The complexities in managing cities are real in the ethos of global cities competition and indeed, the governance of urban complexities are further compounded by the discoveries of new tangible and intangible determinants, vehemently contributed by the increased structural changes on a global scale ceased to be the main axes and reference points in societal organization. Whilst deterministic about deploying competitive cities interventions, the initiatives have always exposed local authorities to other related issues in the governance of complexity, which usually infers to their organizing capacity in attaining organizations competitiveness. For most modernists’ scholars, they tend to agreed that learning is associated with efficiency and thus, it exposed organizations to learn new impositions of social artefacts. Exaggerated from realist ontology definitive foundation of structural functionalism, it clearly underlined Weberian positivism bureaucratic efficiency, which echoed local authorities in attaining the balancing act between ‘de jure’ and ‘de facto’ that constitutionally empowered in managing cities in the ethos of globalization. On the contrary, the realism in local authorities suggested otherwise, which perhaps lead to epistemological debates on the governmentality. Apparently, local authorities are facing dramatic challenges not only reframing to achieving global interventions on cities competitiveness and urban sustainability interventions -de jure; but also intensely faced-off with severe ignorance, resentment and dissonance from the entire workforce itself - de facto. As such, it warrants this paper to explore the validity on the dominant used of positivism direction of inquiry among social sciences researchers’ on organizational bureaucratic efficiency, when most positivism line of inquiry researchers suggested that local authorities are learning organization entities, or is it so?

There is a public demand for communication of scientific findings that account for fragmentary expression of activities included in different science communication models. This study identifies factors facilitating the involvement of the scientific community in science communication. The primary data were obtained by a qualitative method of in-depth, semi-structured, expert interviews involving ten representatives of the Latvian scientific community relating to exact sciences, life sciences, and humanities and social sciences. The study distinguishes two categories for engaging the scientific community in science communication: a formally recognized approach and one involving a third party for organizing the communication.

This article aims to analyze the hotel units’ operational practices in Inhambane, assesses their socio-economic impacts into the local community and proposes hotel operations qualitative measures to promote sustainable socio-economic development. Follow the Quivy and Campenhoudt methodological model for social sciences and has the hotel units and their workers as objects of study. Presents the following dimensions: hotel operations multiplier effect, the employability quality generated by them, their contribution to the welfare infrastructures and their environmental policies. Remarks that the implemented hotel development model is based on a neoliberal matrix, mostly in result of foreign or multinational investments, not guaranteeing a significant multiplier effect in the local economy, its job offer quality is often precarious, unable to have a significant contribution to the local "welfare" infrastructures improvement and sometimes producing undesirable environmental costs. Concludes that it is pressing to rethink the whole model of tourism development in Inhambane, retaining in its territory the economic benefits of the touristic activities and transforming the local community in its main beneficiary.

Purpose This paper aims to examine whether the amount of costs disclosed as relating to environmental controls is associated with environmental performance in terms of carbon-based eco-efficiency, and whether any relation supports voluntary disclosure theory or legitimacy theory arguments. Further, this paper attempts to determine whether the relations differ across the initial Kyoto Protocol period. Design/methodology/approach In this study, the focus was on Japanese firms over the period from 2002 to 2012. Disclosed environmental control costs (capital expenditures and operating costs) were identified and eco-efficiency measures based on carbon emissions were calculated. Relations were tested for using regression models controlling for other potential impact factors. Findings This study’s results indicate a negative relation between disclosed levels of environmental control costs and eco-efficiency performance measures, and, for two of our three eco-efficiency metrics, this is more pronounced over the Kyoto Protocol period. Research limitations/implications These results support a legitimacy theory (as opposed to voluntary disclosure theory) explanation for the relation between the levels of disclosed environmental control costs and carbon-based eco-efficiency. Originality/value This study is the first to explore how flexibility in cost classification may be used by companies to foster a disclosure strategy.

Abstract With the existence of a limit between the exhaustion of natural resources and the economic growth, it is highlighted the need to find ways to reconcile environmental conservation and economic growth. In this scenario, comes up environmental management, which aims to reduce the impacts to the environment arising from the economic activities of enterprises. It should be noted that the generation of waste is presented as an inseparable aspect from the manufacturing process, which requires investments for its proper disposal. In this context, the aim of this study was to analyze the environmental costs related to waste management in chemical industries located in the metropolitan area of Porto Alegre. The data were collected through a survey research with managers of 36 companies unit analysis. Evidence collected provided the realization that the waste represent most of the environmental damage in the investigated companies. In addition, most respondents stated that in companies that develop their activities, liabilities are treated through the marketing of waste generated by the production process in order to obtain additional revenue. According to 24 respondents, the solid waste generated in a production process are reused in the production of another product, and the managers who responded that they cannot even generate additional revenue via marketing waste, either take advantage of waste in the manufacture of another product, alleged operational difficulty to enable that model, or lack of internal organization to map the solid waste generated in the process. Keywords: Wastes. Research on the identification of the involvement and motivation of pre service teachers at the Malaysian Teacher Education Institute (MTEI) with volunteerism activities for the Disabled is needed to provide basic information to MTEI administrators in designing volunteer programs to encourage pre service teachers to contribute in the community service activities especially to the disability group. This descriptive study aimed to identify the motivation of pre-service teachers’ involvement in volunteering activities to help the disabled and 70 respondents of pre-service teachers from the Kota Bharu Campus Teacher Education Institute (KBCTEI) were involved in this study. The instrument used was the adaptation questionnaire from the Katz Function Theory (1960) and was modified based on the Volunteer Function Inventory (VFI). Data analysis was performed using IBM SPSS Statistics (Statistical Packages for Social Sciences) Version 19.0 software for Windows to obtain standardized data of percentages, frequency, mean and standard deviation. A pilot study was conducted and found that the Alpha Cronbach's alpha was 0.92. The study found that the value function (mean=4.32) and comprehension function (mean=4.31) were the highest motivating factors contributing to the involvement of pre-service teachers in volunteering to assist the disabled. The study also found that gender factors did not significantly influence the involvement of KBCTEI pre-service teachers in volunteering to assist the disabled. However, there was a significant difference between male and female pre-service teachers for improving function (t=3.14, p<0.05), protection function (t=4.14, p<0.05) and career (t=2.88, p<0.05). The findings of the study provide implications for the needs of volunteer program planning and services for people with disabilities by MITE administrators to foster a positive volunteer spirit among pre-service teachers.

The article represents the analysis of environmental conservation activity in construction, aimed at ensuring the environmental effect, which is to prevent pollution of natural resources and, therefore, to improve the quality of building materials and products. There comes a need to correctly evaluate the damage that reduces the efficiency of construction production as a result of environmental pollution. Thus, it seems advisable to consider the methodology for evaluating such damage and to analyze the sufficiency of statistical information. The authors have developed a methodology for ecological and economic assessment of the efficiency of environmental conservation activities in construction. The economic efficiency of environmental conservation costs characterizes only a part of the overall social effectiveness of environmental activities. This, however, does not underestimate the role of such indicators, the analysis of which is necessary to choose the most rational activity, which is impossible without quantitative methods and estimates. Therefore, research should be carried out in this field in order to develop practical recommendations for such evaluations.

Abstract This article carries out a "state of the art" review of the scientific production in the ambit of social sciences, by focusing on works where the subject of biodiversity conservation takes centre stage. Having as a starting point a detailed literature review, we have identified some key concerns raised by authors in Brazilian journals in the areas of sociology, anthropology and political sciences, whilst acknowledging particularities of this discursive unit in the broader debate of environmental conservation. Against this backdrop, we have identified some trends in the bibliography, as well as gaps that deserve a more in-depth analysis.
