The article deals with the analysis of the problem of civil socialization of youth in Ukraine in conditions of postmodern information society. The authors analyze definitions and main characteristics of civil socialization, define the role of information and communication in the process of civil socialization of youth, outline mechanisms of civil socialization of youth in the information society, represent the results of the conducted survey dealing with the peculiarities of civil socialization of the youth of Ukraine in postmodern information society. The conclusion has been made that the process of civil socialization of youth in conditions of postmodern information society involves the youth’s adoption of social norms regulating the relations of power (laws, ideas, political values and civil society values), self-identification with certain political groups, integration and implementation of active patterns of political behavior. The result of civil socialization is the formation of civic-mindedness, which is a multilevel information and communication process that includes both the formation of the civil identity of an individual and the development of legal consciousness, political and civil culture. Therefore, civic-mindedness is tightly connected with the opportunities for the realization of rights and freedoms, the exercise of civil duties, and the formation of civil solidarity.

This article is devoted to analysis of the modern problems of book publishing in the context of national information space. Development of the Ukrainian state is impossible without development of national book publishing, which is a part of its information space. In Ukraine, as one of the post-Soviet states, the formation of new information and communication system is based on its own information tradition, mentality and features of spiritual culture of the Ukrainians. It plays an important role in shaping culture, spirituality, comprehensive vision and consciousness of the nation. They were and they are a source of knowledge and the most effective way of its transfer. The transience of processes occurring the era of information society, radical socio-economic reforms, sectoral technological revolution requires the continuous scientific researches and analysis, identifying the trends in publishing industry as one of the most important factors in the state’s democratic progress. The author summarizes the development of book publishing of Ukraine and shows its role and place in the modern information society. The study of the modern book publishing is impossible without digression into the past, without finding out the roots of studying of the analysis object. The specific problems of the book industry are identified. It is concluded that in the modern Ukraine the publishing business has intensified, although the positive changes are taking place very slowly: the appropriate economic conditions for development of the publishing industry have not been created, the equipment are outdated; editorial, publishing and printing equipment of domestic manufacture are nonavailable; introduction of advanced technology are low; purchasing ability of the population is low; the sales network of printed products has been destroyed and so on. The businesses are becoming increasingly uneconomical. We propose some measures to improve this situation, strengthening the role of industry in the national information space. The key to improve the situation may be systematic and persistent efforts of the Ukrainian government to support the industry.The reason is that a comprehensive study requires from the performers not only historical knowledge, but also economic, managerial, psychological, political efforts and so on. The most important thing that the society and the state should need is the component of doctrine of information security in the context of the national security

In the era of Society 5.0, the role of communication technology was further enhanced so that it made it easier for humans in various aspects, such as economic, social, cultural, educational, health, business, and so on. However, the sophistication of information and communication technology causes interpersonal to interact less rarely face to face and face to face because it is more comfortable interacting through cyberspace through social media. This research was conducted to illustrate how social communication from understanding anxiety in the digital age. In conducting interactions, each individual can experience communication fears where individuals tend to experience anxiety because too much information is received. The group can be one of the very positive spheres of communication. The object of this research is Basmala members, who have various backgrounds as members of Islamic spiritual groups who uphold religious values. This research uses a qualitative research method with an ethnomethodology type that looks at how the disclosure of reality in people's lives and how individuals receive, learn, apply information provided in the community. Basmala is an Islamic spiritual organization whose members are students. As a religious organization where the culture and activities of the organization also have characteristics that can lead to the basic rules of religion that are expected to familiarize its members to deal with differences in the communication process to overcome the causes of communication apprehension

Abstract Today’s western society is characterized by a transition towards self-organization by citizens in communities. Increasingly, societal problems are addressed by groups of citizens who take action to find concrete solutions. A second feature of western society is that it is an information society in which information and communication play a key role. In this paper, we analyse how these two societal trends come together at the community level. Applying a relational and contingent perspective to how green urban citizens’ initiatives develop, we look into the role of information in their interactions with other people, organizations and institutions. We analyse the mechanisms whereby information plays a role in the citizens’ initiatives. This leads to the conclusion that informational capital is fundamental to the realization of citizens’ initiatives and that informational capital is generated, identified, used and enlarged through the relational strategies of bonding, bridging and linking. It is a process that works in both ways and reinforces citizens’ initiatives.

Introduction. One of the components of the national security of the Russian Federation is information security. In the context of the information society in the Russian Federation, the role of the information component of national security has increased significantly. There are new challenges and threats to the information security of the Russian Federation, which require the reaction of the legislator. However, the conditions of globalization require States to take joint measures to address such a complex problem as information security. Consequently, international information security cannot be achieved by a single state. It is necessary to consolidate efforts and develop a uniform approach to this issue. Theoretical Basis. Methods. The Information society is characterized by a high level of development of information and communication technologies and their use in almost all spheres of life. The emergence of the global information society, the increased role of information and information and communication technologies have stimulated the adoption of a number of international legal instruments in this area. In addition, a number of other guidance documents have been developed and adopted that define the ways and directions of law-making and cooperation at the level of regional organizations. Their distinctive feature was the realization of the lack of unified and clear conceptual and categorical apparatus. This also applies to the concept of “information security”, a unified approach to the understanding of which is not available at the international level. General scientific methods (materialistic dialectics) and private scientific methods: formallogical, comparative-legal, historical-legal. Results. Currently, at the international level, there is not only no legal act regulating issues in the field of criminal law protection of information security, but also there is no common understanding of information security, its main threats of possible joint measures to prevent and eliminate them. Discussion and Conclusion. As the interstate information confrontation will continue and gain new momentum, there is an urgent need for the adoption of an international legal act aimed at the criminal law protection of information security, containing the classification of crimes against information security and recommendations to States on the criminalization of acts against information security in national legislation.

Abstract. The article analyzes the process of communication between state institutions and society. The study found that all aspects of communication between government institutions and society today acquire the characteristics of digital communication. This means that for the process of communication between government and society, its interactivity, multimedia, efficiency, extraterritoriality become relevant. It is also characteristic that the communication of state institutions and society acquires certain systemic properties — emergence, inherence, integrity. Also, as a result of the analytical study, there is a significant disparity in the access of different groups of the population to modern information and communication technologies and, as a consequence, the formation of different levels of their uptake by these groups of the population. Therefore, to increase the efficiency of communications, the subjects of the communication process should use a system of different channels of information transmission and use not a single concept, but a system of communication concepts to ensure national security and socio-economic stability. It is proven that the basis and guarantee of the formation and introduction of a systematic conceptual approach to the practical application of information and communication technologies of state institutions and society is the inevitable end-to-end digitalization of Ukraine. The process of digitalization will lead to a change in social and political activities of citizens, the formation of social strata, which is the germ of the information society and will require intellectual communication. The existence of a system of communication concepts has led to the use of a systematic approach to create an algorithm for the formation and implementation of effective communications of state institutions and society. The complex of requirements to the specified system of communications is formed due to the research. This system should be aimed at reconciling and harmonizing the interests and positions of communities of citizens; integration of social communities, optimization of administrative activity based on democratic values and observance of citizens’ rights. It also proposes areas of work to fulfill the tasks facing state institutions and society to harmonize the information and communication process and to form the basis of social stability and guarantee national security.   Keywords: communications, concept system, power, information society, digital economy. The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

Since the 1960s, a turning point for civilization related to the increasing role of information and communication technologies (ICT) in creating the modern society can be observed. The sustainable information society (SIS) entails a new phase of information society development, in which the ICT adoption by the society stakeholders is the key enabler of sustainability. One of the most important issues in the debate about the SIS is the means to measure it. In this paper, a methodological framework for creating SIS evaluation indexes is presented. In practical terms, an exemplary adjustable index for evaluating SIS in households is created based on the presented approach. During the empirical research, the presented index is used to evaluate SIS in Polish households. The study showed the usefulness of the proposed approach and confirmed the fact that it can be used to build other SIS indices.

This article critically discusses the intellectual and conceptual shifts that have occurred in information society theories (and also policies) in the previous four decades. We will examine the topic by focusing on the work of Daniel Bell and Manuel Castells, arguably two of the most important information society theorists. A key element in the academic shift from “post-industrial” (Bell) thinking to the discourse on “network society” (Castells) is that it has brought forward a different way of understanding the role of the state vis-a-vis the development of new information and communication technologies, as well as a new assessment of the role of the state in the economy and society at large. Against the Keynesian undertones of Bell’s ideas, Castells’ network society theory represents a neoliberally restructured version of “information society” that is associated with the rise of flexibility, individuality and a new culture of innovation. We argue that these changing discourses on the information society have served a definite hegemonic function for political elites, offering useful ideals and conceptions for forming politics and political compromises in different historical conjunctures. We conclude the article by looking at how the on-going global economic crisis and neoliberalism’s weakening hegemonic potential and turn to austerity and authoritarian solutions challenges existing information society theories.
