Background: The aimed of this study was to identify and ranking noise control solutions by using fuzzy Delphi approach and FAHP-fuzzy vikor method in an oil refinery. Methods: This descriptive-analytical study was conducted in the catalytic conversion unit in an oil refinery. First, noise measurement was performed based on the standard to identify the sources of noise generating factors. Second, the criteria and initial solutions were identified by reviewing the texts and conducting interviews with experts and the most significant criteria and solutions for noise control were selected using the fuzzy Delphi method. Then, the criteria were weighed using the fuzzy analytic hierarchy method.  Finally, the control solutions were prioritized using fuzzy Vikor method. Results: The results of FAHP method indicated that cost with final weight (0.2796) had the highest weight and non-interference in the process with final weight (0.1107) had the lowest weight among the identified criteria. The ranking of noise control solutions with fuzzy Vickor method indicated that the construction of an acoustic room for workers exposed to weights (Q = 0) as the most appropriate solution for noise control and the method of modifying or changing the work process with the final weight (Q = 1) is the last noise control solution among the solutions identified in the studied refinery. Conclusion: The use of multi-criteria decision-making methods in selecting the appropriate solution for noise control can overcome the uncertainties in making an appropriate decision for selecting the best solution for noise control. In this study, a decision model was introduced for selecting the most appropriate noise control solution based on different criteria and this model can be used in other industries which should select a noise control solution.

The level of contractor’s HSE is a major concern in outsourcing of the works for large organizations. In each tender a rational level of HSE holding by the contractors is recommended to reduce the project costs. By investigating the classification procedure of the contracts available in reliable manuals and models at international level, 6 main criteria were selected for determining the contract level from the viewpoint of HSE. Also, an indicator, called "contract separation" was proposed by weighting the criteria. Initial weight of the main criteria along with their scoring in this indicator was determined by applying sub-criteria characteristics, namely "specialized workforce", "man-day required for meeting the criteria", "required technology", and "impact of criterion on planning the next steps of the contract". Then, by preparing a questionnaire and applying the experts' opinion, the final weight of the criteria was specified, based on which all the contracts of Shahid Tondgouyan Oil Refinery Company in Tehran were divided into four levels, namely (1) advanced, (2) moderate, (3) basic, and (4) exempted from the initial HSE assessment. Results of the present study showed that the operational risk level had the highest impact percentage on determining the level of contract compared with other criteria, which indicates that regardless of other criteria, in case the level of contract risk is high, some special HSE measures should be planned for that contract according to the advanced contracts. Also, cost of the contract had the lowest weight; although cost of the contract is one of the most effective criteria in the contract classification, it cannot by itself represent the magnitude of the contract from the HSE perspective and its impact must be considered along with other criteria associated with HSE in order to determine the contract level.

PurposeGreen walls (GWs), comprising living walls and green facades, have been touted as environmentally friendly products in architectural design. GWs can be viable in every aspect of sustainability; they provide residents of buildings with a wide range of economic, social and environmental benefits. Despite this, the adoption rate of GW is still in its infancy stage, and the existing literature concerning the hindrances inhibiting GW adoption is very limited. To address these gaps, the aim of this paper is to identify and prioritize the hindrances to GW adoption in Hong Kong.Design/methodology/approachAfter identifying 17 hindrances through an in-depth review of literature, the fuzzy Delphi method (FDM) is employed to refine the hindrances based on the local context with the help of 21 qualified experts in the field. Subsequently, Fuzzy Parsimonious Analytic Hierarchy Process (FPAHP) is exploited as a recently developed technique to prioritize the identified hindrances.FindingsResults reveal that the most significant hindrances to the adoption of GW are maintenance cost, high installation cost, difficulties in maintenance, sophisticated implementation and inducement to fire. Findings call for scholars to address ways to improve GW installation practices and methods in order to eradicate the hindrances and provide lessons for policymakers, assisting them in facilitating the larger-scale adoption of GW.Originality/valueConsidering the dearth of studies on hindrances to the adoption of GWs, this paper provides a comprehensive outlook of the issue, providing knowledge that can be used as a building block for future scholars within the field. It also provides valuable insights for stakeholders within the construction industry about the hindrances to the adoption of GWs which could direct their efforts toward better implementation of it.

With the increasing development of renewable resources-based electricity generation and the construction of wind-photovoltaic-energy storage combination exemplary projects, the intermittent and fluctuating nature of renewable resources exert great challenges for the power grid to supply electricity reliably and stably. An energy storage system (ESS) is deemed to be the most valid solution to deal with these challenges. Considering the various types of ESSs, it is necessary to develop a comprehensive assessment framework for selecting appropriate energy storage techniques in establishing exemplary projects combining renewable resources-based electricity generation and an ESS. This paper proposes a multi-criteria decision making (MCDM) model combining a fuzzy-Delphi approach to establish the comprehensive assessment indicator system, the entropy weight determination method, and the best-worst method (BWM) to calculate weights of all sub-criteria, and a Vlsekriterijumska Optimizacija I Kompromisno Resenje (VIKOR) comprehensive evaluation model to choose the optimal battery ESS. In accordance with the comprehensive evaluation results, the Li-ion battery is the optimal battery ESS to apply to wind-photovoltaic-energy storage combination exemplary projects. Based on the discussion on the comprehensive evaluation results, policy implications are suggested to improve the applicability of battery ESSs and provide some references for decision makers in related fields.

An efficient risk-level prediction for newly proposed insurance policies plays a significant role in the survival of companies in the highly competitive insurance market. In Iran, risk assessment in comprehensive automobile insurance, which is a part of motor insurance, is only based on the vehicle attributes without proper consideration of personal and behavioural characteristics of driver(s). As a result, pricing is unfair in most of the cases and this can put insurance companies in an unfavourable financial position due to attracting high-risk drivers instead of low-risk ones. In this scenario, to identify and prioritize important factors affecting risk levels and to move towards a fair ratemaking, a two-phase process based on fuzzy Delphi method (FDM) and fuzzy analytic hierarchy process (FAHP) is proposed in this research. Additionally, similarity aggregation method (SAM) is applied to combine the individual fuzzy opinions of the surveyed experts into a group fuzzy consensus opinion. The results of this empirical study contribute to the insurance market of Iran by proposing appropriate weighting of the relevant risk factors to support stakeholders and policymakers for assessing risks more accurately, as well as designing more effective databases and insurance proposal forms.

The pace of Industry 4.0 adoption in manufacturing industries has been slow as it is accompanied by several barriers, specifically in the emerging economies. The current study intends to identify and understand the landscape of these challenges. Further, this paper prioritizes the challenges on the basis of their relative importance. To achieve this objective, the authors combine the fuzzy delphi approach along with the fuzzy analytical hierarchy process. Additionally, a sensitivity analysis is done to enhance robustness of the findings. The global rankings of the challenges reveal that the most significant factors that hamper the full realization of smart manufacturing include cybersecurity, privacy risks, and enormously high number of technology choices available in the market. The analysis offers insights into the reasons for the slow diffusion of smart manufacturing systems and the results would assist managers, policymakers, and technology providers in the advent of manufacturing digitalization.
