The article aims to analyze the principal directions in the activities of Buryat-Mongolian State Institute of Culture (1929–1936) / Buryat-Mongolian State Institute of Language, Literature and History (1936–1944), the successor of the first scientific organization in Burya­tia — the Buryat-Mongolian Scientific Committee (1922–1929). It focuses on the achievements and problems in the organization and implementation of scientific research in the humanities in the 1930s. Materials. The sources used are unpublished documents of the Center for Oriental Manuscripts and Xylographs of the IMBT SB RAS, such as annual plans and reports on research work, minutes of meetings of the Directorate, expedition reports, presentations, abstracts and minutes of conferences, correspondence with various organizations and offices, and other materials that were instrumental in reconstructing the history of reorganizations of the scientific institute under study, in following the changes in its scientific program, and in showing its effectiveness and efficiency. Results. In the 1930–1940s, the studies in the field of history, language, literature, and arts of the Buryat-Mongolian people were the principal directions of research in the Institute. Archaeological expeditions were useful in drawing a general picture of the ancient history of Buryatia and the first cultural-historical schemes. Historians’ work resulted in publishing a significant number of documents devoted to the history of the Buryat-Mongolian people, the publications included materials on issues of the pre-revolutionary Buryat-Mongolia, the revolutionary movement and the Civil war period, culture, and education, including monographs on the history of Buryatia recognized today as classical scientific works. Within the framework of the established ideological attitudes, there was a discussion on controversial issues of the history of Buryat-Mongolia, which accepted the one-line nature of the historical process in Buryat studies. Thanks to the successes of Buryat linguistics, a reform of the Buryat-Mongolian writing was carried out, first based on the Latin, and then on the Cyrillic alphabet. The linguists of the Institute made a decisive contribution to the elaboration of the literary Buryat language, enriching its lexical resources and standardizing spelling and grammar. Collection, systematization and study of oral folk art and musical folklore, adding to the Manuscript Department of the Institute manuscripts and woodcuts in Tibetan, Mongolian, Buryat-Mongolian languages, as well as uligers, chronicles, and other historical and literary monuments, and translation work — these and other areas of scientific research shaped the development of the humanities in Buryatia in the 1930–1940s. Throughout the period of persecutions and repressions, despite personnel shortage and everyday hardships, the Institute’s team continued their work, conducting large-scale studies of the socio-political and economic history, the culture and art of Buryat-Mongolia.

Despite the fact that cases of harm caused as a result of defects in goods, works and services represent the third most common special type of tort in Russia, with which claims for compensation for health damage are associated, the legislation does not provide additional insurance means of protection for the consumer. In judicial practice, the problems of determining the basis of tort liability for such harm, its nature and size according to Article 1086 of the Civil Code of the Russian Federation remain relevant. Foreign experience shows that many of these problems can be solved through the introduction of special evidentiary tests and the development of norms on product liability, the use of institutes of insurance of the risk of harm and liability. The paper presents a comparative legal study of the procedure and conditions for compensation for the harm caused to consumer health in Russia and foreign countries. Special attention is given to the fundamental differences between the American and European models of legal regulation of these relations. The author studied the most indicative approaches to determining the causal relationship between the defect of the goods and the damage caused, calculating the amount of compensation, understanding the defect of the goods and its legal consequences. The goals and objectives of the study are to identify and analyze the problems of legal regulation of compensation for harm caused to consumer health in Russia, study foreign experience and identify fundamentally significant areas of improvement of Russian legislation in this area. The expediency of establishing in the domestic legislation special presumptions of the presence of a defect in the goods, the origin of harm from such a defect for cases of causing damage to health during the operation of certain categories of goods is justified, a set of conditions is given, under which such a step may become possible. The prospects for the development and implementation of insurance methods of compensation for harm in this area, including mandatory no-fault insurance, are determined.

Abstract In this manuscript, we investigate the patterns of the cosmological anisotropy in the spatially flat Bianchi models filled with a perfect fluid. We analyse the factor 1 + ∆R, the ratio of the Hubble parameter in the anisotropic model over its isotropic counterpart. In general, ∆R starts to deviate significantly from zero at a specific redshift zA, which depends on the type of the fluid and the value of the anisotropy magnitude. We also show that the deceleration and the jerk along the principal directions of the expansion tensor are constrained by simple algebraic equations that do not depend on the type of matter present. These characteristic patterns form a valuable framework to probe the cosmological anisotropy in the late-time universe.

In 1810–1811 two delegations of the Lithuanian nobility visited St. Petersburg in an attempt to draw attention of the Russian authorities to the problems of the West Guberniyas. One of them was headed by Duke Xavier Drucki-Lubecki. His Memorandum, probably intended for Michail M. Speranski, provides insight into the main ills of the Polish Guberniyas. Lubecki outlined the principal directions of the desired reforms of the economic situation, the political system of the guberniyas, as well as certain institutions of Polish-Lithuanian law.

The present paper deals with the optimization of post-buckled VAT (variable angle tow) composite plates with large deflections. The Kirchhoff assumptions are used. The plates have a symmetric lay-up. The large deflection geometrically nonlinear theory above the von Karman limits is employed. The structural potential energy is treated as a measure of structural stiffness. For the plate stiffness maximization problem, the first-order necessary conditions of the local optimality are derived. The mathematical analysis of the conditions is performed. The conditions contain two terms. One of them corresponds to the mid-plane strains; another one corresponds to the generalized plate curvatures. A locally orthotropic lay-up is identified as an optimal solution. The local ply material direction is clearly coupled with the principal directions of 2D-strains and generalized curvatures. A particular solution of the linear combination of the ply optimality conditions is indicated. For the solution two pairs of the structural tensors are co-axial: the force and the strain tensors, as well as the moment and the generalized curvature tensors.

The article introduces a special theme of the issue on “Plants in the Culture of Peoples of Eurasia: From Magic to Resource”. We take a retrospective look at the polyfunctionality of plants in the history of human culture and trace their polysemanticism, symbolism, and variety of applications (in food, medical, sacred-magical, and legal matters) from antiquity to the present day in various regions and among various peoples. We discuss the state of the art in research in these areas and review the principal directions of scholarly studies, such as ethnobotany or phytoanthropology, in Russian and other academic traditions. The thematic section features contributions by V.B. Kolosova, K.A. Jernigan and O.S. Belichenko, A.A. Novik and M.V. Domosiletskaya, O.D. Fais-Leutskaia, and V.N. Davydov.

The purpose of the research is to study the components and problems inhibiting the development of the interrelationship of economic, marketing, educational aspects in the innovative development of the transport sector. The methodological base is as follows: methods of sociological analysis and conducting surveys on the “Typeform” platform, methods of bibliometric and patent analysis, which are based on search platforms Web of Science and Derwent Innovation. 1000 economists, marketing experts, teachers, and students took part in the survey (Ukraine). It has been determined that the economic aspects consist of the creation and development of a full-fledged international transport and logistics center; a network formation of transportation and logistics hubs; development of multimodal transportation, introduction of modern information and control systems, renewal of the vehicle fleet, incentives towards creation of large local freight forwarders. The problematic issues of the sector have been outlined. It has been found out that the principal directions of innovative development are integration of machine-building and information technologies into transportation tools and infrastructure, etc.

We present a high-efficiency method for simulating seawater intrusion (SWI), with mixing, in confined coastal aquifers based on uncoupled equations in the through-flow region of the aquifer. The flow field is calculated analytically and the tracer transport numerically, via spatial splitting along the principal directions (PD) of transport. Advection-dispersion processes along streamlines are simulated with the very efficient matched artificial dispersivity (MAD) method of Syriopoulou and Koussis and the system of discretized transverse-dispersion equations is solved with the Thomas algorithm. These concepts are embedded in the 2D-MADPD-SWI model, yielding comparable solutions to those of the uncoupled SWI equations with the state-of-the-art FEFLOW code, but faster, while 2D-MADPD-SWI achieves an at least hundredfold faster solution than a variable-density flow model. We demonstrate the utility of the 2D-MADPD-SWI model in stochastic Monte Carlo simulations by assessing the uncertainty on the advance of the 1,500 ppm TDS line (limit of tolerable salinity for irrigation) due to randomly variable hydraulic conductivity and freshwater flow rate.
