In this study, we examine the factors which may influence the implementation of effective government services over the internet (e-Government) at the federal, state and local levels. The authors argue that although the federal, state and local agencies have taken an initiative to integrate their services over the internet, the perpetuity of complex issues and limitations continue to slow down the process of effectively implementing e-Government. The paper broaches, by identifying, some of the factors that continue to influence the implementation of effective e-Government services. We further argue that the implementation of e-Government cannot be solved through simple technological solutions alone, but through a synergistic approach involving other factors, such as approaching the citizen with customer services orientation rigor, culture, training, attitudes and education inter alia. This paper is not the panacea but a soft approach that could be used by government agencies to integrate an online portal that focuses on its customers (citizens).

There are serious gaps in our knowledge and understanding of how public policy at the federal, state, and local levels affects the work of a wide array of nonprofit organizations. On October 4th and 5th, 2010, the Association for Research on Nonprofit Organizations and Voluntary Organizations (ARNOVA), with the support and encouragement of the Bill and Melinda Gates, Kresge and C.S. Mott foundations, convened a group of thirty nonprofit scholars and leaders to explore what we know about the impact of public policy on the nonprofit sector. The conference focused on how public policy helps or harms the ability of nonprofit organizations, particularly but not exclusively public charities, to fulfill their missions.

The Greens' impact on German politics and public life has been enormous and massively disproportional to the size of their electoral support and political presence in the country's legislative and executive bodies on the federal, state, and local levels. After substantiating the Greens' proliferating presence on all levels of German politics with numbers; the article focuses on demonstrating how the Greens' key values of ecology, peace and pacifism, feminism and women's rights, and grass roots democracy—the signifiers of their very identity—have come to shape the existence of all other German parties bar none. If imitation is one of the most defining characteristics of success, the Greens can be immensely proud of their tally over the past thirty plus years.

Electronic government, or e-Government, is the practice of providing public services to citizens, businesses, and other government agencies where government services can be accessed through the Internet, mobile phone, fax, mail, telephone, and personal visits (MGAHA, 2005). Developing countries, utilizing the late comer advantage, are mimicking trends of paperless governments with the expectations to reap the same benefits enjoyed by developed countries. However, e-Government initiatives have not always been successful in developing countries. According to the study conducted by Heeks (2003), the rate of e-Government success in developing countries was only 15 percent. The authors believe that such failures are mainly due to certain unique social, economic, technological, and environmental challenges faced by e-Government in developing countries. For example, some major issues include digital divide, political instability, and skills-related issues. However, the research dealing with these problems is limited. Therefore, in this chapter, the authors discuss these challenges.

Increasingly, almost everything we do in our daily lives is being influenced by information and communications technologies (ICTs) including the Internet. The task of governance is no exception with an increasing number of national, state, and local governments utilizing ICTs to support government operations, engage citizens, and provide government services. As with other things, the process of governance is now being prefixed with an “e”. E-governance can range from simple Web sites that convey basic information to complex sites that transform the customary ways of delivering all sorts of government services. In this respect local e-government is the form of e-governance that specifically focuses on the online delivery of suitable local services by local authorities. In practice local e-government reflects four dimensions, each one dealing with the functions of government itself. The four are: (a) e-services, the electronic delivery of government information, programs, and services often over the Internet; (b) e-management, the use of information technology to improve the management of government. This might range from streamlining business processes to improving the flow of information within government departments; (c) e-democracy the use of electronic communication vehicles, such as e-mail and the Internet, to increase citizen participation in the public decision-making process; (d) e-commerce, the exchange of money for goods and services over the Internet which might include citizens paying taxes and utility bills, renewing vehicle registrations, and paying for recreation programs, or government buying office supplies and auctioning surplus equipment (Cook, LaVigne, Pagano, Dawes, & Pardo, 2002). Commensurate with the rapid increase in the process of developing e-governance tools, there has been an increased interest in benchmarking the process of local e-governance. This benchmarking, which includes the processes involved in e-governance as well as the extent of e-governance adoption or take-up is important as it allows for improved processes and enables government agencies to move towards world best practice. It is within this context that this article discusses benchmarking local e-government. It brings together a number of discussions regarding the significance of benchmarking, best practices and actions for local e-government, and key elements of a successful local e-government project.

The questionnaire was designed to determine how political science has been and can be used in federal, state, and local government agencies and in administrative, legislative, and judicial positions.A. The Respondents and the QuestionsIn January, 1975, the questionnaire was mailed to the 425 APSA members who held government positions as of 1973. These persons were chosen as a good group of people to ask about the relevance of political science to government work since they are likely to be knowledgeable about both political science and government work, and are likely to be responsive to such a survey.

California local agencies raise the revenue to support high-quality transportation services and infrastructure from a patchwork of federal, state, and local sources. To assist policymakers and transportation experts as they explore options for creating a more sustainable funding system, this report presents an overview of the taxes and fees that currently generate revenue ultimately dedicated to paying for transportation at the sub-state—or “local”—level. The discussion covers federal and state as well as local sources. The report also traces the evolving contribution from each level of government for expenditures on California’s local streets and roads and public transit, looking back two decades. The report concludes with a discussion of options for increasing local transportation revenue
