Lack of students' skills in answering questions that require analysis, evaluation, and creativity so that in learning they cannot answer questions that require higher-order thinking skills. This results in the level of thinking of students in Indonesia is still low, as seen from Indonesia's ranking in the TIMSS in 2015. One of the efforts made to improve these higher thinking skills is by using the HOTS test package. This type of research is a development research with the Thiagrajan or Four D Model which aims to describe the process and results of developing HOTS-based test packages for eighth grade students on the Theorema Pythagoras material which is valid, practical, and effective in training students' higher order thinking skills. The method used in this research is the test method to determine the validity and effectiveness of the test package and the questionnaire method to determine practicality. The results of this study are in the form of students' achievements in analyzing, evaluating, and creating in accordance with higher-order thinking indicators with good interpretations. The HOTS-based test package, the subject of Pythagorean Theorema, produced in this study is valid, practical, and effective and can be used to improve students' higher order thinking skills. Higher Order Thinking Skills (HOTS) are essential skills for prospective teachers in the 21st  century. HOTS in the cognitive domain includes the ability in analyzing (C4), evaluating (C5), and creating (C6). In the process of mastering HOTS, one must know first what level of thinking skills he/she has. Therefore, this study aims to measure the achievement of the cognitive thinking skills of students of the Physics Education Study Program, Faculty of Teacher Training and Education University of Samawa. The measurement used test instrument in the form of essay test, then the results of the thinking skills achievement for each cognitive domain of students divided into three categories (low, medium and high). The result of  the student’s achievement of the cognitive thinking skills  obtained by students were in low category of 55%, the medium category of 11%, and 34% in the high category for mastering lower-order thinking skills (LOTS), while for HOTS, 100% was in low category and it can be concluded that the achievement of students' cognitive thinking skills is still in lower-order thinking skills.

This paper addresses the question of how cognitive levels covering high, middle, and low order thinking skills are delineated in the questions seen from Bloom’s revised taxonomic framework and stimulus. To answer this question, the final-term examination questions from five faculty courses were analyzed through document analysis. The documented examination questions are categorized and reviewed based on cognitive levels referring to revised Bloom’s taxonomy. The questions are also construed based on the stimulus in each question. The results report that the cognitive level of tests is not wholly based on higher-order thinking skills. Of the five courses, only one follows the higher-order thinking skills-based question-writing system, and none of the items refers to middle-order thinking skills. Thus, the cognitive level on the test instruments has not led to an increase in thinking skills or is still at a low level of thinking.

In implementing the 2013 curriculum, Higher Order Thinking Skills (HOTS) must be integrated into learning activities. Similarity are sub material of similarity and congruence that students must learn. In fact, the higher order thinking skills of junior high school students in similarity material is low. To overcome this problem, it is necessary to develop a learning materials for learning in the form of plane similarity according to the level of student thinking in geometry, which is based on Van Hiele's theory to improve students' higher-order thinking skills. Van Hiele's theory was chosen because it suggests the development of students' thinking in learning of geometry occurs through five levels sequentially so that learning devices can be developed according to the level of van Hiele students. The purpose of this research is to obtain a description of the learning materials of plane similarity based on van Hiele theory based on van Hiele theory to improve students' high-level thinking skills that are valid, practical, and effective. This type of research is a research development using the 4-D model proposed by Thiagarajan then simplified to a 3-D model. Validation of learning devices, participant observation, questionnaires, and tests are the data collection techniques used. The results showed that the RPP, LKS, and THB were said to be valid then, the learning materials was declared valid; the management of learning is said to be good, the overall evaluation on the validation sheet of the learning materials is stated to be used, and the percentage of active student activities at the second meeting and the third meeting respectively is 91.25% and 91.25% then, the learning kit is declared practical; and the percentage of positive responses of students by 71% and an increase in higher order thinking skills seen from the results of the N-Gain pretest and posttest of 0,728 categorized as high then, the learning device is declared effective. Keywords: learning materials, plane similarity, van hiele’s theory, higher order thinking skills.
