Youth empowerment is vital for any nation. Most Kenyan youths aspire to get white-collar jobs after completing education in order to build self and the nation. To most, achieving their career goals after the 8-4-4 education system is the most critical thing hence they will not settle for anything less than what they have trained for. The Government of Kenya has made efforts over the years to empower the youth by coming up with policies that enable the youth to venture in education as well as create opportunity for income generating projects. It is on this basis that this study therefore sought to examine the effect of YEDF services on youth empowerment in Wajir County. The study objectives were: to assess the effect of YEDF entrepreneurial training on job creation, to examine the effect of YEDF provision of loans on income and to determine the effect of YEDF provision of market linkages on youth enterprise development in Wajir County. The study adopted social capital, theory of change and reform theory to assess relationship among the various factors that have been identified as important to the study problem. This study adopted the descriptive survey research design. The target population of the study consists of the 200 youth groups in Wajir County. This study used a closed and open – ended questionnaire to administer to the sample since time may be limited and information needed could easily be described in writing. The data was coded and entered on a Statistical Package for Social Science (SPSS) software that aids in analysis of both qualitative and quantitative data. The researcher adopted content analysis to analyse the qualitative data based on the objectives. The descriptive statistics was used in analysing quantitative data. Abstract This article analyzes changes in both the nominal and real salaries of Russian officials and officers. The study draws upon data concerning provincial administrations, which employed a significant portion of officials, and the infantry, in which most of the officer corps served, from the introduction of monetary salaries in 1763 (for officials) and in 1711 (for officers) to 1913. A table of the changes in nominal salaries was compiled from legislative and regulatory documents, and, with the use of a consumer price index constructed by the author, time series of the real salaries of officials and officers of various ranks were obtained by decades over 150 years.

While Just War Theory is the best account of the morality of war, along with many others, the author does not believe that actual decisions by states to go to war are often, or at all, informed by such ethical considerations. A much more plausible view is given by the doctrine of realism, familiar in international relations. This chapter discusses realism as a basis for evaluating weapons research in wartime, and here the author refers to Clausewitz views of war and politics. His conclusion, in a nutshell, is that since states on this account are only concerned with their own interests, there can be no assurance that the products of weapons design will not be used for aggression.

This paper aims to investigate the extent to which organizational attributes are associated with the human resource disclosure of banking organizations. Content analysis is used to collect the data from annual reports available on the bank’s website and unweighted disclosure index is employed to record the score of HR items. Descriptive statistics is used to analyse the extent of HR disclosure and multiple linear regression model is carried out to analyse the impact of the determinants including length of service, size of the bank, profitability, total number of employees and total number of pages on the explained variable. The study endorses that the highest reported item is the description of the staff whereas the least reported item is the performance of the employee. The result approves that only two attributes including the profitability of the banks and the total number of pages of the annual reports are significantly and positively associated with the level of human resource disclosure of banks. But the other attributes including length of service, size of the bank and total number of employees have no significant impact on HR disclosure.
