Abstract: Cassava is one of the commodities in the agricultural sector that has theopportunity to be cultivated and marketed on a larger scale. However, the threatwerefound that involved cassava trading institutions so the cassava distribution channelwas also constrained. This study aims to (1) identify institutional patterns managecassava farming, namely related stakeholder relations patterns, related rules andtransaction costs in managing cassava farming; (2) implement and evaluate thebusiness development model and the cassava farming business institutions. Themethod used is quantitative and qualitative in the form of existing data and tabulationof perceptual data through in-depth interview techniques. The analytical techniquesused are quantitative descriptive, qualitative approaches and Value Chain Analysis.Institutional phenomena are also examined in the cassava commodity trade chain,namely social capital, and transaction costs. The results showed that the cassavatrading chain in Gumukmas District involved 6 economic actors, namely (1) purefarmers; (2) industrial farmers; (3) Traders, (4) small industries; (5) large industries;(6) and consumers. The institutional trade in cassava is not intervened bygovernment policies or farmer groups. The Institutions produced strong social capitalthat can decreasedthe transaction costs.Keywords: Value Chain, institutional, Cassava Farmer BusinessAbstrak: Singkong merupakan salah satu komoditas di sektor pertanian yangmemiliki peluang untuk dibudidayakan dan dipasarkan dalam skala yang lebih besar.Namun, ditemukan hambatan yang melibatkan kelembagaan perdagangan singkongsehingga alur pendistribusian singkong mempunyai hambatan. Penelitian inibertujuan untuk (1) mengidentifikasi pola kelembagaan dalam pengelolaan usahatani singkong yaitu pola hubungan stakeholder terkait, aturan terkait dan biayatransaksi dalam pengelolaan usaha tani singkong; (2) melakukan implementasi danevaluasi terhadap model pengembangan usaha dan kelembagaan usaha tanisingkong. Metode yang digunakan adalah kuantitatif dan kualitatif berupa existingdata dan tabulasi data persepsi melalui teknik in depth interview. Teknik analisisyang digunakan adalah deskriptif kuantitatif, pendekatan kualitatif dan Analisis RantaiNilai (Value Chain Analysis). Fenomena kelembagaan turut dikaji dalam rantaiperdagangan komoditas singkong yaitu modal sosial dan biaya transaksi. Hasilpenelitian menunjukan bahwa rantai perdagangan singkong di KecamatanGumukmas melibatkan 6 pelaku ekonomi yaitu (1) petani murni; (2) petani industri;(3) Pedagang, (4) industri kecil; (5) industri besar; (6) konsumen akhir. Kelembagaanperdagangan singkong tidak diintervensi oleh kebijakan pemerintah maupunkelompok tani. Kelembagaan menghasilkan modal sosial yang kuat yang dapatmeminimalisir keberadaan biaya transaksi.Kata Kunci: Rantai Nilai, kelembagaan, Usaha Tani Singkong

<p><em>In 2007, Central Java Government has been starting the implementation of agropolitanprogram in some regency that has the potential in the agriculture sector, Karanganyar Regency one of them. Through this program, SuthomadansihAgropolitan Area was established. One of the leading commodities from Suthomadansih is carrot commodity. Carrot commodity is then taken into consideration in the implementation of agropolitan program, in the form of provision of infrastructure and community development programs. The objectives of the research study are to investigate the value chain of carrot in Suthomadansih, as well as to analyze how the implementation of agropolitan program supports the value chain of carrot. Meanwhile, in order to investigate how the implementation of agropolitan program in suthomadansih supports to value chain of carrot, there are three indicators that will be identified; the development of supporting infrastructure, agribusiness system, and development of human resource (Iqbal and Iwan, 2009). Both of qualitative and quantitative analysis has been applied into the study with the performance table of the implementation of agropolitan program and value chain analysis as tool to conduct the analysis. Based on the value chain of carrot in Suthomadansih, some development programs from Local Government through the agropolitan program has been conducted from upstream to downstream of carrot commodity. However, some programs are failed to support the value chain of carrot so that the improvement of value chain of carrot could not be optimized. Those programs are Agribusiness Sub Terminal, Worta Cluster, Vitmaka, and Farm Road Improvement Program.The implementation of agropolitan program is not sustainable because of the absence of the budgets of local governments. The program is only implemented for 3 years (2007-2009) so that there are no significant effects of the program on the agricultural sector, especially for carrot commodity.</em><em></em></p><em></em>

A value chain starts with the production of a primary commodity, ends with the consumption of the final product. The aim of this study was to explain the agricultural value chain and to determine of value-creating activities in the agriculture sector. The literature review approach was utilized in the research. The agricultural value chain has seven stages which are input supply, production, producer organizations, traders, processors, wholesalers, and retailers respectively. In the value chain, it is aimed to get advantages against competitors by increasing the quality of crops and products, product differentiation or increasing the efficiency of the system. While the production costs of agricultural crops and products were affected by the input use and technology, product differentiation could be realized by the approaches of organic agriculture and good agricultural practices, etc. Although large enterprises in the agricultural sector could handle the value chain as a whole, small and medium-sized enterprises which had to leave the process early should focus on creating value as long as they remain in the process. With value chain analysis approach, it would be possible to contribute to the solution of certain main problems in the agricultural sector.

Semarang City Public Works Department is a state-owned enterprise that works in the area of public services in the city of Semarang. Most of the technological conditions in the Public Works Department are still in manual data management, which is hampering business processes from going well. Therefore this research was conducted to design an Information System at the Semarang City Public Works Department using the Enterprise Architecture Planning (EAP) method which includes a SWOT analysis and Value Chain analysis. The existing framework in the Enterprise Architecture Planning (EAP) method can help align the data architecture and application architecture to get the expected results, which is achieving the business objectives of the City of Semarang Public Works Department so that business functions can run by the desired business processes. This research resulted in several proposals for the development of Information Systems and Information Technology in organizations including the development of several applications in the next 5 years.

This research was taken in Ambon (Latuhalat and Laha) and in Central Maluku Regency (Waai) in May – July 2018. It was aimed at mapping the value chain of small pelagic fish in Ambon through: 1) mapping of product, financial and information flows and 2). analysis of percentage distribution of small pelagic fish caught. The data used in this study was primary and secondary data, and analyzed by using value chain analysis. The results show that small pelagic fish marketing chain in Ambon consisted of six models with five actors. Each chain is formed due to the conditions and situation of market, resulted by the influencing of catches of fishermen and traders' capital. The broker plays an important role in marketing small pelagic fish in the market and obtaining 10% of the fishermen's catch that can be distributed, both to retailers and cold storage. Fish caught by the fishermen is still fresh in general when arrives in the consumers, because the fishing area is not too far, the market distance with the production centers is also quite close and in general fishermen and traders have understood the importance of maintaining product quality. Even so, the role of the Government in providing marketing facilities and infrastructure is needed so that modern market conditions can be applied in marketing fresh fish in Ambon.
