<p>With the development of modern society, environmental pollution has become the most important problem in today’s society, especially the large amount of greenhouse gas emissions. It not only makes a variety of natural disasters occur frequently, but also seriously affects the safety of people’s lives and property. So it is necessary to take low-carbon life as the main design concept in urban planning so as to maintain the healthy development of the whole city and society. The paper further explains the application and development prospect of low-carbon life theory in cities by studying the current situation and problems of low-carbon city and discussing the relationship between spatial layout, transportation system and industrial structure in urban planning and low-carbon city theory.</p>

Due to the impact of climate change, the development of low-carbon economy and building a low carbon city has become one of the optimal mode of urban development in the future. This paper first describes the related concepts of low-carbon cities, introduces the status of the development of low carbon cities in Shandong Province, identify the favorable conditions and unfavorable factors of the development of low carbon cities in Shandong Province, and finally put forward countermeasures and suggestions. This article points out that Shandong Province should improve the low - carbon policies and systems, build a legal system, increase low-carbon capital investment, develop the carbon trading markets, adjust industrial structure, promote energy conservation etc, then realize the healthy development of low-carbon city.

In recent years, China’s urbanization process is accelerating day by day, as a part of urban construction, urban landscape design is of great significance to promote the healthy development of the city, especially the application of low-carbon concept to landscape design can highlight the era theme of green and environmental protection. This paper mainly discusses the relationship between low-carbon and urban landscape, the specific embodiment of low-carbon concept in landscape design and the application of low-carbon concept in urban landscape design for reference.

<p>The economy growth has improved the development of cities. In cities' continuous development and construction process, carbon emissions are also gradually increasing, causing serious environmental pollution and energy shortage. At present, low-carbon urban planning and design has become the demand of contemporary urban construction, and sustainable low-carbon economy has become the inevitable choice of urban planning. Based on this, this article briefly introduces the concept of low-carbon city planning and the principles of urban design from the perspective of low-carbon city. By analyzing the existing problems in current urban planning, this article proposes urban design strategies from the view of low-carbon city planning, seeking to make contributions to the improvement of urban planning levels.</p>

As a comprehensive environmental regulation, the low-carbon city pilot policy (LCCP) may have an impact on haze pollution. The evaluation of the effectiveness of LCCP on haze pollution is greatly significant for air pollution prevention and control. Taking LCCP as the starting point, in this study we constructed DID, PSM-DID, and intermediary effect models to empirically test the impact and mechanism of LCCP on haze pollution, based on the panel data of 271 cities in China from 2005 to 2018. The findings show that (1) LCCP has significantly reduced the urban haze pollution, and the average annual concentration of PM2.5 in pilot cities decreased by 14.29%. (2) LCCP can inhibit haze pollution by promoting technological innovation, upgrading the industrial structure, and reducing energy consumption. Among these impacts, the effect of technological innovation is the strongest, followed by industrial structure, and energy consumption. (3) LCCP has significantly curbed the haze pollution of non-resource dependent cities, Eastern cities, and large cities, but exerted little impact on resource-dependent cities, Central and Western regions, and small and medium-sized cities. (4) LCCP has a spatial spillover effect. It can inhibit the haze pollution of adjacent cities through demonstration and warning effects. This study enriches the relevant research on LCCP and provides empirical support and policy enlightenment for pollution reduction.

The core of low-carbon city and economy is to reduce carbon emissions and energy consumption. A low-carbon city relies on its low-carbon city planning. This article analyzes the connotation of low-carbon city and puts forward the notion of using low-carbon ideas in planning industrial structure, road transport planning and layout of the city to construct a better city.

This paper analyzed the industrial structure deviation and the relationship between the industrial structure and economic growth with cointegration, and then established the VAR equation, which based on the data of the regional production index and industrial structure of Sichuan province from 1980 to 2009. The results showed that the industrial structure and economic growth of Sichuan exists the equilibrium relationship for a long time. The adjustment of industrial structure could change the mode of economic growth. This paper proposed that maintain and promote the development of tertiary industry were able to obtain the balance of economic growth and environmental protection in Sichuan Province.

Reducing energy intensity is conducive to the sustainable use of non-renewable fossil energy, and is also one of the main strategies to deal with climate change and environmental degradation. The effect of national macro-level factors on energy intensity has been basically confirmed, but the effect of regional low-carbon policy remains to be investigated. Based on this, our analysis exploits China’s “low-carbon city pilot” policy as a quasi-natural experiment and conducts the difference-in-difference resign. We collect the panel data of 271 cities in China from 2006 to 2016. The empirical results show that: first, the low-carbon city pilot policy can effectively reduce the energy intensity. Second, there exist heterogeneous effects on energy intensity among different cities, and the inhibition effects in eastern cities, high economic development cites, and non-old industrial-base cities are more significant. Third, the policy mainly affects regional energy intensity through technological innovation rather than industrial structure optimization mechanism.
