AbstractThe purpose of this paper is to review the research on evaluation of teachers in Turkey and to arrive at a synthesis on the methodological issues and the conclusions through a content analysis strategy. Review of research on the selected studies were undertaken considering pre-determined criteria; studies (1) done with Turkish sample, (2) presented empirical data, (3) done between 2004 and 2014, and (4) published in refereed journals and defended as graduate studies (Master and PhD theses). These criteria were utilized to select the studies to be contend-analysed. Selected studies were analysed across their purpose, design, sample, data collection, findings and implications. A total of 93 studies satisfied the criteria were included in the analysis. The current synthesis indicates that the researches on teachers Turkey mainly focuses on six dimensions, each related to (a) classroom management competency, (b) instruction (curriculum implementation), (c) teacher development (d) teacher knowledge, (e) teacher evaluation process, and (f) teacher thinking. At the end of the research study, a model reflecting the dimensions of research on teachers in Turkey was presented. Keywords: Research on teachers, teacher evaluation, content analysis

Purpose: New teacher evaluation systems have expanded the role of principals as instructional leaders, but little is known about principals’ ability to promote teacher development through the evaluation process. We conducted a case study of principals’ perspectives on evaluation and their experiences implementing observation and feedback cycles to better understand whether principals feel as though they are able to promote teacher development as evaluators. Research Method: We conducted interviews with a stratified random sample of 24 principals in an urban district that recently implemented major reforms to its teacher evaluation system. We analyzed these interviews by drafting thematic summaries, coding interview transcripts, creating data-analytic matrices, and writing analytic memos. Findings: We found that the evaluation reforms provided a common framework and language that helped facilitate principals’ feedback conversations with teachers. However, we also found that tasking principals with primary responsibility for conducting evaluations resulted in a variety of unintended consequences which undercut the quality of evaluation feedback they provided. We analyze five broad solutions to these challenges: strategically targeting evaluations, reducing operational responsibilities, providing principal training, hiring instructional coaches, and developing peer evaluation systems. Implications: The quality of feedback teachers receive through the evaluation process depends critically on the time and training evaluators have to provide individualized and actionable feedback. Districts that task principals with primary responsibility for conducting observation and feedback cycles must attend to the many implementation challenges associated with this approach in order for next-generation evaluation systems to successfully promote teacher development.

Teacher evaluation is a significant means for ensuring accountability and promoting teacher professional development. However, the road to good implementation of teacher evaluation system rarely goes without challenges and constraints. The fourteen interviewees who participated in this study faced several constraints in implementing teacher evaluation in the Sultanate of Oman. Some of these obstacles were: Lack of incentives; inadequate evaluators’ training; heavy burden of administrative duties with less empowerment; lack of teachers and evaluators’ commitment towards teacher evaluation system. These organizational and technical factors inhibit the performance of teachers and evaluators alike. The study recommends that teachers and evaluators must be given the needed assistance so that the evaluation process is implemented effectively for the teacher development and performance improvement.

In this paper, the Support Vector Machine (SVM) theory is applied to secondary school teachers evaluation systems. And the evaluation attributes of secondary school teachers are set in accordance with certain requirements. Through the use of sample data on the teacher evaluation system for a certain amount of training, we get a trained model, then evaluate and analyze the teachers data to be measured. This approach can make secondary school teachers assessment more accurate and reasonable, greatly reduce the workload of teaching management, and reduce the number of artificially errors in the evaluation process.

In this research, we examine strategies school principals have used to assist struggling teachers. In an open-ended questionnaire designed for this study, we asked 219 school principals to describe a successful intervention they held. The results show that principals prefer supportive assistance to organizational changes (such as moving the teacher to another class). They rarely used confrontational approaches. A content analysis of the strategies that enabled successful intervention identified four conditions: (a) principals’ willingness to intervene; (b) intensive use of measures and resources; (c) the teacher’s willingness to make changes; and (d) the need for flexibility in managing the intervention. The findings indicate the need to train principals to assist struggling teachers more effectively and to encourage them to become more assertive. This requires a professional development program for teachers and principals, guidance in classroom management, as well as organizational, financial, and human support.

ABSTRACT Multiple discourses are critical in determining the success of information technology (IT) diffusion. Since its inception, such discourses also appear in the eXtensible Business Reporting Language (XBRL) diffusion sphere. To help explain XBRL diffusion, we explore the discourses relative to XBRL in social media. A case study with text mining and content analysis was conducted to address three research questions covering community discourses, polarity of viewpoint, and learning surrounding XBRL in social media. Our sample data consisted of members' posts and comments in LinkedIn XBRL groups over the period 2010 to 2013. Our analysis finds that XBRL discourses in social media have largely revolved around the dissemination of XBRL information to raise awareness among potential adopters (i.e., theorization) and to properly implement XBRL (i.e., translation). Our findings indicate that XBRL's theorization is not in doubt, while XBRL's translation remains challenging. Professionals generally view XBRL positively. Those who view XBRL less favorably are more likely to be skeptical rather than dismissive. We also observe that social media like LinkedIn is a relevant channel for communities to learn about XBRL. We discuss the findings and include several insights and implications that may be useful in augmenting the future of XBRL.

In this paper, a series of scientifically rational index system is set up to evaluate the effect of energy saving and loss decreasing in power distribution networks. The establishment of the index system is based on a variety of new technical measures. According to the feature of wide range and weak consistency, an evaluation in power distribution networks based on rank correlation analysis is proposed. In such a way, the procedure is clear, simple and highly exercisable. With the application of evaluation process described in this paper, present situation in power distribution networks in a region is evaluated, which justifies the validity of the method.

In 2010, the Department of Basic Education instructed its teachers to maintain a teacher's file. This article reports on a research project which described teachers’ views on the utility of the teacher’s file and its relationship to skill of reflection related continuous professional teacher development (CPTD). The research described the meaning and the sense teachers attached to maintaining this file in the light of assumptions and principles of the experiential learning theory (ELT).  It also probed ideas related to how the file could be improved and developed into a resource that contributes to the professional development of teachers in terms of teaching, learning and assessment (TLA). The study utilized interviews and document study as tools to collect data which were later analyzed and interpreted to arrive at the research findings and recommendations. The study found that all teachers regarded the teachers' file as an administrative tool which had nothing to do with their own professional development. They regarded it as a management tool which was meant to monitor them. The study found that to acquire more meaning to the teacher, the file must be enhanced to include more teacher advancement related matters. In view of the teachers' feelings that the file was purely administrative, the Department of Basic Education could review its current format and render it relevant to the professional development of the teacher. The aspects of professional development must include specific areas such as teaching, learning, assessment, classroom management and administration.

Gifts and donations form an integral part of an academic library’s existence, whether monetary or physical items. While monetary gifts are greatly valued, gift-in-kind donations of physical items can also contribute rare or unique items to collections. However, gift-in-kind donations also bring many challenges, as processing and evaluating physical materials can be time-consuming and labour-intensive; moreover, these materials may occupy significant amounts of space and ultimately may or may not add value to the library collection. Providing clear, publicly available gift and donation information can mitigate some of these challenges and help to set expectations for donors by giving a clear overview of the evaluation process and letting them know which types of material are of interest. The author reviewed donation-related webpages of twenty-one Canadian academic libraries to determine commonalities regarding library donation webpages. This analysis can provide practical assistance to librarians who are creating or revising gift-in-kind policies and procedures in Canadian academic libraries. Les dons monétaires ou matériels font partie intégrante de l'existence d'une bibliothèque universitaire. Bien que les dons monétaires soient très appréciés, les dons matériels peuvent aussi contribuer à des collections d'articles rares ou uniques. Toutefois, les dons en nature posent également de nombreux défis, car le traitement et l'évaluation des documents physiques peuvent prendre beaucoup de temps et exiger beaucoup de travail; en outre, ces documents peuvent prendre beaucoup d'espace et, en bout de ligne, ils peuvent ou non ajouter de la valeur à la collection de la bibliothèque. Il importe alors de fournir au public des informations claires sur les dons afin de palier certains de ces défis et d'établir des attentes pour les donateurs en leur présentant un survol clair du processus d'évaluation et en leur laissant savoir quels types de matériel sont d'intérêt. L'auteure a recensé les pages Web consacrées aux dons de vingt-et-une bibliothèques universitaires canadiennes afin d'y déceler les points communs. Cette analyse peut fournir une aide pratique aux bibliothécaires qui créent ou qui révisent des politiques et des procédures pour les dons en nature dans les bibliothèques universitaires canadiennes.
