<p><em>Thi</em><em>s paper is a summary of the research conducted in the province of Special Region of Yogyakarta, and put people in the Yogyakarta City, Sleman Regency and Kulonprogo Regency as sample. This research aimed to discribe people’s perception of the of kiai (Islamic scholars) in the field of empowerment for improving the quality of religious life and increasing religious harmony in Special Region of Yogyakarta. The analysis results showed that the kiai has considerable role for improving the religious diversity among community and improve the quality of religious harmony. The public view on the dimension of beliefs, rituals and social very negative an relatively small. This reality showed that Yogyakarta people’s religious knowledge was quite diverse, so there is a different perception. People’s perception of the role of kiai in improving the quality of religious life and religious harmony based on the social background of respondents of all categories, respondents said that kiai have positive role.</em></p>

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

This concluding chapter synergizes the previous chapters and adds something new. Both functions are captured by the title, Reclaiming the Public in Policing. First, it argues that the empirical and conceptual work in this book points at the corrosion of the public character of policing, which results in law enforcement agencies that find it increasingly difficult to exclude politics, particularism, and populism from their operations. This part of the chapter concludes that it is imperative that we ‘unthink’ bureaucracy as the social evil of our time and revalue the public contours of policing. A second way to reclaim the ‘public’ in policing, now defined not as a quality of the police but an engaged citizenry that is involved in public debates on the police, concerns the role of police scholars in the public sphere. The chapter advocates a public anthropology of police and reflects on the author's efforts to ‘go public’.

The article is devoted to the study of the quality management system of education in a modern school. In researching this direction, the author relies on the main characteristics of the quality that education must correspond to. Attention is focused on what should be the criteria in solving the problem of education quality. It is concluded that the teacher today has lost the role of a person transferring knowledge, who acts by authoritarian or totalitarian methods, trying to give as much factual information as possible. A teacher today is a mentor who guides and organises educational and upbringing work with students at school. Consequently, the quality of education is aimed at meeting the public demand for the formation of a personality that is ready to actively respond to permanent changes in the social environment and the challenges that education faces today.

Most studies on whispering deal with its production and perception, neglecting its communicative role. I have focused on this, especially some social and psychobiological objectives. I have combined a general inquiry into the use of unvoiced speech with stimulus-response experiments on particular signal properties. (1) Analyses of answers to queries revealed that judgments about whispering depend on the social contexts. In the private domain it plays a clearly positive role, but in the public domain it is more problematical. Two causative factors were identified as relevant: (a) an 'ingroup' function of whispering which could induce negative 'outgroup' effects in co-listeners, and (b) a psychobiological component of whispering which could affect the auditory vigilance of co-listeners who were not addressed personally by the signaling, but often wanted to understand a whispered message. (2) Analyses of experimental data confirmed the relevance of these factors. Additionally, they showed that unvoiced speech has a limited transmission range, and is easily masked by background noise. Taken together, the results suggest that whispering is explained best as a close-distance signal adapted for private use among partners.

Citizens’ juries provide deliberative fora within which members of the public can debate complex policy issues. In this article, we reflect on our experience of undertaking three citizens’ juries addressing health inequalities, to explore the positive and facilitative role that humor can play within group-based research focusing on sensitive health policy issues. We demonstrate how both participants and researchers engaged in the production of humor in ways which troubled prevailing power dynamics and facilitated positive relationships. We conclude by recommending that researchers, particularly health policy researchers and those pursuing the kind of lengthy group-based fora associated with deliberative research, consider the positive role humor can play when engaged reflexively. In so doing, we make a major contribution to extant literature on both deliberative fora (which is yet to consider humor’s facilitative capacities) and the role of humor in qualitative (health) research (which rarely explores researcher complicity in humor production).

During the 2010s, there was a “utopian moment” as regards the structure of media, owing to the social space created by digital culture, transmediality, and the different ways of participating in public debate. What is expected from digital information transmitted via the Web and social media is action and interaction with subjects in the public space or square. Accordingly, this paper analyses the descriptive assertions and proposals of the viewers of newscasts of Spanish television between 2014 and 2017, as regards how they perceived and represented the public space, mediatised by information through spatial metaphors. Specifically, it is based on the analysis of the transcriptions of five discussion groups and four interviews, whose aim is to examine two polarised spatial metaphors—the traffic labyrinth and the open square—and a series of demands relating to the role of journalists, media ownership, viewers’ access, and the quality of democratic society.

The perception of social work profession is very important, because there are people that are beneficiaries of social services. So, if we have positive perceptions, will have a strong relationship between social workers and people and the quality of services will be better.We have a quantitative study. The main purpose of the paper is to know the public information and perception about the social work profession. The research questions of the paper are:1.What is the information of Shkodra citizens regarding the social work profession?2.What is the perceptionof Shkodra citizens about the social work profession?3.What is the opinion of Shkodra citizens regarding the areas of social work?4.What is the opinion of Shkodra citizens regarding the roles of the social worker?The population of the study is composed of residents of the city of Shkodra. The sampling consists of people who have reached the age of 18. It is sed the survey method. A questionnaire composed of four parts is used. The first part includes the demographic data of the participants, the second part includes data about the information of participants for social work profession, the third part includes data related to the perception that they have regarding social work profession and the fourth part includes data about the opinion of the participants for the fields and roles of the social workers.The syrvey was created on the basis of different sources. Several studies have argued that the effects of commuter stress spill into other domains of everyday life, including the workplace. However, the entanglements between commuter stress and the workplace are complex and multidirectional. Commuter stresses both shapes and is shaped by managerial policies, workplace social relations, and the negotiations of working schedules. The present paper explores these interconnections. Drawing on a survey of 281 office-based employees in 27 companies in Sofia, Bulgaria, the paper demonstrates how the characteristics of individuals and individual journeys are important in shaping commuter stress but not exclusively so. In examining the significance of the workplace in relation to commuter stress, the paper differentiates between the geographical location of the workplace and the employing organisation, thus offering a granular understanding of spatial (e.g., the quality of the public spaces surrounding the office) and organisational (e.g., managerial decisions regarding parking) factors. The paper highlights the social and spatial constraints within which commutes are carried out, thus emphasising the role of employers and local government in what is often understood in terms of individual travel choices.
