The article is devoted to the study of the quality management system of education in a modern school. In researching this direction, the author relies on the main characteristics of the quality that education must correspond to. Attention is focused on what should be the criteria in solving the problem of education quality. It is concluded that the teacher today has lost the role of a person transferring knowledge, who acts by authoritarian or totalitarian methods, trying to give as much factual information as possible. A teacher today is a mentor who guides and organises educational and upbringing work with students at school. Consequently, the quality of education is aimed at meeting the public demand for the formation of a personality that is ready to actively respond to permanent changes in the social environment and the challenges that education faces today.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is dedicated to the role of the knowledge-producing sector for the development of innovation economy in Finland. History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

This concluding chapter synergizes the previous chapters and adds something new. Both functions are captured by the title, Reclaiming the Public in Policing. First, it argues that the empirical and conceptual work in this book points at the corrosion of the public character of policing, which results in law enforcement agencies that find it increasingly difficult to exclude politics, particularism, and populism from their operations. This part of the chapter concludes that it is imperative that we ‘unthink’ bureaucracy as the social evil of our time and revalue the public contours of policing. A second way to reclaim the ‘public’ in policing, now defined not as a quality of the police but an engaged citizenry that is involved in public debates on the police, concerns the role of police scholars in the public sphere. The chapter advocates a public anthropology of police and reflects on the author's efforts to ‘go public’.

Every person – regardless of place of residence, age, sex, or social status – needs an authority figure, someone they can trust, someone who serves as their source of inspiration and a beacon of hope. However, numerous contemporary researches point out to the existence of a crisis in terms of personal examples, the decline in the quality of education both at home and at school, and the worrisome rise in consumerist and egotistical attitudes which results in pathologies of various shape and form and consequently leads to the general deg¬radation of society. The social life transformations necessitate the introduction of changes to education and the image and authority of a teacher. The purpose of this article is to highlight the role of authority in education, show teacher as a figure of authority as perceived by pupils and their parents, and their expectations and preferences as well as to attempt to define the future of authority in the changing world.

The recently discussed issues of education quality are devoted full attention. The systems of quality control are developed, services are certified etc. All EU countries point to education quality as one of the most important political priorities. Despite the fact it is an excellent idea, the questions of how to ensure adequate education and how to achieve equally ranked education certification in all countries of the European Union arise. We can note that different legal and political documents approved by Lithuanian authorities in one way or another emphasize that ensuring quality education is a priority field. What is quality? This question is not so simple. We can agree with general definition that quality generally refers to a certain degree (level) of excellence. It is obvious that there are at least two main perspectives of defining quality, one from the customer of education services and the other one from the producer (education institution). It is obvious, that the quality aspiration is important not only for the companies which produce products or offer service, but also for education institutions of all levels. The central point is the understanding that quality cannot be bought in the market and is not something beyond institution boundaries. Everything will be determined by awareness that quality in a broad sense is conditioned by the quality of management (administration). Only professional management leads to qualified processes (institution work) whereas the latter ensure high-quality service. Another main point is that education and research belongs together. It is as axiomatic truth. Without high-level research a quality management system seems to be a useless thing. As the understanding of quality may vary, a general agreement on the issue discussing quality is very important at least inside the institution. Quality is differently treated by academic staff, teachers, students, employers, social partners of institution, authorities and society in general. Education is a complex system having different levels, sub-systems etc. that closely correlate and determine one another. Finally, we can notice that the best organizations have a systemic and comprehensive focus on quality. Key words: quality of education, managing quality, systemic approach.

Improving the quality of education is a problem that is still experienced by many educational institutions. To improve the quality of education, institutions need a system to help achieve quality education quality. So this study aims to analyze the application of Total Quality Management in the school accreditation program as an effort to improve the quality of education. This research is a literature study by taking data from several books and literature. This data collection technique uses documentation techniques and data analysis techniques using critical analysis which is interesting from several research documents. The results of this study indicate that improving the quality of education is carried out by implementing Total Quality Management. Total Quality Management is carried out by continuous improvement, determining quality standards, changing culture, changing organizations, maintaining relationships with customers and focusing on customer satisfaction. and have a commitment to change.

Abstrak—Integreted quality management system can not only be used the word of education but companies must also use education quality manajement, so that the quality of the product they produce can be good and meet customer satisfaction. Therefore each company will compete to show its quality. Companies carry out integrated quality management because they want to fix every single mistake that happens even if is so small that consumers of the company will fell satisfied control the quality of product including fees and market share, the company’s repulation, product accountability, international implications.

The article defines the essence of the concept of "public management of education quality". The author emphasizes that public quality management of education is a practical activity of public authorities aimed at creating conditions for the implementation of quality educational process, satisfaction of citizens' rights to quality education, ensuring effective social development with appropriate resources in the field of education. Public administration is primarily a function of public authorities in the practical implementation of the course. It is substantiated that the state policy in the field of education is determined by the Verkhovna Rada of Ukraine and implemented by the Cabinet of Ministers of Ukraine, the central executive body in the field of education and science, other central executive bodies and local governments. First of all, in order to control and assess the quality of education, a public authority was established - the State Quality Service of Education of Ukraine. It is proved that ensuring the quality of education is one of the main conditions for mobility, compatibility and attractiveness of the education system of any country. The main tools and procedures of the state education quality management are singled out, in particular: licensing, accreditation, standardization, public accreditation of educational institutions, institutional audit, monitoring of education quality, attestation of pedagogical workers, certification of pedagogical workers, public supervision. It is determined that an important role in the quality management of education is given to the accreditation of educational programs. The procedure is to assess the educational program for its compliance with the standard of education, as well as the ability of the educational institution to ensure that students achieve the knowledge, skills and abilities required by the requirements of the educational program.
