The reform of the RAS 2013 interrupted the long-term strategy of the Russian Academy of Sciences for the consistent development of regional scientific potential. The essence of this strategy was to gradually build up “scientific” forces in the field and to organize them first in branches and then in scientific centers of the Academy of Sciences of the USSR / RAS. Regional scientific complexes have come a long way in their formation: from single laboratories and stations at the beginning of the 20th century to interdisciplinary scientific and educational complexes of the XXI century. The regional scientific centers of the Russian Academy of Sciences have proven their effectiveness as centers that coordinate and manage the activities of scientists both vertically and horizontally. The article shows the history of the formation of a system of scientific centers, coordination and management of scientific research in the Siberian Branch of the Russian Academy of Sciences since 1957. On the eve of the 2013 reform, the SB RAS represented a system of nine research centers located in Western and Eastern Siberia. The results of the policy of optimization of scientific potential, and, in fact, “collapse” of a number of scientific centers of the SB RAS, are analyzed. This policy was pursued by the Federal Agency for Scientific Organizations (FANO) in 2013–2018 and the Ministry of Science and Higher Education of the Russian Federation in 2018–2019.

The article analyzes the content of V. D. Ermikov “On the times of lofty goals (notes of a rational optimist)”. Published in 2019 in Novosibirsk, this book has become a bibliographic rarity. The narration includes essays-memories from the life of the author, as well as sections concerning the history of the scientific life of the Novosibirsk Academgorodok and the Siberian Branch of the Russian Academy of Sciences. The book belongs to a rare genre of biographical narration, which is inscribed in the context of the history of the country, region,and scientific community.

In the context of the active development of information and communication technologies and a changing society in the XXI century, it becomes relevant to comprehend the experience accumulated by the scientific libraries of the Russian Academy of Sciences, which have experienced serious organizational and structural transformations that affect the formation of their ideological and resource base, the construction of adequate models for the organization, preservation, use and promotion of their resources.  The article objective is to present the history of forming scientific institution libraries in Siberia and the Far East, emerging and developing the library system of a department of the USSR Academy of Sciences – the Siberian Branch of the USSR Academy of Sciences – Russian Academy of Sciences (SB USSR AS and SB RAS) in 1920–2020 to determine further trends in their activities. To carry out the work, the author used such techniques as statistic, system and factor analysis, modeling, forecasting. The main tasks of the library system of the Siberian Branch of the Russian Academy of Sciences (as well as other libraries of RAS) were to provide information for scientists and specialists of research institutions and preserve the historical, cultural and scientific heritage of the Russian Academy of Sciences. Disintegration of the network connections, the model destruction of centralizing the library community of the Russian Academy of Sciences, which has occurred recent years, required the development of new models of interaction between libraries and adjustments of their functions in the scientific and information space of the region. The authors represents reasoning about the trends in the further development of the libraries of RAS, SB RAS and SPSTL SB RAS as the central library of the system.

This paper discusses the experience of the collaboration of five Russian railways in Siberia and the Far East, four universities of railway transport, and ten laboratories of the Siberian Branch of the Russian Academy of Sciences. The activity of the collaboration was carried out as a part of the Program of Scientific and Technical Cooperation of Railways, Universities of Ministry of Railways in the regions of Siberia and the Far East, and the Siberian Branch of the Russian Academy of Sciences. The program was approved by the Minister of Railways of the Russian Federation and the Chairman of the Siberian Branch of the Russian Academy of Sciences. Within the framework of the activity of this one of the first collaborations for railways in Russia, sets of technical, technological, project documentation and application software packages were developed; and also specialized sites for diagnostics and repair of the track were equipped. The program showed its effectiveness, and the obtained results were recommended for implementation on all railways of the country.

Abstract The scientific instrumental complex of the Optik-É AN-30 aircraft laboratory developed at the Institute of Atmospheric Optics of the Siberian Branch of the Russian Academy of Sciences is described in detail. Specifications of the main units of the instrumental complex are presented. Special attention is given to the metrological support of measurements of the atmospheric parameters. Experimental capabilities of the aircraft laboratory are illustrated by the results obtained in recent flights over various regions of the Russian Federation.

The article describes the history of research on Baltic languages in Moscow from the second half of the 19th century, when the Lithuanian language began to be taught at Moscow University. At different times, the Moscow State University, the Institute of Slavic Studies of the Russian Academy of Sciences, the “Baltrušaitis House” at the Embassy of the Republic of Lithuania in the Russian Federation, and the Institute of Linguistics of the Russian Academy of Sciences were the centers of research on Baltic studies in Moscow. The article describes the main directions in development of Balto-Slavic studies in Moscow, gives the names of prominent scholars in this field and provides a bibliography of the major publications.
