Collection development in the era of big deals. College & Research Libraries, 82(2), 219–236. https://doi.org/10.5860/crl.82.2.219  Abstract Objective – (1) Present a method of journal appraisal that combines reference list, article download, and survey data. (2) Gauge journal usage patterns across selected universities. Design – Analysis of reference lists, article downloads, and survey data. Setting – 28 Canadian universities. Subjects – 47,012 distinct academic journal titles. Methods – Download data for the 2011-2015 period was sourced from standard Journal Report 1 (JR1) usage reports as supplied by the vendors. Download figures were summed for journals that were available through multiple platforms. Reference list data (i.e., the number of times documents published in each journal were cited by authors affiliated with a participating institution) was sourced from Clarivate Analytics’ Web of Science, limiting for the years 2011-2015. An unknown number of researchers at 23 of the 28 participating universities were invited by email to complete a survey. The survey asked respondents to list the scholarly journals they considered essential for their research and teaching (up to 10 journals for each purpose). The three datasets (download, reference list, and survey data) were then merged. Duplicates and non-academic journals were removed. Journals were then grouped into broad discipline areas. A list of “core journals” (p. 228) was created for each institution. These journals produce 80% of downloads, 80% of citations, or 80% of survey mentions at each institution. A journal only had to reach the threshold in one category (i.e., in either downloads, citations, or mentions) to make it onto the core journals list. A “low” (p. 228) survey response rate meant “one mention [was] generally enough" (p. 228) for a journal to be classified as core. Main results – Fewer than 500 titles (n=484, ~1%) made it to the core journals list at all 28 universities. Two thirds (66%, n unknown) of journals did not make it onto the core list of any university. Of the journals deemed to be core, most (60%, n unknown) were shared across all institutions. On average, platforms from not-for-profit organizations and scientific societies contain a higher proportion of core journals than for-profit platforms. Notably, 63.6% of Springer journals, 58.9% of Taylor & Francis journals, and 45.8% of Elsevier’s journals do not appear on the core journal list of any university. Conclusion – Libraries should consider ways to share resources and work more cooperatively in their negotiations with publishers. Further, libraries may be able to cancel entire journal bundles without this having a “sizable” (p. 233) impact on resource access.

[Purpose]: To understand the factors those influence the dissemination effect of academic journals after the rise of new media.[Methods]: A questionnaire survey is conducted to collect data from 216 academic journals users, including, university lecturers, academic journal professionals, and college students, after which, SPSS22.0 was used to investigate 20 factors that affect these users’ experience in four indices, namely, the brand image of an academic journal, the academic performance of an academic journal, the frequency of using an academic journal in new media form by users, and the performance of an academic journal in new media form.[Result]: The studied factors can contribute to achieving positive dissemination effect of academic journals, and the participants rated the academic performance of an academic journal as the core element in the dissemination process.[Conclusion]:To maintain a positive dissemination effect, academic journals need to continuously improve their academic performance and keep up with the development of new media.

PurposeThe present study compares the use of web citations as references in leading scholarly journals in Library and Information Science (LIS) and Communication and Media Studies (CMS). A total of 20 journals (each 10 from LIS and CMS) were selected based on the publishing history and reputation published between 2008 and 2017.Design/methodology/approachThe present study compares the use of web citations as references in leading scholarly journals in LIS and CMS. A PHP script was used to crawl the Uniform Resource Locators (URLs) collected from the reference list. A total of 12,251 articles were downloaded and 555,428 references were extracted. Of the 555,428 references, 102,718 web citations were checked for their accessibility.FindingsThe research findings indicated that 76.90% URLs from LIS journals and 84.32% URLs from Communication and Media Studies journals were accessible and others were rotten. The majority of errors were due to HTTP 404 error code (not found) in both the disciplines. The study also tried to retrieve the rotten URLs through Time Travel, which revived 61.76% rotten URLs in LIS journal articles and 65.46% in CMS journal articles.Originality/valueThis is an in-depth and comprehensive comparative study on the availability of web citations in LIS and CMS journals articles spanning a period of 10 years. The findings of the study will be helpful to authors, publishers, and editorial staff to ensure that web citations will be accessible in the future.

Throughout the REACT project, the core institutions of Winchester, Exeter and London Metropolitan have been conducting an in-depth, multi-faceted evaluation of selected co-curricular student engagement activities – ‘Student Fellows’, ‘Change Agents’ and ‘Peer-Assisted Student Success’ respectively. This involved the collection of survey data to explore key concepts related to the motivations of students to participate in these initiatives. This survey explores areas including employability, academic study and partnership, with an aim of improving co-curricular initiatives to make them more inclusive of ‘hard to reach’ students. These ‘motivations’ to participate are used to contextualise data about the attainment and continuation of active student participants. Rather than seek to assert or confirm that various groups are ‘hard to reach’, this research seeks to understand better what does and does not make co-curricular activities inclusive of hard-to-reach students. In this sense, the aim is to have a greater understanding of how students are successfully ‘reached’. Discussion will focus on how attainment and retention can help us to explore whether a wide range of students is benefiting from participation.

This chapter analyzes the emerging trend in tertiary education to manage institutional reputation, and it offers evidence from case studies in developed and emerging economies to support the analysis. The evidence presented suggests that this activity is global in scope and is associated with the ever-increasing competitive environment in which universities and other tertiary colleges find themselves. The management of reputation appears to revolve around the core activities of research and teaching and the development of an international environment, suggesting a convergence of governance at the micro level. The purpose of the chapter is to provide a new perspective on neo-liberal governance in HE, and to show how the current emphasis on international competition and the knowledge economy affects individual institutions in different national systems in different ways. The chapter also points to the challenges that the quest for enhanced reputation may present managers.

This chapter examines the evolution of the electronic resources librarian position within academic libraries as a result of increasing demands for electronic resources and the need for librarians devoted to planning, selecting, implementing, and evaluating electronic resources. The authors discuss the core competencies of electronic resources librarians and analyze the content of job advertisements for electronic resources librarian positions published in the College & Research Libraries News and The Chronicle of Higher Education between July 2001 and June 2006. The analysis reveals that electronic resources librarians are expected to be skillful communicators and collaborators as well as experienced with technology and versed in the issues surrounding electronic resources. Implications of these findings on the organizational structure are discussed.

AbstractThe push to implement Open Access (OA) as the new standard for academic research dissemination is creating very real pressures on academic journals. In Canada, the Social Science and Humanities Research Council (SSHRC) recently adopted a policy requiring that journals applying for its Aid to Scholarly Journals (ASJ) grant make their scholarly content freely accessible after no more than a 12-month delay. For journals such as the Canadian Journal of Political Science (CJPS) that not only publish high-quality, peer-reviewed articles to a specialized audience but also support the work of scholarly associations through the revenues they generate, the push to move to OA comes with a number of challenges. The Canadian Political Science Association (CPSA) and the Société québécoise de science politique (SQSP) established a committee to chart the best course of action for the CJPS in light of this changing landscape. This article summarizes the key findings of the committee and underscores some of the challenges of OA for journals with a profile similar to the CJPS, as well as for the broader research ecosystem that they support.

The objective of this paper is two-fold: to propose a theoretical framework and model for studying organizational innovation in research libraries and to set forth propositions that can provide directions for future empirical studies of innovation in research libraries. Research libraries can be considered members of a class of organizations referred to here as institutional nonprofits. As such, these organizations inherit many of the innovative properties that are associated with the broader sector of service organizations. However, institutional nonprofits have unique characteristics that distinguish them from other service organizations such as government agencies and for-profit service firms. In this paper, institutional theory is used to explain the forces that are acting on the research library. Research from organizational learning, structural contingency theory, and typologies of service organizations are used to establish a more encompassing innovation framework. Based on the literature review, the theoretical framework, and empirical studies, this paper presents a process model and propositions that characterize how the research library might innovate. These propositions can be tested in empirical studies to develop a fuller understanding of innovation in research libraries.

AbstractAlthough ministerial political advisors are prominent and influential actors within the core executive in Canada and elsewhere, information is scarce with respect to their personal and professional backgrounds and career trajectory. This article uses recent survey data and publicly available biographical information to analyse the demographic composition of senior ministerial policy advisors within the Government of Canada. It finds that, while ministerial policy staffers are young and politically committed, they are not so young nor so professionally inexperienced as sometimes thought. Nor are they always personally and tightly bound to their current ministers but often work for different ministers in different departments. This suggests that advisors are agents of the whole government as much as agents of their individual ministers and raises questions about the degree to which they are responsive to the Prime Minister's Office, thereby increasing centralization.

Purpose – This paper is a thought experiment that investigates the possibilities of moving from the typical “just-in-case” model of managing legacy collections of printed monographs to a centralised “just-in-time” model. Design/methodology/approach – Reliable published statistical data have been used; the core of these are the annual library statistics for UK research libraries collected by SCONUL. From these and other sources, the costs of monograph storage across UK research libraries have been determined. Findings – Establishing a centralised collective collection would bring a large return on investment. Research limitations/implications – This is not an empirical study. Originality/value – The value of this study is high.

Studies documenting the usage patterns of electronic journals have compared print and e-journal characteristics, surveyed faculty for their perceptions and expectations, and analyzed the impact on library practices. This study, a qualitative exploration of a wide array of issues related to the research and teaching habits of early adopters of e-journals in a research setting, was conducted in the spring of 2001 with faculty in the basic and health sciences at the University of Illinois at Chicago. Open-ended questionnaires provided a framework to wide-ranging discussions of perceptions, expectations, and changing practices pertaining to e-journals and other electronic resources. The results were analyzed with a specific focus on shared behaviors and values, discipline-dependent variations, and changing research and teaching habits. Several challenges for library resources and services are identified and discussed.
