Introduction. At present, the priority of social policy in Ukraine is to ensure a fair standard of living for all categories of the population who find themselves in difficult life circumstances, including families raising children with disabilities. Over the past 5 years, the number of Ukrainian families raising children with disabilities has increased by 20% according to the State Statistics Service of Ukraine. This is due to various environmental, social, economic, and other factors that harm the general health of the population. In the research circle, scholars consider the family as a center for the upbringing and development of a child with a disability, because for this child, the family is primarily the main environment for rehabilitation. However, the family cannot be considered solely from the point of view of rehabilitation, because the family is a social group that carries out its activities based on a common economic, domestic, moral, and psychological way of life. Families with children with disabilities face many difficulties and problems, from medical to social, but the most pressing and common problems of such families are financial. Given the economic situation in Ukraine and the economic opportunities of Ukrainian families, it is safe to say that the social security system in Ukraine is not able to fully help families raising children with disabilities financially, as benefits are insignificant and the variability of such benefits is negligible. This actualizes the study of social protection of families with children with disabilities, in particular the study of international innovative methods of social welfare provision to this category of the population. The aim of the article is a theoretical analysis of global innovation mechanisms and approaches to social welfare provision to families raising children with disabilities for their further implementation in Ukraine. Methodology. The theoretical foundation of this article is based on world socio-economic theories, scientific approaches to solving problems of social welfare, and the social work theories. General scientific research methods were used, in particular, structural-functional to reveal the types of social assistance and existing technologies and methods of calculating social benefits for families raising children with disabilities in Ukraine; comparison – to study the world's innovative social welfare technologies. Results. It has been confirmed that the social welfare provision to families raising children with disabilities is one of the priority tasks of social policy both in Ukraine and in the world. An analysis of international innovative mechanisms and approaches of social welfare provision to families, who raise children with disabilities has been carried out. Improvement of the Ukrainian social welfare system has been suggested by introducing world tendencies of social protection of families raising children with disabilities.

In recent years, family resilience has come to be seen as more of a process than an outcome. This process involves different family members who receive training during the course of family prevention programs. The Family Competence Program is a Spanish cultural adaptation of the Strengthening Families Program, which uses a Family Strengths and Resilience Scale. With this scale of 11 items, encompassing aspects such as communication, cohesion and family organization or parental skills, changes in family resilience were measured before and after the application of the program. The results point to positive changes. Potential links with family vulnerability were also tested, but the results of the study do not suggest any association between resilience and family vulnerability.

The article describes the main difficulties of child-parent relations in families where children with disabilities are raised, the content of psychological and pedagogical support of families raising children with disabilities is revealed. The purpose and main tasks of psychological and pedagogical support of families with children with disabilities are formulated. Stages of psychological and pedagogical support of the family raising children with disabilities, and also the main directions of work with a family within the Centers of early help and support are designated.

Abstract.RESILIENCE OF FAMILIES WITH HANDICAPPED CHILDRENRealizing the fact that despite having a disabled child and for families that constitute a painful experience, they are able to respond positively to adversity that arise and offer risk to its homeostasis, demonstrating resilient families are afforded the preparation of this study whose objectives were: to determine the levels of resilience of families with disabled children, to analyze factors that may interfere with the levels of resilience of families with disabled children and check if there are differences between the levels of resilience of families with disabled children and families with children with serious health problems or conical. The method used in the study was a quantitative and descriptive-correlational and not experimental type. Data were collected from an accidental non-probabilistic sample of parents/families of children with disabilities or serious or chronic diseases, which constitute the two groups of households (with and without disabilities) in our sample, followed by consulting a Department of Pediatrics totaling one hundred and eighty-six. The data collection instrument used was a questionnaire. Based on the data we found that these families mostly have average levels of resilience, with no record of low levels of resilience. The family resilience is not related to family characteristics, the characteristics of the disability, family and social support available, relating only to one of the dimensions that integrates family functioning, family satisfaction. Comparing the resilience levels of the two groups of families, we found no significant difference.Key words: Resilience; family; family resilience; disabilities.Resumo.Perceber o facto de apesar de terem um filho deficiente e isso constituir para as famílias uma experiência penosa, estas serem capazes de responder de forma positiva às adversidades que surgem, demostrando serem famílias resilientes, originou a elaboração deste estudo, cujos objetivos foram: determinar os níveis de resiliência das famílias com filhos deficientes; analisar fatores que interferem com os níveis de resiliência das famílias com filhos deficientes e verificar se há diferença entre os níveis de resiliência das famílias com filhos deficientes e das famílias com filhos com problemas de saúde graves ou cónicos. O método utilizado na pesquisa foi do tipo quantitativo, descritivo-correlacional e não experimental. Os dados foram colhidos junto de uma amostra não probabilística acidental de pais/famílias de crianças com deficiência ou doenças graves ou crónicas, que constituíram os dois grupos de famílias (com e sem deficiência) da nossa amostra, acompanhadas na consulta de um Serviço de Pediatria, num total de cento e oitenta e seis. O instrumento de colheita de dados utilizado foi o questionário. Com base nos dados obtidos constatámos que estas famílias têm maioritariamente níveis de resiliência médios, não havendo registo de níveis de resiliência baixos. A resiliência familiar não se encontra relacionada com as características familiares, as características da deficiência e o suporte familiar e social disponível, relacionando-se apenas com uma das dimensões que integra o funcionamento familiar, a satisfação familiar. Comparando os níveis de resiliência dos dois grupos de famílias, constatámos não haver diferença significativa.Palavras-chave: Resiliência; família; resiliência familiar; deficiência.

Aim. To analyze the medical and social characteristics of children's disability at the stage of primary medical and social care in the polyclinics of Kazan. Methods. 185 case reports of development of children with disabilities aged 0 to 17 years were analyzed as well as the questionnaires for their parents and 96 case reports of healthy peers of the same age group based on the data from children polyclinics N. 9 and 7 of Kazan. Relative values were calculated to process the results. Results. The conducted analysis revealed that children with the status of disabled persons were more often born in aged and young mothers, with pathological pregnancy and first birth. In the structure of disability causes, psychiatric disorders and nervous system diseases are prevailing. Disabled children acquire acute diseases more often than their healthy peers that causes additional expanses for the family, including those due to the care for acutely ill child, and requires additional provision with medications. Individual lessons in the rehabilitation of a child with disabilities require additional financial investments from the family budget. We revealed the need for implementation of educational courses for the parents of disabled children due to that every second family did not have specific knowledge and skills of care and rehabilitation, when a child had functional limitations found. Conclusion. Families with children with disabilities in the status of a disabled child need additional assistance in solving medical and social problems.

The resilience of parents can play a decisive role as a resource that favors the inclusion and development of students with disabilities, representing a decisive contribution in school-family co-responsibility. This work showed a conceptual analysis related to resilience from a family dimension and especially the role played by parents. The research was carried out in the context of the Technical University of Manabí, a representative sample of students with disabilities and their families was selected, two instruments were applied to obtain the data: Family Functioning Scale [1] and the Mother Resilience Scale [2]. The attention to the young person with a disability was analyzed, and it is particularized in the related to the family of these. The results are shown in tables that allow the final results to be identified.
