding the nature and role of public opinion in foreign policy making is demonstrated through an examination of American public attitudes about military intervention abroad. In particular, drawing on several common descriptions of the underlying dimensionality of public attitudes on major foreign policy issues, it is shown that there may be important intransitivities in the ordering of public preferences at the aggregate level on policy choices such as those considered by American decision makers in the period leading up to the Gulf War. Without new approaches to public-opinion polling that take these problems into consideration, it will be difficult to make credible claims about the role of public opinion in theforeignpolicy process.

The present study is an effort to analyze the mode and intensity of Chinese interests in Pakistan. By examining the policy of pursuit in finding another market in the region, the study aims to understand the current warmth of the relationship between China and Pakistan. Although maintaining a perpetually friendly relationship with China has always been a cornerstone of Pakistan’s foreign policy, yet strengthening this relationship into a structured partnership remained a gradual process in the light of their mutual interests. In the politics of international relations, the relationship between countries is a complex interaction of pragmatic national interests, which are multifaceted and could take an alternate course with changing regional and international scenarios. As both Pakistan and China share many common political, economic and strategic interests due to which both are giving their utmost priority to protect their interests related to the other. This paper will investigate the situation where it is commonly believed that China is inevitable by avoiding the vice-versa. No doubt common threats and challenges faced by both the nation is the major cause to unite them in terms of security, political, economic and strategic fronts.

In this article, I use my personal experience of being a UK-based EU national and researcher during ‘Brexit’ as a vehicle to explore how the ‘rise of the right’ may be affecting qualitative researchers, their practice, and the context in which their inquiry takes place. In particular, I explore the shift in my sense of belonging as a result of the Brexit vote and the impact that this has on my willingness to remain in Britain and on my research practice. I conceptualise ‘belonging’ as fluid and relational, and I highlight the central role that ‘welcoming the other’ can play in facilitating such processes. This then forms the foundation of my exploration of what I think we, as qualitative researchers, can do for our communities as a response to the recent political developments discussed in this special issue.

Scholars and governments are interested in four sets of questions concerning public opinion on foreign policy and national security policy. First, what do public opinion polls measure? How do citizens, who are generally uninformed about foreign policy and world affairs, form opinions on these matters? Second, how rational is public opinion? Is it stable or volatile? Are opinions coherent? Do opinions plausibly reflect the flow of world events? Third, what factors influence the formation of citizen opinions? Specifically, what is the impact of fundamental attitudes toward war and military force, partisanship, ideology, and gender? Finally, how universal are the determinants of citizen opinion, especially on crucial issues of war and peace? Are the findings in global comparisons the same as those in the American or European contexts? Considerable scholarship has been devoted to these four questions. Scholars now characterize public opinion as rational, in the sense that it is fairly stable, coherent, and responsive to real world events. Attitudes toward war and military force are a major focus of the research literature because many specific policy attitudes flow from fundamental views of war. Gender has also become a major focus of research because many studies find that women are less supportive of the use of military force for most purposes. Finally, scholars are beginning to discover that some opinion patterns are universal across societies, while others are more affected by the individual characteristics of national societies. Studies of global public opinion have expanded greatly, with recent scholarship focusing on global attitudes toward gender equality, immigration, and climate change.

Mounting Anxieties, frustrations, and fears in Brazil effected a change of government by military force at the end of March of 1964. President Joáo Goulart fled to an Uruguayan exile. Congress, urged by the military, conferred supreme executive power on Marshal Humberto Castelo Branco. Many other sweeping changes followed. None was more complete than the about-face taken in foreign policy.Castelo Branco spoke out early and unequivocally in his regime in favor of a return to more traditional policies. The graduation exercise of the foreign service school, the Instituto Rio-Branco, on July 31, 1964, provided the propitious place and moment for him to outline the foreign policy goals of his government. He paid homage to the ideals consecrated by tradition: world peace, disarmament, selfdetermination, non-intervention, and anti-colonialism. Moving into the more pragmatic realm of national interests, the president emphasized that his government's foreign policy aimed to increase national power through social and economic development.

In honour of the late Keith Pavitt, we introduce this Special Issue of International Journal of Innovation Management. We discuss the impact of Pavitt's work in technology and innovation on the management field. He showed empirically a number of core principles of technological change and knowledge, and how these affected managerial and organisational tasks. His influence is indicated by his publication channels, citations to his work and the other authors with whom he was cited. Pavitt had signalled several themes for future research in the management of technology and innovation. This introduction explains how the articles of this special issue make contributions to all these ongoing research agendas.

Purpose – The purpose of this paper is to discuss a number of important recent developments in the area of business and human rights and considers the impact of these developments for accounting, assurance and reporting. Following the UN endorsement of the Guiding Principles on Business and Human Rights (the Guiding Principles) in June 2011, initiatives related to their implementation have advanced at a rapid pace. Despite the centrality of accounting, assurance and reporting to some of the key initiates – accounting research has, hitherto, lagged behind this growing momentum. In order to address this lacunae, this paper develops an agenda for future research in the area of accounting and human rights. In doing so, the paper provides an overview of the important contributions advanced by the other papers in this special issue of Accounting, Auditing and Accountability Journal (AAAJ). Design/methodology/approach – This paper draws together and identifies key issues and themes related to the rapidly evolving research and policy domain of business and human rights and considers the relevance of these issues to accounting research. Findings – The paper highlights the wide-ranging impact the Guiding Principles and other developments in business and human rights have for accounting practice and draws attention to potential areas of research for accounting scholars. In particular, the paper highlights the emergence of business and human rights due diligence requirements, including their management and reporting. Further, the paper draws attention to the development of business and human rights reporting and assurance practice – which, while still in its infancy, has gathered considerable momentum and support. Research limitations/implications – The paper provides important insights into emerging issues and developments in business and human rights that have clear relevance to accounting research and practice. Originality/value – This paper, and the other contributions to this special issue of AAAJ, provide a basis and a research agenda for accounting scholars seeking to undertake research in this significant and emerging field.

AbstractThis article assesses the sociolinguistic impact and importance of the other articles in this special issue on Paris, considering three main themes that are evoked. First, the contribution of the articles here to the development of work on language variation and change on Hexagonal French within the variationist paradigm. Second, I address what I see as the important contribution made to our understanding of the ‘city’ as a sociolinguistic site. Finally, I focus on ethnicity as a social construct in recent variationist work in cities and consider what the articles here, and in comparison with cities elsewhere, add to our understanding of the impact of immigration on local manifestations of language variability. In each case, I attempt to show how these articles foreground or even problematize these three issues, and provide a prospectus for further research that can address unresolved questions.

An action is legitimate if the pertinent community deems it so. Most would agree that Russia’s conduct in the 1990s in Georgia was illegitimate. Military intervention in another state, unless the other state is preparing an imminent attack on one’s own territory, or is engaged in the systematic abuse of one’s own citizens, is a violation of the international norm of sovereignty, at a minimum. Some have argued that European politics has gone beyond this ‘territorial integrity norm’ to something more expansive, to a consensual renunciation of any and all territorial claims on other states. This was first codified in the Helsinki Final Act of 1975.

On May 24, 1965, nearly a month after the first U. S. Marines landed in Santo Domingo, an inter-American military force under the command of a Brazilian general took over peacekeeping activities in the Dominican Republic. Although the first Brazilian contingent to arrive comprised only 300 troops, it later reached a total of 1,250, the largest contribution by a single Latin American nation. While Brazil's participation in the Dominican crisis was a clear indication that the independent foreign policy of Quadros and Goulart had been discarded in favor of a realignment once again with the United States, it also signified an abrupt departure from one of the basic tenets of Brazilian foreign policy—nonintervention. The case study of Brazil's role in the Dominican Republic in 1965 which follows provides a unique opportunity to examine the impact of traditional forces and contemporary events on Brazilian foreign policy at a critical juncture in that nation's history.
