Introduction. At present, the priority of social policy in Ukraine is to ensure a fair standard of living for all categories of the population who find themselves in difficult life circumstances, including families raising children with disabilities. Over the past 5 years, the number of Ukrainian families raising children with disabilities has increased by 20% according to the State Statistics Service of Ukraine. This is due to various environmental, social, economic, and other factors that harm the general health of the population. In the research circle, scholars consider the family as a center for the upbringing and development of a child with a disability, because for this child, the family is primarily the main environment for rehabilitation. However, the family cannot be considered solely from the point of view of rehabilitation, because the family is a social group that carries out its activities based on a common economic, domestic, moral, and psychological way of life. Families with children with disabilities face many difficulties and problems, from medical to social, but the most pressing and common problems of such families are financial. Given the economic situation in Ukraine and the economic opportunities of Ukrainian families, it is safe to say that the social security system in Ukraine is not able to fully help families raising children with disabilities financially, as benefits are insignificant and the variability of such benefits is negligible. This actualizes the study of social protection of families with children with disabilities, in particular the study of international innovative methods of social welfare provision to this category of the population. The aim of the article is a theoretical analysis of global innovation mechanisms and approaches to social welfare provision to families raising children with disabilities for their further implementation in Ukraine. Methodology. The theoretical foundation of this article is based on world socio-economic theories, scientific approaches to solving problems of social welfare, and the social work theories. General scientific research methods were used, in particular, structural-functional to reveal the types of social assistance and existing technologies and methods of calculating social benefits for families raising children with disabilities in Ukraine; comparison – to study the world's innovative social welfare technologies. Results. It has been confirmed that the social welfare provision to families raising children with disabilities is one of the priority tasks of social policy both in Ukraine and in the world. An analysis of international innovative mechanisms and approaches of social welfare provision to families, who raise children with disabilities has been carried out. Improvement of the Ukrainian social welfare system has been suggested by introducing world tendencies of social protection of families raising children with disabilities.

This chapter provides an analytical overview of welfare provision in labour· abundant MENA regimes. Organized in sections by country and covering the period from regime formation until the late 2000s, the chapter pays particular attention to spending levels and the accessibility of social policies, and maps the eigbt regimes onto the three different pathways of welfare provision outlined in Chapter I. It draws on a combination of historical reports and statistics, available secondary accounts, and a novel dataset on social expenditures developed from archival material of the International Monetary Fund (IMF). It also diversifies the picture by examining policies of education, health, and social protection separately. The chapter lays important groundwork for further analyses and gives a more complete sense of social policy regimes beyond the social spending figures presented in Chapter I.

The article tells about the experience of the state budget institution of social services of the Pskov region "Rehabilitation center for children and adolescents with disabilities" from Velikiye Luki in the rehabilitation of children and adolescents aged 0 to 18 years with disabilities in mental and physical development, ensuring their fullest and timely social adaptation to life in society, family, education and work through the organization of mutual assistance groups. The effectiveness of this form of work with a family raising a child with disabilities is shown by teaching parents to understand their children, identify their abilities and needs for their further development. These theoretical positions were confirmed by experimental work that took place in three stages, including the social project "All together" with an inclusive component, which allowed to develop the huge internal potential of families raising children with disabilities for their more effective rehabilitation.

The purpose and main tasks of psychological and pedagogical support of families with children with disabilities are formulated. Stages of psychological and pedagogical support of the family raising children with disabilities, and also the main directions of work with a family within the Centers of early help and support are designated.

In modern conditions the existing negative trends in the social sector as well as accumulated social problems create a lot of threats and restrain further development of society; therefore it is crucial to implement the practice of cooperation among the state, business, society and individual, which would enhance the mutual responsibility of all participants of social life by creating the conditions for further stable development of the society based on the widest range of interests. Literature’s review showed the lack of studies concerning the characteristics of development of a social partnership between the authorities, business and workers in crisis in order to develop measures and prevent threats that can destabilize social and other areas stipulated to the purpose of the study. The article analyzes the modern definitions of social partnership, on various grounds, outlines their features. According to the results of the research, the necessity to consider social partnership as part of the social policy of the state from the point of view of different levels was proved. Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The principles of social partnership concepts in the formation of an effective system of social protection of Ukraine are described. The modern features of modernization of the role of social partnership, which have an impact on social protection of citizens are considered. The study has shown that social partnership has a great influence on social protection of the population, so if to increase the level of social partnership of business, as well as to transfer to the enterprises part of the expenses for the implementation of social policy of the state, it can significantly improve the quality of life of the population. In the conclusions the author emphasizes that there is a close relationship between the components of social partnership and the types of social protection of business, so the adherence to ethical principles of doing business will allow to increase the level of social protection of the population.

ResumenDesde el triunfo revolucionario, el modelo de desarrollo cubano se ha destacado históricamente por una concepción política, basada en la centralidad del Estado en la provisión del bienestar y en una vocación de justicia social, así como en la construcción de ciudadanía a través de la implementación de políticas de carácter universal. Un dilema, sin embargo, con el que ha tenido que lidiar este modelo, ha estado asociado a la contradicción entre la intención política, los avances obtenidos en materia social, por un lado; y las dificultades para sedimentar un sostén económico con el cual respaldar una propuesta integral de desarrollo. El artículo presenta una propuesta de análisis sobre la reforma iniciada en el 2011, presentando resultados respecto al estrechamiento de las políticas sociales en el marco de un legado institucional de desarticulación entre universalidad y focalización en ese contexto. As well as in the building of a citizenship trough the implementation of social policies with universal perspective.A dilemma, however associate to this Model has been related to the contradiction between the political intentions, the advancement achieved in social indicators in one hand; and in the other, the difficulties in order to achieve efficient economic policies, which could support the social development.This article present a proposal about the reform started on 2011, which the objective to present outcomes about the retrenchment of the Cuban social policies in the frame of non-correspondence between universality and focalization in a historical perspective. Children with disabilities represent a significant part of the population of users within Social welfare system in the Republic of Srpska. Number of children with a disability who are registered as users at the centers for social work, and therefore as users of social services, annually range around 3.5 thousand. Their status and support services are defined by the Law on Social Protection, which allows the non-governmental sector to provide services for children with disabilities. The network of non-governmental organizations and consumer associations concerned with providing social support to children with disabilities and their parents began to develop in the late 90s, when they started to form parents' associations in several municipalities. In the past period such associations were formed in almost all the communities in the Republic of Srpska. Their activities are very important for improving social protection in local communities. These associations work together at regional level, in the framework of the Association Persons with Mental disabilities (acronym - MINERALS). The effect of parents' associations is recognized through the development of partnerships with centers for social work on the realization of social protection measures for children with disabilities. Associations have developed new support services such as day care, speech therapy treatments, workshops, self-help groups and etc. Association improved the direct work with children, provide new ways of financing social protection and welfare (project finance), have contributed to the planning of services, developed the partnership model of cooperation, have contributed to the legal solutions; enhance the social sensitivity of the local community to the situation of children with disabilities. This paper presents the development of a network of parents associations of children with disabilities in the Republic of Srpska, legal merits of their work and partnership in the social welfare system, model of community work and the role of associations in the life of the local community. Paper also presents the results of research relating to the general characteristics of a network of associations, members of the association structure, and the types of services provided to the associations, methods of working with customers, quality of partnerships and ways of financing the association.

The article is devoted to the peculiarities of organizing a parent club for families raising children with disabilities. Based on practical experience, the authors identify the conditions necessary for the effective functioning of the parent club. Based on the results of the study of the social potential, psychological characteristics and relevance of this form of work for parents, a program of classes was compiled and the main directions of the club's work were determined.

Abstract How do subnational agents exercise policy discretion in the social welfare sphere? To what extent do they do so as a result of various bureaucratic and fiscal incentives? The literature has documented several explanatory frameworks in the context of China that predominantly focus on the realm of developmental policies. Owing to the salient characteristics of the social policy arena, local adaptation of centrally designed policies may operate on distinctive logics. This study synthesizes the recent scholarship on subnational social policymaking and explains the significant interregional disparities in China's de facto urban poverty line – the eligibility standard of the urban minimum livelihood guarantee scheme, or dibao. Five research hypotheses are formulated for empirical examination: fiscal power effect, population effect, fiscal dependency effect, province effect and neighbour effect. Quantitative analysis of provincial-level panel data largely endorses the hypotheses. The remarkable subnational variations in dibao standards are explained by a salient constellation of fiscal and political factors that are embedded within the country's complex intergovernmental relations and fiscal arrangements. Both a race-to-the-top and a race-to-the-bottom may be fostered by distinctive mechanisms. The unique role of provincial governments as intermediary agents within China's political apparatus is illuminated in the social policy arena.

Abstract This chapter outlines the social protection policies that Spain has adopted to target Spanish nationals abroad. First, it describes the diaspora infrastructure and the key engagement policies developed in the last years by Spain. Subsequently, the chapter focuses on five social protection policies: unemployment, health care, pensions, family-related benefits, and economic hardship. The findings reveal that Spain has adopted a diaspora strategy that targets different emigrant groups such as exiles of the Civil War and early Francoism and their descendants, Spaniards that emigrated to other European countries during the 1950s and 1960s, and new emigrants that left the country due to the consequences of the financial crisis of 2008. Findings also show that, although Spain has developed a wide array of services to target its diverse diaspora, it still lacks a comprehensive scheme of social protection abroad. Moreover, the results suggest that Spain has adopted a subsidiary social policy strategy abroad that is triggered when the social protection offered by states of reception is lacking.
