O artigo em tela volta-se para o Congresso da Instrução Pública, planejado para ocorrer no Rio de Janeiro, capital do Império, no ano de 1883. Toma como objeto de análise as discussões relacionadas à carteira escolar, e à sua materialidade, presentes nas Atas e Pareceres do congresso, publicadas apesar de o congresso efetivamente não ter sido realizado por falta de verbas. Valendo-se da metodologia da pesquisa histórica, o artigo persegue um duplo objetivo: 1) compreender o movimento de organização de tal congresso naquele período; 2) identificar que modelos de carteira foram debatidos e indicados como os mais adequados para serem utilizados nas escolas.Palavras-chave: Carteiras escolares. In 2020, the rapid spread of Covid-19, a disease caused by a highly contagious virus, led many governments to adopt measures of social distancing, including the suspension of activities considered non-essential and the closure of public spaces. In Brazil, a country that is distinguished by sun, sea and sand tourism (3s), the effects were immediate in the months of March, April, May and June: closed beaches and the suspension of all economic activities linked to it. This article seeks to understand the effects of the Covid-19 pandemic on a traditional sector of the beach economy in Rio de Janeiro, the “tent business”. For that, we analyzed: 1) the organization of this sector in the pre-pandemic period; 2) the legal measures adopted to contain the spread of the new coronavirus and which affected the uses of beaches; 3) the effects of the pandemic on the daily lives of beach workers 4) the challenges for the resumption of activities in the post-pandemic period. The data used in this research are the result of surveys and fieldwork carried out in the period before the pandemic and the application, during quarantine, of semi-structured interviews, via social networks, with owners and employees of tents on the beaches of the city’s waterfront. For this study, the normative measures that affected the beaches of the city of Rio de Janeiro during the pandemic were also analyzed. As main results, we highlight, first, the importance of the “tent business” in the economic circuits associated with Rio beaches, as well as the role that tents play as poles of concentration of bathers in the sand strip. Regarding governmental measures of social distance, we noticed that the beaches were one of the areas affected for the longest time by the suspension of activities and that, until the total reopening occurred in October, the activities associated with the solarium, such as the “tent business”, were those that presented a more uncertain horizon of recovery. The impacts on the daily lives of the owners of the tents and their employees were enormous, with the vertiginous decrease of their incomes and the difficulties of finding alternative occupations. These effects were partially offset by the adoption of assistance measures by governments and the creation of support networks involving beachgoers, both Brazilian and foreigner, as a result of a relationship built over the years with stallholders and other beach workers. Finally, from a comparative exercise with other situations in the world, we highlight the challenges that are already being faced for the adoption of new ways of ordering the uses of beaches in the post-pandemic world. Seropédica – RJ, e-mail: [email protected]  1 RESUMO A metodologia para o dimensionamento de drenos subterrâneos para a época das irrigações é laboriosa, requerendo muitas iterações. Sendo assim, o objetivo do trabalho foi desenvolver uma metodologia alternativa para tal finalidade, baseada na equação de Glover-Dumm. Comparou-se o espaçamento entre os drenos calculado pelo método proposto e pelo método da simulação da altura do lençol freático após cada irrigação, obtendo-se o seu desempenho. Foram testados cenários com valores de condutividade hidráulica variando de 0,2 a 3,0 m d-1; camada impermeável variando de 0 a 6 m abaixo da superfície do solo; e, altura do lençol freático de 0,4 e 0,8 m sobre os drenos que proporciona a profundidade exigida pela cultura. Verificou-se que a faixa na qual o modelo proposto pode ser empregado depende da combinação das variáveis consideradas nas simulações, devendo ser analisada para cada caso. A metodologia proposta apresentou resultados semelhantes àqueles quando se utilizou a metodologia de simulação da altura do lençol freático, sendo que número de iteração para obtenção do resultado é infinitamente menor. De acordo com os resultados obtidos, pode-se concluir que o modelo desenvolvido apresentou confiabilidade quando se respeita as suas restrições. Palavras-chave: Drenagem subterrânea, Glover-Dumm, lâmina de lixiviação  PINTO, M. A.MODEL FOR DRAINS DESIGN TO IRRIGATION PERIOD  2 ABSTRACT The methodology for design of underground drains for irrigation period is very laborious and it requires much iteration. The objective was to develop an alternative methodology for this purpose, based on the Glover-Dumm equation. It compared the spacing between drains calculated by the proposed method and the method of simulation of the height water table after each irrigation obtaining its performance. Scenarios were tested with hydraulic conductivity values ranging from 0.2 to 3.0 m d-1; impermeable layer ranging from 0 to 6 m; and, height of the water table of 0.4 and 0.8 m that provides the required depth by culture. It verified that range at which the proposed model can be use depends on the combination of the variables considered in the simulations and must be analyzed in each case. The model showed results similar to those when using the methodology of the water table height. The number of iteration to obtain the result is infinitely less. According to the results, it can be concluded that the developed model presented reliability when it concerns their restrictions. Keywords: Drainage, Glover-Dumm, leaching depth

Interroga sobre o alcance das reformas da instrução pública na transformação da cultura escolar brasileira entre 1922 e 1935. Destaca a importância das políticas públicas da educação na cidade do Rio de Janeiro para organizar um sistema escolar nacional. Discorre sobre relatos acerca das experiências de reforma demonstrando a valorização do estatuto estratégico e da prática pedagógica na montagem das políticas públicas. Conclui indicando o modo por meio do qual a reconstrução institucional do aparelho escolar desenvolveu-se como uma política de governo. Abstract The article refers to the overtaking of the public instruction reforms in the transformation of the Brazilian scholar culture between 1922 and 1935. It points out the importance of the public politics of the education in Rio de Janeiro city to organise a national school system. It discourses about the accounts of the experience of the reform showing the valorisation of the strategy statute and pedagogic practice in the arrangement of public politics. It concludes indicating how the institutional reconstruction of the school developed itself as a governing politic. Public policies, especially in the area of professional education, are developed according to the productive order articulated with an institutional configuration, power relations and social practices. In this sense, they tend to express themselves in the processes of vocational training and the level of worker qualification. This article aims to understand the factors that influenced the institution of public policy of professional and technological education in the State of Rio de Janeiro, from conception to contemporary compositions through the theoretical support of policy cycle. Using a qualitative approach to documentary research, historical research, and bibliographic research, the investigation adopts the seven phases of the cycle as a proposal of analytical tool. The data suggest that there are mistakes in the strategies for formulating and implementing the policy, evidenced by the dissociation between the objectives of governmental actors and non-governmental ones, such as in the amount of budgetary resources for maintenance and modernization of existing school units and in the form of provision (competition or contract) of the teaching staff. Some consequences are the reduction in the number of enrollments to the detriment of other networks of technical schools and the low rates of evaluation, thus requiring the redesign of the policy.
