The article analyzes the state of the elements of 6-10 kV distribution electrical networks in Dushanbe, showing the excess of reliability and efficiency indicators of the considered electrical networks from the permissible 10% values. For the first time, the factors influencing the reliability indicators of 6-10 kV electrical distribution network elements in Dushanbe were identified and a mathematical model of networks for determining the state of 6-10 kV electrical distribution network elements in Dushanbe was proposed. On the basis of them, an algorithm for monitoring the state of the elements of 6-10 kV electrical distribution networks in Dushanbe is proposed, which makes it possible to evaluate the efficiency of 6-10 kV distribution electrical networks in terms of undersupply of electricity - ΔW.

In the literature, there are several methodologies to estimate technical losses in electrical distribution networks. The range of techniques is broad, ranging from basic techniques (based on loss factor, for example) to sophisticated ones (based on artificial intelligence). These methodologies are important, because the costs of technical losses represent a huge part of the total operation costs of distribution network operators (DNOs). However, the presence of clandestine connections, common in developing countries, was not considered in the methodologies encountered in the literature. Clandestine connections occur when a consumer has made his/her connection without DNO permission. In these cases, the amount of energy consumed by a clandestine "consumer" is a nontechnical loss (and, therefore, should be correctly computed as nonbilled energy). Therefore, a new methodology is proposed to consider the presence of clandestine connections in energy loss estimation in distribution systems.

Sustainable operation of the power grid complex is impossible without reliable and high-quality operation of 10/0.4 kV electrical distribution networks, which are the final link in the system for providing consumers with electric energy and are in direct interaction with a specific consumer. The study of statistical information on the composition of distribution networks makes it possible to draw conclusions about electrical network state, to implement recommendations for their development and to compare distribution electrical networks in different regions. This information is especially relevant for analyzing the reliability of power supply to consumers connected to the considered electrical distribution networks. Such indicators of network structure as the length of electric transmission lines of different voltages and power transmission schemes are studied. It also analyzes the number of damages in networks, the causes of these damages, data on the time of planned and emergency outages. This paper considers the structure of 10/0.4 kV electrical distribution networks located on the territory of one of the districts of the Kaluga region. The sample for distribution networks was: 1190 overhead transmission lines and 536 transformer substations. Consumers in the district are 21671 subscribers of individuals and 1986 subscribers of legal entities, that is, a total of 23657 metering points. On the lines of 0.4 kV and 10 kV, the percentage of their isolated design was revealed. The share of single-transformer and two-transformer versions of transformer substations is analyzed.

Distribution networks transmit electrical energy from an upstream network to customers. Undesirable circumstances such as faults in the distribution networks can cause hazardous conditions, equipment failure, and power outages. Therefore, to avoid financial loss, to maintain customer satisfaction, and network reliability, it is vital to restore the network as fast as possible. In this paper, a new fault location (FL) algorithm that uses the recorded data of smart meters (SMs) and smart feeder meters (SFMs) to locate the actual point of fault, is introduced. The method does not require high-resolution measurements, which is among the main advantages of the method. An impedance-based technique is utilized to detect all possible FL candidates in the distribution network. After the fault occurrence, the protection relay sends a signal to all SFMs, to collect the recorded active power of all connected lines after the fault. The higher value of active power represents the real faulty section due to the high-fault current. The effectiveness of the proposed method was investigated on an IEEE 11-node test feeder in MATLAB SIMULINK 2020b, under several situations, such as different fault resistances, distances, inception angles, and types. In some cases, the algorithm found two or three candidates for FL. In these cases, the section estimation helped to identify the real fault among all candidates. Section estimation method performs well for all simulated cases. The results showed that the proposed method was accurate and was able to precisely detect the real faulty section. To experimentally evaluate the proposed method’s powerfulness, a laboratory test and its simulation were carried out. The algorithm was precisely able to distinguish the real faulty section among all candidates in the experiment. The results revealed the robustness and effectiveness of the proposed method.
