Abstract Refugees are forcibly displaced people who fled their home countries due to persecutions because of their religion, nationality, political opinion, race, or being part of a particular social group. Brazilian Law 9474/1997 recognizes people who are fleeing a situation of severe and generalized violation of human rights as refugees. According to Brazilian law and Constitution, refugees have the same rights as Brazilians. However, my research with 29 refugees living in the states of São Paulo and Rio de Janeiro shows that refugees are disproportionately affected by the Brazilian responses to the COVID-19 pandemic. This article discusses how refugees in Brazil are affected by federal responses to the pandemic. I conducted 29 semi-structured phenomenological interviews with refugees between March 27, 2020, and April 06, 2020. These interviews were analyzed considering responses adopted by the Brazilian government (at the federal level) to respond to COVID-19. I conclude that refugees are affected by the closure of the borders and their rights to documentation, healthcare, and social assistance (the emergency benefit) are violated.

Este estudo traz uma avaliação sobre a atuação e o nível de organização das cidades mais proeminentes do país frente a crescente mobilização internacional em prol de ações locais de mitigação e adaptação às mudanças climáticas. Apresenta uma investigação sobre a existência de iniciativas de planejamento e de governança, leis específicas municipais e arranjos institucionais voltados às mudanças climáticas nas sedes das Regiões Metropolitanas de Belém, Belo Horizonte, Campinas, Curitiba, Florianópolis, Fortaleza, Goiânia, Manaus, Porto Alegre, Recife, Rio de Janeiro, Salvador, São Paulo e Vitória, além da RIDE Brasília. O estudo revelou a existência de vários níveis de envolvimento por parte das administrações locais na implementação das iniciativas investigadas. No geral, existe uma predominância das iniciativas locais de mitigação e as ações de adaptação se encontram difusas no âmbito municipal.Palavras–chave: Cidades, Mudanças climáticas, Planejamento, Governança, Arranjos institucionais.Abstract The study presents a thorough investigation into the existence of planning initiatives and governance, specific municipal laws and institutional arrangements geared toward climate change in the headquarters of the metropolitan regions of Belém, Belo Horizonte, Campinas, Curitiba, Florianópolis, Fortaleza, Goiânia, Manaus, Porto Alegre, Recife, Rio de Janeiro, Salvador, São Paulo and Vitória, as well as RIDE Brasília. The analysis of documents collected revealed the existence of various levels of involvement by local authorities in the implementation of the investigated initiatives. In general, there is a predominance of local mitigation initiatives, and adaptation actions are diffuse within the public sphere.Keywords: Cities, Climate change, Planning, Governance, Institutional arrangements.

As novas demandas da atenção à saúde: estamos preparados para mudanças na formação profissional?

Introdução: Em função de uma trajetória profissional curativa e reabilitadora, os fisioterapeutas encontram-se frente ao desafio da adaptação de sua formação curricular para atender às novas demandas da saúde pública brasileira. Objetivo: Verificar a necessidade de adequação das grades curriculares dos cursos de fisioterapia aos propósitos das Diretrizes Curriculares Nacionais (DCN) na formação de profissionais fisioterapeutas com perfil humanista e generalista. Material e métodos: Foram analisadas 33 grades curriculares de cursos de fisioterapia, reconhecidos pelo MEC, nas cidades do Rio de Janeiro, São Paulo e Belo Horizonte, para verificar se os conteúdos programáticos atendem às mudanças preconizadas. Resultados: Em treze cursos o modelo de ensino ainda é o tradicional, tendo como referência o “saber técnico”. Nove cursos buscam se adaptar às propostas das Diretrizes. Onze integram disciplinas e estágios supervisionados que atendem às mudanças. Conclusão: Os projetos pedagógicos revelam a necessidade de mudanças na educação, de modo que o processo de formação se paute por uma atuação com foco na prevenção e promoção da saúde.Palavras-chave: atenção primária à saude, educação em saúde, prática profissional, classificação internacional de funcionalidade, incapacidade e saúde.

Resumo: O presente texto objetiva uma abordagem, no interior do pensamento de Ernst Bloch (1885/1977), acerca da relação entre marxismo e utopia: um vínculo incomum no interior do marxismo, comumente tido numa oposição inconciliável. Daí a apropriação do termo “herético” em referência ao marxismo do autor alemão: a expressão é usada não em sentido pejorativo, mas apenas para situar seu distanciamento do marxismo vulgar, bem como sua intenção de crítica radical dessa tradição. Aqui entendemos que é, em particular, por meio da relação entre marxismo e utopia que o pensamento de Ernst Bloch aparece como um projeto inelutavelmente político com vistas a uma filosofia da práxis concreta na principal obra do autor: O Princípio esperança (Das Prinzip Hoffnung) [1954/1959]. Neste livro encontramos, com efeito, a tentativa de pensar a atualidade do marxismo para o contexto do século XX, a era das catástrofes, conforme definição do historiador Eric Hobsbawm. Palavras-chave: Marxismo. Cultura.  Abstract: This paper presents an approach within the thinking of Ernst Bloch (1885/1977) about the relation between Marxism and Utopia: an unusual link within Marxism, commonly held in an irreconcilable opposition. Hence the appropriation of the term "heretical" in reference to the German author's Marxism: the expression is used not in a pejorative sense, but only to situate its distancing from vulgar Marxism, as well as its intention of a radical critique of this tradition. Here we understand that it is particularly through the relationship between Marxism and Utopia that Ernst Bloch's thought appears as an ineluctably political project with a view to a philosophy of concrete praxis in the principal work of the author: The Principle Hope (Das Prinzip Hoffnung) [1954/1959]. In this book we find, in effect, the attempt to think the actuality of Marxism in the context of the age of catastrophe - as defined by Eric Hobsbawm - that is, the long twentieth century that experienced the extreme barbarism of the concentration camp, of which the thinker in question, Jewish and Communist, managed to escape.  Keywords: Marxism. Resumo: Como entender o desenvolvimento teórico e as mudanças históricosociais que impulsionaram a recuperação e alteração da teoria marxiana no século XX e como esta ainda se encontra atuante sobre nosso horizonte social contemporâneo? Fazendo uso da reconstrução crítica de Habermas, a recuperação se inicia com Weber, a passagem por Lukács e na recepção horkheimeriana-adorniana, que tanto influenciou a crítica social do século XX, o presente artigo busca apresentar uma possibilidade de leitura.  Palavras-chave: Teoria crítica. Modernidade.  Abstract: How can we understand the theoretical development and all the socialhistorical changes which drove the incoming recovery and the further alteration of the Marxian theory in the twentieth century and how is it still possible to assumes it on our contemporary societies? Resumo: O artigo é um ensaio sobre como a atividade científica poderia ser influenciada por uma proposta ética voltada para a superação das desigualdades. A questão subjacente a este estudo tematiza a possível contraposição entre a ética, que parece ser inteiramente vinculada à liberdade humana e seus processos de escolha, e a lógica da pesquisa científica, que ainda, pelo menos em visão popular, parece se basear na posse de informações objetivas e na descoberta de leis de regulação da natureza. Será feita uma breve contextualização das aquisições teóricas sobre o sentido da ciência positiva dos últimos séculos, procurando extrair daí as indicações de uma estreita dependência dessa em relação às escolhas humanas, em virtude de sua metodologia dialética.   Palavras-Chave: Ciência positiva. Filosofia da ciência. Dialética. Ética.      Abstract: The article is an essay on how scientific activity could be influenced by an ethics proposal aimed at overcoming inequalities. The question underlying this study discusses the possible contrast between ethics, which seems to be entirely linked to human freedom and choice processes, and the logic of scientific research, which still, at least in a popular view, seems to be based on possession of objective information and discovery of regulatory laws of nature. Will be presented a brief background of theoretical acquisitions on the meaning of positive science of the last centuries, looking to extract the indications of a close dependence of this in relation to human choices, because your dialectic methodology.  Keywords: Positive Science. Resumo: O artigo que ora se apresenta é, na realidade, um pequeno ensaio que tem por finalidade indagar a importância da educação no pensamento de Søren Kierkegaard e investigar se, no âmbito da existência como possibilidade, uma educação voltada para a subjetividade se mostra efetiva diante dos debates acerca da liberdade e da singularidade do indivíduo. Pouco se debate sobre o conceito de educação em Kierkegaard, porém, acreditamos que se trata de um ponto basilar no pensamento do filósofo dinamarquês, conforme buscamos demonstrar, e deve ser objeto de maiores pesquisas, estudos e reflexões. Tomamos como referência para o início desse debate textos como as Migalhas Filosóficas e o Post-Scriptum, onde a subjetividade e a singularidade aparecem como conceitos fundamentais.Palavras-chave: Educação. Kierkegaard. Abstract: The present article is, in fact, a small essay whose purpose is to investigate the importance of education in Søren Kierkegaard's thinking and to investigate whether, in the scope of existence as a possibility, an education focused on subjectivity is effective before the debates about the freedom and the singularity of the individual. There is little debate about the concept of education in Kierkegaard, but we believe that this is a basic point in the thinking of the Danish philosopher, as we seek to demonstrate, and should be the object of further research, study and reflection. We take as reference for the beginning of this debate texts such as the Philosophical Fragments and the Post-Scriptum, where subjectivity and singularity appear as fundamental concepts.Keywords: Education.
