Due to Covid19, measures have been taken to minimize interaction, maintain social isolation, and ensure interpersonal social distance. As a result of these decisions taken by the authorities, educational activities in Turkey were suspended at first. After some time, lessons were given in the form of distance learning on digital platforms. This research was carried out to evaluate the efficiency, positive and negative aspects of the distance learning system, and its shortcomings from the viewpoints of the students. 594 students, 139 of whom are from private universities, 455 of whom are from state universities, faculties of physical sciences and sports schools, participated in the study in the 2019-2020 academic year. In the research, a survey program known as “Web-Based Instructional Attitude Scale” was used to collect data for the purpose of the research. The data obtained at the end of the research was analyzed with the SPSS 22 statistics program and the significance level was taken as 0.05 among the variables. In order to get an idea about the distribution of the data, firstly the normality of the distributions, and then the skewness and kurtosis tests were examined. According to test results, Independent Sample T test was performed in binary comparisons, One-Way Variance Analysis analysis in multiple comparisons, and correlation test was used to determine the relationship between variables. According to the answers given by the students who participated in the study, although they now ensured that their education activities continue without disruption; It has been determined that the courses taught in the form of distance learning are not as effective as face-to-face education, they are insufficient in terms of efficiency for students, and technical problems in the system negatively affect students’ motivation to learn. As a result, no matter how practical the distance learning system is during times of crisis, it may not be as efficient as face-to-face education, and it requires more technical development and always be ready for use.

Lecture-on-Demand (LOD) multimedia presentation technologies among the network are most often used in many communication services. Examples of those applications include video-on-demand, interactive TV and the communication tools on a distance-learning system, and so on. We describe how to present different multimedia objects on a Web-based presentation system. Using characterization of extended media-streaming technologies, we developed a comprehensive system for advanced multimedia content production: support for recording the presentation, retrieving the content, summarizing the presentation, and customizing the presentation. This approach significantly impacts and supports the multimedia presentation authoring processes in terms of methodology and commercial aspects. Using the browser with the Windows Media Services allows those students to view live video of the teacher giving his or her speech, along with synchronized images of presentation slides, and all the annotations/comments. In our experience, this very approach is sufficient to the use of distance learning environment.

Technological developments make the current learning process student-centered. The use of technology-based learning media is expected to increase the limitations of existing learning resources. Open and Distance Learning System courses are subjects with a broad scope, while face-to-face time is very limited. Therefore independent study materials are needed so that students can study independently wherever and whenever.This study aims to produce appropriate online module development procedures, produce online learning materials for Open and Distance Learning Systems courses, and obtain data on the feasibility and effectiveness of online modules developed for use in lectures in Open and Distance Learning Systems. The research method used is Research and Development (R&D). The development design used is the Derek Rowntree development model and Web-Based Design. Derek Rowntree's development model is used specifically to develop the material, while the Web-Based Design development model is for the online module development process. The feasibility of the online module of the Open and Distance Learning System is obtained based on the results of expert validation consisting of three experts namely 1) material experts, 2) learning design experts, 3) media experts. The results of the validation of the expert stated that the online module of the Open and Distance Learning System was rated GOOD. Then a field trial with the results of the Open and Distance Learning System online module is considered feasible to use. The results of the t-test showed that there were significant differences so that the online module of the Open and Distance Learning System was said to be effective and able to improve the quality of learning. Abstrak Perkembangan teknologi menjadikan proses pembelajaran saat ini berpusat kepada siswa. Penggunaan media pembelajaran bebasis teknologi diharapkan mampu meningkatkan keterbatasan sumber belajar yang ada. Mata kuliah Sistem Belajar Terbuka dan Jarak Jauh merupakan mata kuliah dengan cakupan yang luas, sementara waktu tatap muka sangat terbatas. Oleh karena itu dibutuhkan bahan belajar mandiri agar mahasiswa dapat belajar secara mandiri di manapun dan kapanpun. Penelitian ini bertujuan untuk menghasilkan prosedur pengembangan modul online yang layak, menghasilkan bahan belajar online mata kuliah Sistem Belajar Terbuka dan Jarak Jauh, serta memperoleh data kelayakan dan kefektifan modul online yang dikembangkan untuk digunakan  pada perkuliahan Sistem Belajar Terbuka dan Jarak Jauh. Metode penelitian yang digunakan adalah Research and Development (R&D). Desain pengembangan yang digunakan adalah model pengembangan Derek Rwontree dan Web Based Desain. Model pengembangan Derek Rwontree digunakan khusus mengembangkan materi, sedangkan model pengembangan Web Based Desain untuk proses pengembangan modul onlinenya. Kelayakan modul online Sistem Belajar Terbuka dan Jarak Jauh diperoleh berdasarkan hasil validasi ahli yang terdiri atas tiga ahli yaitu 1) ahli materi, 2) ahli desain pembelajaran, 3) ahli media. Hasil validasi ahli menyatakan modul online Sistem Belajar Terbuka dan Jarak Jauh dinilai BAIK.  Selanjutnya dilakukan uji coba lapangan dengan hasil modul online Sistem Belajar Terbuka dan Jarak Jauh dinilai layak untuk digunakan.  Hasil uji -t menunjukkan terdapat perbedaan yang signifikan sehingga modul online Sistem Belajar Terbuka dan Jarak Jauh dikatakan efektif dan mampu meningkatkan kualitas pembelajaran. The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.

The article considers an issue of information security of the distance education systems. It analyzes the functions and architecture of the typical distance education system. With considering the requirements of information security it also discusses the university information system for solving the distance learning problems. The author defines valuable assets and information resources and describes the existing security threats. The subjects of interaction in the distance learning mode are presented. There is a consideration of the principal directions of the university’s activity in the distance learning system, requiring constant monitoring of information security. A threat model is worked out and the main security vulnerabilities are highlighted. The analysis of the causes and consequences of information security violation in the distance learning system is carried out and most vulnerable and critical nodes were identified. The hardware and software requirements for the remote mode work are regarded. A recommended list of hardware and software tools that ensure compliance with safety requirements is presented. The major lines of protection for distance learning systems are highlighted. The article proves the necessity of conducting a regular security assessment as a means for monitoring an effectiveness of the protection system.
