The article examines the problem of the development of the system of professional music education in one of the subjects of the Russian Federation – the Kabardino-Balkarian Republic. The relevance of the study lies in the fact that today there is a need to fill the gap in the study of the system of music education in the specified region. The novelty lies in the fact that for the first time the declared topic is studied through the prism of researching the problem of the relationship between traditional and innovative in the system under consideration. The main attention is focused on the current state of the music education system in the KBR with the identification of the main development trends. The results obtained can serve as material for research in the field of cultural studies, art history, musicology, sociology, history.

Abstract. The purpose of the research was to assess the duration of the length of productive life of Simmental cows. Methods. The research was carried out on Simmental cows bred in 14 regions of the Russian Federation, the total livestock was 8 832 heads. The calculation of the heritability coefficients and correlation (genetic and paratypic) was carried out by using the programs RENUMF90 and REMLF90. Results. A fairly strong relationship was established between the duration of a productive life (months) and the age of culling (lactations) r = +0.795, the length of productive life (months) and lifetime productivity within the range of +0.669…+0.714. However, the relationship between the age of culling (lactations) and lifetime productivity is moderate, from +0.261 to +0.316. A moderate negative relationship was obtained between the age of culling (lactations) and milk yield per first lactation from –0.472 to –0.486. The average relationship was found between milk yield per first lactation and lifetime productivity from +0.567 to +0.588. Cows of the Altai Territory (3.08 lactations or 61.6 months), the Republic of Mordovia (3.38 lactations or 62.4 months) and the Lipetsk region (3.40 lactations or 65.7 months) were distinguished by low age of culling. While the greatest length of productive life was noted in animals and Bryansk (5.48 lactations or 86.9 months) and Irkutsk regions (4.57 lactations or 77.1 months). Bryansk (23 630 kg of milk), Tyumen (18 156 kg) and Irkutsk (17 751 kg) regions occupied the leading positions in lifetime productivity of cows in the sample, while the outsiders were the regions of traditional cattle breeding - Altai Territory (12658 kg of milk), the Republic of Bashkiria (12 482 kg). Scientific novelty. For the population Simmental cattle of the Russian Federation, for the first time, an assessment of selection and genetic parameters of lifelong productivity and length of productive life of Simmental cows was carried out, depending on the breeding region.

For the first time in the history of Russian constitutional justice the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of March 14, 2020 No. 1-FKZ “On improving the regulation of certain issues of the organization and functioning of public authorities” provided for as part of the mechanism for its entry into force a special authority of the Constitutional Court of the Russian Federation related to mandatory checking the new constitutional regulation for compliance provisions of chapters 1, 2 and 9 of the Constitution of the Russian Federation. The article reveals substantive and procedural features of this authority of the Constitutional Court of the Russian Federation, concerning the subject and criteria for checking the legal provisions under consideration, the organizational form of constitutional proceedings used in this case, the legal force of the decision of the Constitutional Court of the Russian Federation, etc. Disclosed the relationship of this regulation and already formulated legal positions of the Constitutional Court of the Russian Federation on certain aspects of the implementation of constitutional justice. In the prognostic plan, the need for more detailed legislative regulation of the procedure for exercising powers associated with mandatory constitutional control is shown.

The authors of this paper summarize the majority of published data on the distribution of agaricoid and boletoid fungi recorded in Russia, covering the period from 1824 through 2020. A comprehensive list of 6867 scientific names based on 954 publications was compiled for the first time for the whole territory of Russia. All records have been checked through Index Fungorum. The work consists of a review section and five appendices. The review section discusses the intensity of field research and accumulation of data on the distribution of agaricoid and boletoid fungi in Russia, both historically and in its current state. The authors discuss the current state of knowledge on the biodiversity of regions of Russia and point out blank spots, thus providing a reference and an “action plan” for the future. Appendix A presents a list of 6142 taxa unambiguously ascribed to 3246 accepted current names. Appendix B contains 727 names that cannot be ascribed to any accepted current names unequivocally, with reasons given (e.g., no current name, wrong authors’ citations, absence from Index Fungorum). Names from both checklists are supplemented with data on the distribution of these taxa within the Russian Federation and references to published records. Appendix C contains a list of accepted current names reported from only one region. Appendix D is an overview of the nearly 200 years of research of agaricoid and boletoid fungi for all regions of Russia. Appendix E is a list of references used for checklists and study history preparation.

Presented in the dynamics of the main socio-economic indicators of health-care organizations embody the fundamental problems of modern health and characterize the State of the economy as a whole.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.
