A Time for Change?Since mid-1975, extensive data has been collected on individuals seeking to become Certified Rehabilitation Counselors. Examining the data on “counselors” suggests that performaooe on the Field Review is below average in some situations. Graduates of rehabilitation counseling programs tend to score higher than most other graduate majors, such as counseling psychology or clinical psychology. The results suggest steps should be taken to strengthen training for the rehabilitation professional in terms of graduate education, RCEP, and in-service training.

The professional status and future of rehabilitation counseling, as a profession, has been enhanced through the certification of rehabilitation counselors. Since July, 1974, the Commission on Rehabilitation Counselor Certification has certified more than 8,000 individuals in the profession. These professionals are located throughout the United States, its territories, and three foreign countries. Beginning in July, 1975, extensive demographic information was collected on each applicant resulting in a composite profile on slightly over 50% of the Certified Rehabilitation Counselors (CRC's) certified during the “grandpersoning” period.

The purpose of the study was to identify the core knowledge and skill based competencies which State Vocational Rehabilitation counselors, supervisors, and administrators thought would best prepare professional VR counselors for practice in State Divisions of Vocational Rehabilitation Agencies in HEW Region VIII. A non-random sample of 243 VR counselors, 44 VR supervisors, and 68 administrators responded to a forced choice survey of questionnaire which contained 11 major competency categories and 128 subject items. The respondents generally agreed that all of the major competency categories were important. Also, the results of the study indicated that Vocational Rehabilitation counseling is based upon an interdisciplinary core of knowledge and skill based competencies. A continuum model of education including undergraduate, graduate, and in-service training is required to be competent at the professional level. Furthermore, the findings indicated that government rehabilitation agencies and vocational rehabilitation counselor education programs can best prepare manpower through joint training efforts.

This special joint issue has presented information on the status of credentialing in rehabilitation counseling by providing a review of the certification, accreditation, and counselor licensure efforts, as well as the issues confronting the profession in the continuing process of professionalization. In addition, this issue has focused on the empirical foundation of the credentialing processes in rehabilitation counseling by providing the initial findings of an ongoing research project designed to validate the accreditation and certification processes that support the profession, along with the identification of the reported preparedness and training needs of certified rehabilitation counselors.

This article describes a vision of rehabilitation counseling, wherein both the profession of rehabilitation counseling and the diverse roles of rehabilitation counselors are recognized and valued by rehabilitation counselors, the general public, and other professionals in promoting social justice and equal opportunity for individuals with disabilities. Using parallels with psychology, this article describes opportunities and challenges related to the visibility and centrality of rehabilitation counseling in society. Marketing is a key element in moving rehabilitation counseling from a fringe activity to a central, well-known profession. Recommendations to make rehabilitation counseling central to society include rehabilitation professional associations and other constituencies (a) working together to market the profession, which can capitalize on the ever-expanding number of career opportunities for rehabilitation counselors and (b) leveraging resources for the common good while respecting our differences.

Job descriptions of entry level rehabilitation counseling positions advertised by state vocational rehabilitation agencies were examined in order to determine if states are effectively conveying expected duties to potential employees. Duties described in published state job listings were compared to areas of human resource development perceived to be significantly important by certified rehabilitation counselors in public settings. Results indicate that state descriptions do appear to reflect expected duties to potential employment of candidates. Discussion addresses the need for description standardization, limitations of the study, and suggested direction for future research.

Past and recent research on ethnic minorities with disabilities has indicated that they have identifiably unique characteristics and present special challenges to the rehabilitation counseling profession. Demographic data and research findings are presented which provide insight into how these characteristics and challenges impact the rehabilitation process. Recommendations are offered on how to enhance the professional preparation of rehabilitation counselors for improved services to ethnic minorities with disabilities.

In the 2006 Job Analysis of Certified Rehabilitation Counselors, the Commission on Rehabilitation Counselor Certification asked counselors where they thought the profession would be in 5 years. A total of 529 counselors gave their opinions about the future of rehabilitation counseling within the context of the sociopolitical environment in which they practice, about general trends in the profession, and about how these might affect the sector in which they are employed. Perceptions included concerns about the aging workforce and client base, the role of assistive technology, counseling skill development to meet the needs of a more complex client population, funding resources, and licensure/certification issues. Implications of their answers within the emerging generational context were explored, as were ideas for future research.

The Internet has become an integral part of the practice of rehabilitation counseling. To identify potential ethical issues regarding the use of the Internet by counselors, two studies were conducted. In Study 1, we surveyed a national sample of rehabilitation counselors regarding their use of technology in their work and home settings. Results suggested that all counselors use email and find information on the Internet, and some also use the Internet to socialize. Some online activities in which counselors engage raise ethical concerns. Study 2 was a content analysis of ethical codes of three national counseling associations and three states that license rehabilitation counselors for the amount of guidance these codes provide regarding Internet activities. Results indicated that although the ethical use of technology has been identified in the codes, there are still areas in which the guidance is only indirect at best.
