Abstract Many people wonder why Nigeria, with so many local languages and English as the official language, should bother about learning and speaking French language. The government of Sani Abacha saw the need for Nigeria to speak French when in 1996, he pronounced French as the second official language for Nigeria. Unfortunately, the pronouncement has remained on paper as the policy was never implemented. This neglect has neither helped the country nor its citizens. The role of language in every aspect of life in the society cannot be over-emphasized. Multilingualism has many benefits and Nigeria needs to key in especially as it relates to international languages. French language occupies a strategic position on the international scene today. It is a language of development, industry, trade and diplomacy. It can help promote sustainable economic growth and human development which will in turn, translate into a better quality of life for Nigerians. This paper intends to highlight the role French language can play in national development in Nigeria and the need for the country to become French literate in spite of the presence of English which has been there since the colonial days. These two major international languages can facilitate national development in Nigeria.

Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

The paper argues for a new role for rural marketing, namely, that of delivering a better standard of living and quality of life for the rural people. It discusses the role of conflict, corporation, and competition in the modernization of rural society brought by rural marketing. It conceptualizes rural marketing as an interactive activity in which the major participants are the government, voluntary agencies, the corporate sector, and the rural clientele, each with its distinctive activities, mode of operating, and stake.

Egyptian urban spaces suffer from a chaos that is the result of crowded and disordered pedestrian sidewalks, streets and shop signage. This chaos creates a negative effect on, both, the image of the city and the quality of life within these urban spaces. Many legislations and regulations in Egypt attempted to deal with these issues. Similarly, the Egyptian government established many organizations and authorities in order to deal with these issues with little success. The National Organization of Urban Harmony (NOUH) is one of those organizations established by the government to take the responsibility of dealing with pedestrian sidewalk and shops’ signage while the municipality deals with road occupations. These organizations should perform their responsibilities through the Egyptian legislations. The research at hand aims to find a solution to that particular problem which has influenced the quality of the street and its reflection to the quality of life as result. In order to find a solution, the research attempts to find a mechanism to boost the role of shop signage as an element of urban spaces in order to emphasize street quality. Thus, the research well be divided into four parts: part one reviews the quality of urban spaces and the meaning of its terms while part two reviews the concept of the quality of life and the relation between the quality of life and urban spaces. Part three demonstrates the urban quality of life through tangible and intangible approaches. Finally, part four reviews the Egyptian legislations that deal with research issues and attempts to find the difficulties that faced when enforcing laws. Finally, the research conclusion illustrates the most important issues in the research and their proposed solutions.

This chapter examines the role of the local government in influencing economic development and diminishing civic power in city neighborhoods. It begins with an episode from a public forum on quality-of-life issues held for downtown residents. The vignette shows the open hostility that residents direct at the CEO of the New York State Liquor Authority (SLA), the government agency that they blame for the development of nightlife in the neighborhood in spite of their protests. The chapter proceeds by discussing the policies behind the growth of downtown Manhattan's nightlife scenes, especially the SLA's liquor licensing that facilitated the proliferation of bars. It shows how this policy, which represents “urban entrepreneurialism,” sparked local unrest and led neighborhood residents to organize and protest bars. Residents consider the SLA and bar owners as complicit perpetrators in the destruction of their neighborhood and sense of community, and view themselves as victims of these policies.

The role of Jakarta is the center of commerce and national government has implication on higher rates of in-migration that leads to increasing price of land and housing due to high demand. For people who can not afford a decent place to live forced to live in illegal settlements and slums, such as illustrated in the edge of Pluit reservoir. Therefore, the government implemented a program of normalization reservoir to reduce the risk of flooding in Jakarta. Here, the community of this neighbourhood were relocated to the flats (vertical housing) that had been prepared, one of which is located in the Muara Baru. This research contributes on the decision making related to the improvement of urban quality of life by considering a more comprehensive approach in assessing the impact of community relocation. The focus of this assessment is to see change in the quality of life of this community, including their environmental, economic, and social condition. The method used is mixed with a questionnaire to calculate the scores and interviews to clarify the results of the questionnaire and explore the maintenence applied in this area. In addition, a factor analysis was also conducted to determine the factors that influence the changes in quality of life. This research found that the relocation of residents from the edge Pluit reservoir for Muara Baru Rusunawa can improve the quality of life that previously in moderate to good levels.
